which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reauthorize the Garrett Lee Smith Memorial Act, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Garrett Lee Smith Memorial Act Reauthorization of 2022</short-title></quote>.</text></section><section id="id89040B621E63453AB40EA7E3126DA907"><enum>2.</enum><header>Reauthorization of programs</header><subsection id="idC1A04D7BB93442FBA6D1D007257AA06A"><enum>(a)</enum><header>Suicide prevention resource center</header><text display-inline="yes-display-inline">Section 520C of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-34">42 U.S.C. 290bb–34</external-xref>) is amended—</text><paragraph id="id236B91B53855483EA06148C253B61BC3"><enum>(1)</enum><text>in subsection (a), by adding at the end the following: <quote>In carrying out this subsection with respect to assistance to entities serving members of the Armed Forces and veterans, the Secretary shall collaborate with the Secretary of Defense and the Secretary of Veterans Affairs.</quote>;</text></paragraph><paragraph id="id92F2A3A43AF34769AEBACCD2FE33DCCB"><enum>(2)</enum><text>in subsection (b)(9), by inserting <quote>and local educational agencies</quote> after <quote>higher education</quote>;</text></paragraph><paragraph id="id03EE4ED756A74BAB96C82C01A29B927F"><enum>(3)</enum><text>in subsection (c), by striking <quote>$5,988,000 for each of fiscal years 2018 through 2022</quote> and inserting <quote>$9,000,000 for each of fiscal years 2023 through 2027</quote>; and</text></paragraph><paragraph id="id3AE2594E23EE4A5FB21E127E1E1394EC"><enum>(4)</enum><text>in subsection (d), by striking <quote>date of enactment of this subsection</quote> and inserting <quote>date of enactment of the <short-title>Garrett Lee Smith Memorial Act Reauthorization of 2022</short-title></quote>.</text></paragraph></subsection><subsection id="id1958AF264B97441E9985258B17223BA6"><enum>(b)</enum><header>Garrett Lee Smith Youth Suicide Prevention</header><text>Section 520E of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-36">42 U.S.C. 290bb–36</external-xref>) is amended—</text><paragraph id="idAEC99E8DC4A24DA9AEBF4CE311EFA5C6"><enum>(1)</enum><text>in subsection (a)(1), by inserting <quote>pediatric health programs,</quote> after <quote>mental health programs,</quote>;</text></paragraph><paragraph id="id19DC64805D464FC181379D3961E33800"><enum>(2)</enum><text>in subsection (c)—</text><subparagraph id="idE25157CD9D8F41B89A2CFF9297D03445"><enum>(A)</enum><text>in paragraphs (1) and (7), by inserting <quote>pediatric health programs,</quote> after <quote>mental health programs,</quote> each place it appears; and</text></subparagraph><subparagraph id="id51758FBD11FC42DCA79FA5F5F81394D9"><enum>(B)</enum><text>in paragraph (9), by striking <quote>and youth organizations</quote> and inserting <quote>youth organizations, and pediatric health programs</quote>;</text></subparagraph></paragraph><paragraph id="idE21CB3BCFE1D41668EC38D42E8906049"><enum>(3)</enum><text>in subsection (e)(3)(A), by striking <quote>Department of Health and Human Services agencies</quote> and inserting <quote>agencies of the Department of Health and Human Services and the Department of Education</quote>;</text></paragraph><paragraph id="idBD8B55EF95FA4F309F946302B4251E87"><enum>(4)</enum><text>in subsection (g)(2), by striking <quote>Helping Families in Mental Health Crisis Reform Act of 2016</quote> and inserting <quote>the <short-title>Garrett Lee Smith Memorial Act Reauthorization of 2022</short-title></quote>; and</text></paragraph><paragraph id="idD0A0E5EE203A4EE8B65B51D71916343F"><enum>(5)</enum><text>in subsection (m), by striking <quote>$30,000,000 for each of fiscal years 2018 through 2022</quote> and inserting <quote>$50,000,000 for each of fiscal years 2023 through 2027</quote>.