<official-title>Making emergency supplemental appropriations for social isolation services under the Older Americans Act of 1965.</official-title>

<section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Social Connections Act of 2021</short-title></quote>.</text></section> <section id="id6A729B7BC13240018743F74A1868FCCB"><enum>2.</enum><header>Supplemental appropriations</header><text display-inline="no-display-inline">The following sums are hereby appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2021, and for other purposes, namely:</text></section> 
<section id="LEXA-Repairid614631b88531438289be303a2c2dd6a0" section-type="undesignated-section" display-inline="yes-display-inline"><appropriations-major commented="no" id="HE3AA01D7D83843469C66339ED03FE566"><header>Department of Health and Human Services</header></appropriations-major><appropriations-intermediate id="HDFAC21E365864E279A44166983AAAE15"><header>Administration for Community Living</header></appropriations-intermediate><appropriations-small id="H810B5EBA86FF49FEB0835111639D34D6"><header>aging and disability services programs</header></appropriations-small><appropriations-small commented="no" id="H0BDC4C7CEEED458EB62E5D8EA8DE4D01"><text>For an additional amount for <quote>Aging and Disability Services Programs</quote>, for carrying out the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3001">42 U.S.C. 3001</external-xref> et seq.) (<quote>OAA</quote>), $104,000,000, to remain available through September 30, 2022, of which—</text> <paragraph id="id309b6ca076724c0389c2da2edad83716"><enum>(1)</enum><text>$80,000,000 shall be made available for supportive services under part B of title III of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3030d">42 U.S.C. 3030d</external-xref> et seq.), provided that such amount made available under this paragraph shall be made available for prevention and mitigation activities focused on addressing extended social isolation among older individuals, which may include activities for investments in technological equipment and solutions or other strategies aimed at alleviating the negative health effects of social isolation due to long-term stay-at-home recommendations for older individuals for the duration of the coronavirus pandemic;</text></paragraph> 
<paragraph id="idbde163f1110448f0ac4ca9e1d8eb1e9a"><enum>(2)</enum><text>$18,000,000 shall be made available for activities authorized under sections 202(a)(33), 202(b)(11), and 411(a)(18) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3012">42 U.S.C. 3012(a)(33)</external-xref>, 3012(b)(11), and 3032(a)(18)), provided that such amount made available under this paragraph shall be made available for—</text> <subparagraph id="id92F936626A2A423CA0D892AA26AAA981"><enum>(A)</enum><text>technical assistance to State agencies, area agencies on aging, aging services and nutrition providers, and other community groups, to reduce the negative health effects of social isolation and loneliness among older individuals by promoting social engagement; and</text></subparagraph> 
<subparagraph id="id3E48B3ADC7244AA18A72E9ADCF096C25"><enum>(B)</enum><text>coordinated efforts to prioritize activities that prevent and address social isolation and loneliness among a wide range of older individuals, including activities for strategies that identify best practices, support demonstration of innovative approaches in the aging services network, conduct public education, develop partnerships and collaborations to advance program objectives, or enhance the capacity of the aging network, and other activities as appropriate to mitigate social isolation and loneliness among older individuals; and</text></subparagraph></paragraph> <paragraph id="idf97ee071b5734b048ff7134e8f188eee"><enum>(3)</enum><text>$6,000,000 shall be made available for aging network support activities, provided that such amount made available under this paragraph shall be used to develop targeted outreach strategies to reach particularly at-risk populations, including—</text> 
<subparagraph id="id5939270C268B4474AB5232113DC9609B"><enum>(A)</enum><text>populations targeted under section 306(a)(4)(A)(i)(I) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3026">42 U.S.C. 3026(a)(4)(A)(i)(I)</external-xref>); and </text></subparagraph> <subparagraph id="idF7AD0B47C935453CA29867D1A7CA97D5"><enum>(B)</enum><text>older individuals whose needs were the focus of centers funded under title IV of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3031">42 U.S.C. 3031</external-xref> et seq.) for fiscal year 2019:</text></subparagraph></paragraph><continuation-text continuation-text-level="appropriations-small"> 
<proviso><italic>Provided</italic></proviso>, That, notwithstanding section 304(d)(1)(D) of the OAA (<external-xref legal-doc="usc" parsable-cite="usc/42/3024">42 U.S.C. 3024(d)(1)(D)</external-xref>) or any other provision in such Act, the requirement for a non-Federal share under such section shall not apply for fiscal year 2021 with respect to services under part B of title III of such Act: 
<proviso><italic>Provided further</italic></proviso>, That the amount appropriated under this heading is designated by Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/901">2 U.S.C. 901(b)(2)(A)(i)</external-xref>).</continuation-text></appropriations-small></section>
