which was read the first time</action-desc></action><action><action-date date="20220511">May 11, 2022</action-date><action-desc>Read the second time and placed on the calendar</action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the expenditure of Federal funds for the establishment or operation of the Disinformation Governance Board in the Department of Homeland Security.</official-title></form><legis-body><section id="id050bdd80cd634b82a645d3a00b83a4ba" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Defund the Ministry of Truth Act of 2022</short-title></quote>.</text></section><section section-type="subsequent-section" id="id18E5DEB8EEC0467DB0D1ECC8F82E005D"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="idb9aa6b26d61443dd8372dda7ad18f3a4"><enum>(1)</enum><text>The Federal Government is not the sole arbiter of truth in a free society.</text></paragraph><paragraph id="id778d69acaf984bb3ae280d2d644f3235"><enum>(2)</enum><text>Efforts by the Federal Government to censor dissenting voices is a violation of the First Amendment rights of the American people.</text></paragraph><paragraph id="id4a6d1f4ded344513b8c177a8ca7ef710"><enum>(3)</enum><text>The Federal Government is itself prolific in the dissemination of misinformation, disinformation, and malinformation.</text></paragraph><paragraph id="id464d91c931004cb2b018d5888c8615d0"><enum>(4)</enum><text>George Orwell’s novel, <italic>1984</italic>, which was originally published in 1949, was a cautionary tale and a warning to future generations and was not intended to be an instruction manual for government repression.</text></paragraph></section><section section-type="subsequent-section" id="id0D9623DFF79843038645601D662C796B"><enum>3.</enum><header>Prohibition against Federal funding for the Disinformation Governance Board</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, no Federal funding may be expended for the establishment or operation of the Department of Homeland Security Disinformation Governance Board or any successor entity to the Disinformation Governance Board.</text></section><section id="idBA12EA92A86D4E6F87CD4BDFB3E1E9C2"><enum>4.</enum><header>Conforming amendment to the Homeland Security Act of 2002</header><text display-inline="no-display-inline">Section 2202(i) of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/652">6 U.S.C. 652(i)</external-xref>) is amended—</text><paragraph id="id26BF083F53AC44818EECE3865798B2E5"><enum>(1)</enum><text>in the subsection heading by inserting <quote><header-in-text style="OLC" level="subsection">provisions</header-in-text></quote> after <quote><header-in-text style="OLC" level="section">Savings</header-in-text></quote>;</text></paragraph><paragraph id="idCC6E75D17CCF49BDAC49005396F9BED6"><enum>(2)</enum><text>by striking <quote>may be construed as affecting</quote> and inserting the following: "may be construed as—</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2ECFC72DF2444167BD0DED01494777E7"><paragraph id="idB8276011EB12428E82C5C50B3928B664"><enum>(1)</enum><text>affecting</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id0E4F907AFC314E4DA4E105305D0C7A23"><enum>(3)</enum><text>by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph><paragraph id="id081C0E5500934D9DA48214324B80341C"><enum>(4)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idAC7E3F34EF0F43D2AE0194A46EECE7A1"><paragraph id="id00d1f00f18964de2983bcad21ad6db84"><enum>(2)</enum><text>authorizing the establishment of any misinformation, disinformation, or malinformation working group, disinformation governance board, or any similar entity within the Department of Homeland Security (or any component thereof) unless such entity is explicitly authorized by an Act of Congress that is enacted after the date of the enactment of the <short-title>Defund the Ministry of Truth Act of 2022</short-title>.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body><endorsement><action-date date="20220511">May 11, 2022</action-date><action-desc>Read the second time and placed on the calendar</action-desc></endorsement></bill>