</text></paragraph></subsection><subsection id="idE832CA1C33B24D4D9444FC9B429BA3AB"><enum>(c)</enum><header>Mental health and substance use disorder services on campus</header><text>Section 520E–2 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-36b">42 U.S.C. 290bb–36b</external-xref>) is amended—</text><paragraph id="idA2034BA6ED164479B48239A44CCADE83"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="id37203F926BAE48DBB337F04E60F11078"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="id90E15267AEDD4572BFC94A13FD2CF389"><enum>(i)</enum><text>by inserting <quote>and providing resiliency training for</quote> after <quote>Educating</quote>; and</text></clause><clause id="id5D4144F8C31D4E03897C2739B2CFE93F"><enum>(ii)</enum><text>by inserting <quote>health</quote> after <quote>mental</quote>;</text></clause></subparagraph><subparagraph id="id0A653E2BDD404291BF5CC9E2A7175CC9"><enum>(B)</enum><text>in paragraph (3), by inserting <quote>on mental health services</quote> before the period;</text></subparagraph><subparagraph id="idD135F0071E094408A54A14EEA287DC1B"><enum>(C)</enum><text>in paragraph (4), by striking <quote>and substance use disorder</quote> and inserting <quote>health and substance use disorder resources and</quote>;</text></subparagraph><subparagraph id="id44BE7AE2CC2D4808BDF2CE6A8CC99061"><enum>(D)</enum><text>in each of paragraphs (5), (7), and (8), by inserting <quote>health</quote> after <quote>mental</quote>;</text></subparagraph><subparagraph id="idA859A968C8B8442B8FC8FD1977793972"><enum>(E)</enum><text>by amending paragraph (6) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id55B6C1427530421382449F4DF9F236FC"><paragraph id="id7E328C410BA24548BBA409C59DC01185"><enum>(6)</enum><text>Supporting the training of, and providing resources to, students, faculty, and staff to recognize and respond effectively and appropriately to students experiencing mental health and substance use disorders.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="id82189D8B74AC427FA9CFF50DE028C71E"><enum>(F)</enum><text>in paragraph (9)—</text><clause id="id389517C807D34EE1958F7F5CBDF47FE5"><enum>(i)</enum><text>by inserting <quote>, including comprehensive needs assessments and evaluation of services,</quote> after <quote>Conducting research</quote>;</text></clause><clause id="idEFA45B21F1BC4EEC8E9DACC08E3EB4CF"><enum>(ii)</enum><text>by striking <quote>regarding improving</quote> and inserting <quote>to improve</quote>; and</text></clause><clause id="idE6E80FA8D9434D8CBED7E041067F0EF7"><enum>(iii)</enum><text>by inserting <quote>promotion of mental health and wellness,</quote> after <quote>prevention,</quote>;</text></clause></subparagraph><subparagraph id="id472AA3E2F4424B0D80F34E784373CD21"><enum>(G)</enum><text>in paragraph (10)—</text><clause id="id3D92894247A64883BC4F94CD85F7D584"><enum>(i)</enum><text>by inserting <quote>and school- or student-run extracurricular groups</quote> after <quote>athletic teams</quote>; and</text></clause><clause id="id455C669864CC492C818803DCB4FFB515"><enum>(ii)</enum><text>by striking <quote>disorders, and promote mental health</quote> and inserting <quote>health disorders, and promote mental health and wellness</quote>; </text></clause></subparagraph><subparagraph id="id2BB9D82A38A44EEBB40DB9A798CDEA78"><enum>(H)</enum><text>in paragraph (11), by striking <quote>staff</quote> and inserting <quote>college and university wellness or behavioral health center staff, which may include interns, residents, or fellows in a mental health field who have not yet been licensed or certified, but can provide care as part of their training under the supervision of a licensed individual or certified professional</quote>; and</text></subparagraph><subparagraph id="id291182CB79B2436C86872F784295BF77"><enum>(I)</enum><text>in paragraph (12), by inserting <quote>, trauma-informed practices, student peer support programs, and post-vention planning</quote> before the period;</text></subparagraph></paragraph><paragraph