which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to establish a program to award grants to State, local, and Tribal governments to purchase and distribute anti-blood loss supplies for use in a medical emergency, and for other purposes.</official-title></form><legis-body><section id="HE77EF1B18ACE4D848073AF8D2802C4E7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prevent Blood Loss with Emergency Equipment Devices Act</short-title></quote> or the <quote><short-title>Prevent BLEEDing Act</short-title></quote>.</text></section><section id="H5E1692F6670B47A9BA4B2432A89FDAF0"><enum>2.</enum><header>Grants to distribute anti-blood loss supplies for use in a medical emergency</header><text display-inline="no-display-inline"> Part E of title XII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300d-51">42 U.S.C. 300d–51 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HEB74C22F33054DA88FD3289D8BF74DC4" display-inline="no-display-inline"><section id="H55D0B68564884D05B4B3C4ACB25BBBBA"><enum>1255.</enum><header> Grants to distribute anti-blood loss supplies for use in a medical emergency</header><subsection id="H8265810F3FC248FCB57F61F34D534151"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Assistant Secretary for Preparedness and Response, shall establish a program to award grants to State, local, and Tribal governments to—</text><paragraph id="H6876A2F520F146FCA63E22C597ED4CB0"><enum>(1)</enum><text display-inline="yes-display-inline">purchase and distribute anti-blood loss supplies for use in a medical emergency—</text><subparagraph id="H862A7AB980D547CDB77747C3312167EB"><enum>(A)</enum><text>in high-traffic and high-density areas; or</text></subparagraph><subparagraph id="HBD3192D8AC2D4DDE9BBE0FE180A89EA7"><enum>(B)</enum><text>areas adjacent to an automated external defibrillator; and</text></subparagraph></paragraph><paragraph id="H21C98D619AA549C1B57D22630A323910"><enum>(2)</enum><text display-inline="yes-display-inline">implement appropriate training courses in the proper use of anti-blood loss supplies to enhance public safety. </text></paragraph></subsection><subsection id="H4CDAD85F7FF146BEBCE986A6EEFD4293"><enum>(b)</enum><header>Eligibility</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, a State, local, or Tribal government shall prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require, including—</text><paragraph id="HAE9228694F9745479085376D585BB936"><enum>(1)</enum><text display-inline="yes-display-inline">a description of the areas the State, local, or Tribal government intends to place such anti-blood loss supplies for use in a medical emergency; and</text></paragraph><paragraph id="HB7B9AEABAE3E45DEA81D5730D1373279"><enum>(2)</enum><text>an agreement to consult with appropriate public and private entities.</text></paragraph></subsection><subsection id="H811C2B27EB1649EAB129528A184AFAAF"><enum>(c)</enum><header>Consideration</header><text display-inline="yes-display-inline">In awarding grants under this section, the Secretary may not consider—</text><paragraph id="HAD545A2DFA874C66852FB0E5E558C6A7"><enum>(1)</enum><text>the population of the area served by a State, local, or Tribal government; or</text></paragraph><paragraph id="HCDA1408B9B7F49E5908593D8FEB89FF8"><enum>(2)</enum><text display-inline="yes-display-inline">the rate of violent crime in an area served by a State, local, or Tribal government.</text></paragraph></subsection><subsection id="H521E7FA662ED4925B90E9D38DD8984F7"><enum>(d)</enum><header>Apportionment</header><text display-inline="yes-display-inline">Of the amounts appropriated under subsection (f) to carry out this section, the Secretary shall, for each fiscal year, apportion such amounts based on the population of the area served by a State, local, or Tribal government receiving grant funds.</text></subsection><subsection id="H28AE48F7FEEA4735BF9FC2B77894C8CB"><enum>(e)</enum><header>Anti-Blood loss supplies</header><text>In this section, the term <term>anti-blood loss supplies</term> includes tourniquets, gauze, wound-packing materials, hemostatic dressings, gloves, markers, and other similar supplies.</text></subsection><subsection id="H15EE34351FA143B9881F5F9D0F2BC4D5"><enum>(f)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $10,000,000 for fiscal year 2023, to remain available until expended.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H7166F788DE024E149AE6C11A84D296B8"><enum>3.</enum><header>Study on trends in access to and utilization of bleeding control kits and training</header><subsection id="H2FE8FD1FCF34439AB8265EDFBE1116AD"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study on trends regarding access to and utilization of bleeding control kits and training.</text></subsection><subsection id="H48FEA71BE25D4B9A89948F37536D8B1F"><enum>(b)</enum><header>Report</header><paragraph id="H976E90A580224D3C9918948CD886FFAB"><enum>(1)</enum><header>Submission</header><text>Not later than 18 months after the date of enactment of this Act, the Comptroller General shall complete the study under subsection (a) and submit to the Congress a report on the results of such study.</text></paragraph><paragraph id="H4D70E0150E5D462998148AF9B8D5F392" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Contents</header><text>The report under paragraph (1) shall disaggregate by State and geographic area (including across rural, urban, and suburban areas) findings on trends in access to and utilization of bleeding control kits and training. </text></paragraph></subsection></section></legis-body></bill>
