<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 4049</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220407">April 7, 2022</action-date><action-desc><sponsor name-id="S388">Ms. Hassan</sponsor> (for herself, <cosponsor name-id="S322">Mr. Merkley</cosponsor>, <cosponsor name-id="S406">Mr. Kelly</cosponsor>, and <cosponsor name-id="S341">Mr. Blumenthal</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Federal Trade Commission to investigate and report on practices in the oil and gas industry.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Oversight to Lower Oil Prices Act</short-title></quote>.</text></section><section id="idE6A7040126C440DDAACE04A776136480"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id403A2F4A76CA4FF6B2E4F3303C1010F9"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means Committee on Energy and Commerce of the House of Representatives, the Committee on the Judiciary of the House of Representatives, Committee on Energy and Natural Resources of the Senate, the Committee on the Judiciary of the Senate, and the Committee on Commerce, Science, and Transportation of the Senate. </text></paragraph><paragraph id="id162A3649BAF34247B8D74628FC58AD3A"><enum>(2)</enum><header>Commission</header><text>The term <term>Commission</term> means the Federal Trade Commission.</text></paragraph></section><section id="id03A734479E5B45CB95897358E1959D57"><enum>3.</enum><header>Investigation into and reporting on market manipulation in the oil and gas industry</header><subsection id="id57B461F1EAB14C01B7C72C6CD5F2755C"><enum>(a)</enum><header>Investigation</header><text display-inline="yes-display-inline">Not later than 45 days after the date of enactment of this Act, the Commission shall initiate an investigation under sections 811 and 812 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17301">42 U.S.C. 17301</external-xref>, 17302) looking for evidence of market manipulation or reporting of false information in the oil, gas, petroleum, and petroleum product industries.</text></subsection><subsection id="idB140E538B27E4B33BEDB0BBCC08ACB44"><enum>(b)</enum><header>Reporting</header><paragraph id="idA24DEAB57BC647A1A6FEF09EEB584BBC"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Commission shall submit a report to the appropriate committees of Congress concerning any—</text><subparagraph id="id7791D27748114CD4B715A31BB0A2B4FC"><enum>(A)</enum><text>investigations undertaken under section 811 or 812 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17301">42 U.S.C. 17301</external-xref>, 17302);</text></subparagraph><subparagraph id="idC0224BD7F8CB432E940DA9774046F790"><enum>(B)</enum><text>enforcement actions initiated under section 813 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/17303">42 U.S.C. 17303</external-xref>); and</text></subparagraph><subparagraph id="idE075D2AE12D3411B90A68F8C6696B6A2"><enum>(C)</enum><text>penalties levied under section 814 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/17304">42 U.S.C. 17304</external-xref>).</text></subparagraph></paragraph><paragraph id="id762D47E8D6F044B084AFD4F5A2FFE100" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Form of report</header><text>The report required under paragraph (1) shall be submitted in an unclassified form but may include a classified annex. </text></paragraph></subsection></section></legis-body></bill>