id="id9367A82AC9AA4095B272B55C39490D9E"><enum>(2)</enum><text>in subsection (c)—</text><subparagraph id="id9AB5ED7D725A418DB15D9031BA24C659"><enum>(A)</enum><text>in paragraph (2), by striking <quote>psychological service centers</quote> and inserting <quote>wellness or behavioral health centers, including medical sites that deliver behavioral health care</quote>; </text></subparagraph><subparagraph id="idE860088FED9D4AEDAAA8C1B66290D9FD"><enum>(B)</enum><text>in paragraph (3), by inserting <quote>and substance use disorder</quote> after <quote>health</quote>; and</text></subparagraph><subparagraph id="id31F3BF48EE804CE5BEB78795162185D5"><enum>(C)</enum><text>in paragraph (4), by striking <quote>psychology</quote> and inserting <quote>mental health</quote>;</text></subparagraph></paragraph><paragraph id="id040E18BAC2BC4DD4A6F2F8225F9FB4EE"><enum>(3)</enum><text>in subsection (d)—</text><subparagraph id="id6A6AB411D97A4C80B0BEA59C47DFEDE1"><enum>(A)</enum><text>in paragraph (1), by inserting <quote>health</quote> after <quote>mental</quote>; and</text></subparagraph><subparagraph id="idE0742278E10544EA846DDB73F10E02C5"><enum>(B)</enum><text>in paragraph (3), by inserting <quote>mental health and wellness, and</quote> after <quote>for promoting</quote>;</text></subparagraph></paragraph><paragraph id="id9C4AAB7AF14646F18C69D6831692E06E"><enum>(4)</enum><text>in subsection (e), by amending paragraph (3) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id0B2FA63739144F00A339F412ACE728CE"><paragraph id="id135D5A218F964F1ABE003A849730E933"><enum>(3)</enum><header>Waivers</header><text>The Secretary—</text><subparagraph id="id5967D4C0E63F46469156DEE1003C46BD"><enum>(A)</enum><text>shall waive the requirement under paragraph (1) with respect to—</text><clause id="id20DE047BCB654EF18614B11299EC21D0"><enum>(i)</enum><text>minority-serving institutions described in sections 371(a) and 326(e)(1) of the Higher Education Act of 1965; and</text></clause><clause id="id5D71C7DB29504E89B8576E9B706AC1B6"><enum>(ii)</enum><text>community colleges, defined as public institutions of higher education, as described in section 101(a) of the Higher Education Act of 1965 and at which the associate’s degree is primarily the highest degree awarded; and</text></clause></subparagraph><subparagraph id="idFF6D7D5759694473AF1EE33D0A3CF1B5"><enum>(B)</enum><text>may waive such requirement with respect to an institution of higher education not described in subparagraph (A) if the Secretary determines that extraordinary need at the institution justifies the waiver.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="idD46B026AE73E40B4A3E195B49EC86E60"><enum>(5)</enum><text>in subsection (f)—</text><subparagraph id="idAEC83E042BD94D9D81361D2BEAD5C858"><enum>(A)</enum><text>in paragraph (2)—</text><clause id="id521E54663630482E93069E65B9E01EEE"><enum>(i)</enum><text>by inserting <quote>comprehensive, sustainable, and evidence-based</quote> after <quote>improve access to</quote>; and</text></clause><clause id="id885E10FD1A764D518A2A64CC9163AE02"><enum>(ii)</enum><text>by inserting <quote>through prevention, early detection, early intervention, and</quote> after <quote>including</quote>; and</text></clause></subparagraph><subparagraph id="id84B94BBE11FE42859D32C207D25EA425"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id57A0E6E6D09B4FB59660BD8FFCB59A3D"><paragraph id="id8546198DCD4248F0B69A12EA02729898"><enum>(3)</enum><text>An assessment of the continued mental health and substance use disorder needs of the grantees.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id7E9FB160BC204EBAA49C19AB98EDF22E"><enum>(6)</enum><text>in subsection (i), by striking <quote>$7,000,000 for each of fiscal years 2018 through 2022</quote> and inserting <quote>$12,000,000 for each of fiscal years 2023 through 2027</quote>.</text></paragraph></subsection></section></legis-body></bill>
