which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Energy to complete and publish a study and develop a plan relating to the ability of the electric system to meet the electricity demand of new electric vehicle charging infrastructure, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HC1A140634FED4BB8AB83A49689319C60"><section section-type="section-one" id="H7F3266A4E9A54CB5B9893ED6D3231DA0"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Electric Vehicle Grid Readiness, Improvement, and Development Act</short-title></quote> or the <quote><short-title>EV GRID Act</short-title></quote>.</text></section><section id="H478A2E76F95E4B59BA35DC68E7B1C3E3"><enum>2.</enum><header>Study and plan relating to the ability of the electric system to meet the electricity demand of new electric vehicle charging infrastructure</header><subsection commented="no" id="H46AA7A8E23DF447492CF53D4F6319D93"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph commented="no" id="H67D9C326C1A04E3290CCAE76C8D9DA9E"><enum>(1)</enum><header>Electric vehicle charging infrastructure</header><text display-inline="yes-display-inline">The term <term>electric vehicle charging infrastructure</term> means the charging infrastructure necessary to support light-duty, medium-duty, and heavy-duty on-road electric vehicles, including charging infrastructure that is located at a workplace, recreational destination, vehicle corridor, home, or depot.</text></paragraph><paragraph id="HB9A62F09DED7491AAB3B548EA04FAE1E" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>President’s greenhouse gas reduction target</header><text display-inline="yes-display-inline">The term <term>President’s greenhouse gas reduction target</term> means the target, established by the President, of reducing greenhouse gas pollution by 50 to 52 percent from 2005 levels by 2030.</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="idE265F4D9C63E402C9AF9AA8DD6AB8AAA"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy.</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="idFE9D61BEDE7B4EF4A287F7577B4A776A"><enum>(4)</enum><header>Study</header><text>The term <term>Study</term> means the study completed and published under subsection (b)(1).</text></paragraph></subsection><subsection id="H8147ECB677C74BBDA281E422487B2D72"><enum>(b)</enum><header>Study</header><paragraph commented="no" id="H92160EB63C024287928C602ADA8C7F58"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary shall complete, and publish on the website of the Department of Energy, a study that assesses the ability of the electric system to meet the electricity demand of electric vehicle charging infrastructure that is installed on or after that date of enactment.</text></paragraph><paragraph id="H935660534E454DF2872D12ADF26EF597"><enum>(2)</enum><header>Requirements</header><text>The Study shall—</text><subparagraph id="H530385050EDC4A0D9F253A8795856332"><enum>(A)</enum><text>include an estimate of—</text><clause id="HC9CB4F9C44134731A57087667C9E2E41"><enum>(i)</enum><text display-inline="yes-display-inline">the growth in the use of electric vehicles that is necessary to meet the President’s greenhouse gas reduction target;</text></clause><clause commented="no" id="HB177482587464BDF83E59CF668C696A0"><enum>(ii)</enum><text display-inline="yes-display-inline">the additional electric generation, transmission, and distribution capacity that will need to be added to the electric system to meet the electricity demand of electric vehicle charging infrastructure that is installed on or after the date of enactment of this Act; and</text></clause><clause commented="no" id="id66AD72F470144B43AD46DEA4C899BA56"><enum>(iii)</enum><text display-inline="yes-display-inline">how the electricity demand described in clause (ii) will vary by—</text><subclause commented="no" id="id484F02AA7BF04555BD57BAFD525FB8E9"><enum>(I)</enum><text display-inline="yes-display-inline">geography;</text></subclause><subclause commented="no" id="id8EFB5BE8A0464946A06A50E8F3E89EDC"><enum>(II)</enum><text display-inline="yes-display-inline">population density;</text></subclause><subclause commented="no" id="idB13481BA01CB4EBB918A99F29E6E09C4"><enum>(III)</enum><text display-inline="yes-display-inline">vehicle-grid interaction scenario; and</text></subclause><subclause commented="no" id="idFE25460AE7C64EDF88C86533B7EF63B0"><enum>(IV)</enum><text display-inline="yes-display-inline">time of day at which the electric vehicle charging infrastructure is used; and</text></subclause></clause></subparagraph><subparagraph id="H45113F347BEF4F94B0F684DD664B402F"><enum>(B)</enum><text>identify geographic areas in which greater investment in the electric system is necessary to meet the electricity demand of electric vehicle charging infrastructure installed on or after the date of enactment of this Act in those geographic areas.</text></subparagraph></paragraph></subsection><subsection id="H764EC7D73CEA48F3A9B88274238A8952"><enum>(c)</enum><header>Plan and recommendations</header><text display-inline="yes-display-inline">Not later than 90 days after the date on which the Study is published under subsection (b)(1), the Secretary, in coordination with the Building a Better Grid Initiative of the Office of Electricity and the Vehicle Technologies Office of the Office of Energy Efficiency and Renewable Energy, shall—</text><paragraph id="H7F3184C56E1C468396AC1171A7432BCB"><enum>(1)</enum><text display-inline="yes-display-inline">develop a plan, based on the Study, for how the Department of Energy may assist the electric system with meeting the increase in the demand for electricity estimated in the Study; and</text></paragraph><paragraph id="HA8590C9BCAA145A4ADD93FCD8FBA34E7"><enum>(2)</enum><text display-inline="yes-display-inline">provide to Congress recommendations for legislation that would support the Department of Energy in assisting the electric system as described in paragraph (1).</text></paragraph></subsection><subsection id="H6AD80798B0CA43A992D66473F6A77844"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this section $4,000,000 for fiscal year 2023.</text></subsection></section></legis-body></bill>
