which was read twice and referred to the <committee-name committee-id="SSSB00">Committee on Small Business and Entrepreneurship</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Administrator of the Small Business Administration to provide awards to recognize State and local governments that improve the process of forming a new business, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting New Entrepreneurs and Workers By Undoing and Streamlining Inhibitors to Nascent Enterprises through Supporting Successful Efficiency Solutions Act</short-title></quote> or the <quote><short-title>Supporting NEW BUSINESSES Act</short-title></quote>.</text></section><section id="id09477743861A43F89CB0CDA3A56584F2"><enum>2.</enum><header>Awards for streamlining the process of business formation</header><subsection id="ide3288c67cd524cfebd34217f921d5539"><enum>(a)</enum><header>In general</header><text>The Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631 et seq.</external-xref>) is amended—</text><paragraph id="id5b30e4de250e4198b28e8d39b1b47eed"><enum>(1)</enum><text>by redesignating section 49 (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631</external-xref> note) as section 50; and</text></paragraph><paragraph id="idfe9854e99d844222aa81aefa71c4f53f"><enum>(2)</enum><text>by inserting after section 48 (<external-xref legal-doc="usc" parsable-cite="usc/15/657u">15 U.S.C. 657u</external-xref>) the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="id5AC6928B8DE74393A7022FA353A4A7AF"><section id="idFDBB612CEE8E47139BA312DEB7A4CB8C"><enum>49.</enum><header>Awards for streamlining the process of business formation</header><subsection id="id6A8CFA88DA984D15B11A2FEE5DAD2354"><enum>(a)</enum><header>In general</header><text>The Administrator shall, on an annual basis, provide 3 awards to recognize State and local governments that implement innovative and effective policies or tools to streamline processes related to the formation of small business concerns in their communities, of which—</text><paragraph id="id9877A4FABA31428DA7ADEB93FB316F1E"><enum>(1)</enum><text>1 award shall be provided to a State or local government that represents a community of not less than 400,000 individuals;</text></paragraph><paragraph id="idE7C11F3F76484356B3665AC72AB63346"><enum>(2)</enum><text>1 award shall be provided to a State or local government that represents a community of not less than 100,000 and less than 400,000 individuals; and</text></paragraph><paragraph id="idF37E5A4833B74E02891966CEB8E8F6B3"><enum>(3)</enum><text>1 award shall be provided to a State or local government that represents a community of less than 100,000 individuals.</text></paragraph></subsection><subsection id="id9CFC6507BE9C45E0AF2826DAA840B138"><enum>(b)</enum><header>Application</header><text>A State or local government seeking an award under subsection (a) shall submit to the Administrator an application at such time, containing such information, and in such manner as the Administrator may require.</text></subsection><subsection id="id94C77CE098D443F5AE80E3DC4A61D68C"><enum>(c)</enum><header>Considerations</header><text>In providing an award under subsection (a), the Administrator shall consider whether a State or local government streamlined the process described in subsection (a) by—</text><paragraph id="idE4418164FB314694B9299AA0FC53A705"><enum>(1)</enum><text>streamlining or reducing redundancies in paperwork, forms, or other written or online documents required to form a small business concern;</text></paragraph><paragraph id="id0BF58E91BE0F4679972BF3FB37658DFD"><enum>(2)</enum><text>consolidating resources available to individuals looking to form a small business concern, such as through the creation of user-friendly online portals;</text></paragraph><paragraph id="id0BAE821B87CE44478F40E8512AA401AA"><enum>(3)</enum><text>reducing duplication or inconsistencies in requirements between overlapping jurisdictions; or</text></paragraph><paragraph id="idD7FAD0BECA064EAE98A9054B4CC10456"><enum>(4)</enum><text>innovatively making necessary procedures more streamlined or efficient.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
