which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to establish a grant program to be known as the Mental Health Licensure Portability Program to award grants to eligible entities, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HFDFB9F5F58AD458894E8AA9E856EF71C"><section section-type="section-one" id="HCA2F2A334DE14FC6B0ECA7F6670A1E88"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Compacts, Access, and Responsible Expansion for Mental Health Professionals Act</short-title></quote> or the <quote><short-title>C.A.R.E. for Mental Health Professionals Act</short-title></quote>.</text></section><section id="H36BE9C35AC014F4BBEBDFD04BD09F870"><enum>2.</enum><header>Mental Health Licensure Portability Program</header><subsection id="H8E79A1E2A34D425EAF4D85566BF329D2"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Secretary of Health and Human Services, acting through the Administrator, shall establish a grant program to be known as the Mental Health Licensure Portability Program to award grants to eligible entities for projects to—</text><paragraph id="H74CCE2E029064324B47635D8AE8C448D"><enum>(1)</enum><text>incentivize counselors to practice in States that have entered into interstate compacts for the purpose of expanding the workforce of credentialed mental health professionals; and</text></paragraph><paragraph id="HB889FB815F0B4EB29BEAFDD07EB7C59E"><enum>(2)</enum><text>develop, operate, or maintain interstate compact commissions authorized to effectuate the provisions of interstate compacts entered into by such States.</text></paragraph></subsection><subsection id="H25A32BBC23BB46E191C75F804911255D"><enum>(b)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="H5EE72827D9794991A2AF1CFCDE560908"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the Health Resources and Services Administration.</text></paragraph><paragraph id="HAF27A3BA2C2748E48FA192AF8819B018"><enum>(2)</enum><header>Commission</header><text display-inline="yes-display-inline">The term <term>commission</term> means a joint interstate governmental agency comprised of States that have entered into an interstate compact for the purpose of implementing, facilitating, and effectuating provisions of such interstate compact.</text></paragraph><paragraph id="HD4D8D63315E64E51906DE2FB3E43262A"><enum>(3)</enum><header>Counselor</header><text>The term <term>counselor</term> means a licensed professional that is trained to give guidance to individuals, families, and groups with respect to personal, social, or psychological problems.</text></paragraph><paragraph id="H2B4BDF578D0443D89E8D3A2CF1DFCB43"><enum>(4)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means a professional, psychiatric, psychological, or pediatric counseling interstate compact commission or licensure board of a State that is participating in an occupational licensure interstate compact.</text></paragraph><paragraph id="HE4C287F26D78477797F235809A444AE6"><enum>(5)</enum><header>Interstate compact</header><text display-inline="yes-display-inline">The term <term>compact</term> means an occupational licensure agreement enacted by 2 or more States that is based on the mutual recognition of professional qualifications through criteria stipulated in such agreement, in which a State agrees to recognize the issuance of a license by another State to a counselor, psychiatrist, psychologist, or pediatric mental health professional.</text></paragraph><paragraph id="H9D349348B3AD46289BCA78C5928679FB"><enum>(6)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> has the meaning given the term in section 6501 of title 31, United States Code.</text></paragraph></subsection><subsection id="HFA28858AAFED48218F4C595259B7BF8E"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Administrator to carry out this Act such sums as may be necessary for each of fiscal years 2023 through 2026. </text></subsection></section></legis-body></bill>
