which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Administrator of the Federal Aviation Administration to establish a pilot program to provide flight training services to veterans.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Aviator Act</short-title></quote>.</text></section><section id="idD4D07F036E7A4B6C994C484C532200BE"><enum>2.</enum><header>Pilot program to provide flight training services to veterans</header><subsection id="id470D4D79BF0A49ED9BAB8AC1C7F43D97"><enum>(a)</enum><header>In general</header><text>The Administrator of the Federal Aviation Administration (in this section referred to as the <term>Administrator</term>), in consultation with the Secretary of Education and the Secretary of Veterans Affairs, shall enter into agreements with flight schools to provide assistance in the form of grants to eligible entities to provide flight training services to veterans.</text></subsection><subsection id="id193FFD19A3E6459D9A395E00C08FF37C"><enum>(b)</enum><header>Eligible entity</header><text>For purposes of this section, the term <term>eligible entity</term> means a pilot school that—</text><paragraph id="id82AF559FBE41454EB94E957899E98424"><enum>(1)</enum><text>holds a training certificate under part 141 of title 14, Code of Federal Regulations; and</text></paragraph><paragraph id="id4FC3E25CFECA43428B43B5DAC98A4881"><enum>(2)</enum><text>has an established employment pathway with at least one commercial air carrier operating under part 121 or 135 of title 14, Code of Federal Regulations.</text></paragraph></subsection><subsection id="id49E3742409D945789D1BD1F19075C825"><enum>(c)</enum><header>Priority application</header><text>In selecting eligible entities to award grants to under this section, the Administrator shall give priority to eligible entities that meet either of the following:</text><paragraph id="id8dee3a18bd6f4ea7aac50ed2fc35705f"><enum>(1)</enum><text>The entity is accredited by the Department of Education.</text></paragraph><paragraph id="idc29acdaa322c48e9988a1cdf596977e2"><enum>(2)</enum><text>The entity holds a restricted airline transport pilot (R–ATP) letter of authorization, as specified under part 61 of title 14, Code of Federal Regulations.</text></paragraph></subsection><subsection id="idC57C7829A22A455B837319B05136EC66"><enum>(d)</enum><header>Considerations in selection</header><text>In selecting eligible entities to award grants to under this section, the Administrator shall consider the following:</text><paragraph id="idec4f68ad57fa46a593bf179f66f868a1"><enum>(1)</enum><text>The eligible entity's pass rate for students, as measured by part 141 of title 14, Code of Federal Regulations.</text></paragraph><paragraph id="ide86af5a331454ca2ae598cfde5a44f2b"><enum>(2)</enum><text>The total estimated cost per veteran to complete the eligible entity's program.</text></paragraph><paragraph id="id2f2ff8659da14d5ba41f4464e9a7f0c3"><enum>(3)</enum><text>The anticipated time from start of training under the eligible entity's program to employment.</text></paragraph><paragraph id="id31ffa9086dec474eb189e1927d604532"><enum>(4)</enum><text>The eligible entity's graduate placement percentage.</text></paragraph><paragraph id="id8af682c177e14b169449dc5dac48e624"><enum>(5)</enum><text>The eligible entity's use of advance technology and simulation.</text></paragraph></subsection><subsection id="id0328BD557C4B4C529485CD1706AFE551"><enum>(e)</enum><header>Use of funds</header><text>Amounts from a grant received by an eligible entity under the pilot program shall be used for the following:</text><paragraph id="id8cf1c8910f8e4843979f3c6850321cc8"><enum>(1)</enum><text>To case manage and support veterans for flight training services.</text></paragraph><paragraph id="id9b34515a7b104e04b5ba5296b712debe"><enum>(2)</enum><text>To provide guidance and flight training services to the veterans enrolled, including additional training required to reach proficiency, for the following certificates and ratings:</text><subparagraph id="idEE319F722AAA4492811AF380213DB928"><enum>(A)</enum><text>Private pilot certificate.</text></subparagraph><subparagraph id="idA8AC3492ABBD4D0F9600B17B8E30B69C"><enum>(B)</enum><text>Instrument rating.</text></subparagraph><subparagraph id="id9556C11764C54576B5C4C0EBDC43B084"><enum>(C)</enum><text>Commercial pilot certificate.</text></subparagraph><subparagraph id="idCEF463E80EA8427DBD8B49407E7A7538"><enum>(D)</enum><text>Multi-engine rating.</text></subparagraph><subparagraph id="idF01047B5B0784B43BD2F6D787DF088A1"><enum>(E)</enum><text>Certificated flight instructor single engine certificate, if applicable to degree sought.</text></subparagraph><subparagraph id="idbf4a850a668145c9ae49a8a594aae981"><enum>(F)</enum><text>Certificated flight instructor multi-engine certificate, if applicable to degree sought.</text></subparagraph><subparagraph id="id2763964E943B4365882D64F302EC632C"><enum>(G)</enum><text>Certificated flight instructor instrument certificate, if applicable to degree sought.</text></subparagraph></paragraph><paragraph id="idccbe7a8c18744e679401b3c186cc7efb"><enum>(3)</enum><text>To provide applicable program tuition, books, training materials, and equipment.</text></paragraph><paragraph id="id31c3bd2f2f534e6fa03522e70f59ca4b"><enum>(4)</enum><text>To provide periodic reports to the Administrator on use of the grant funds, including documentation of training completion of the certificates and ratings described in subparagraphs (A) through (G) of paragraph (2).</text></paragraph></subsection><subsection id="id2BC4EA7E32CC4F0AAFE112EBC6A484F4"><enum>(f)</enum><header>Coordination with veterans education benefits</header><text>In the event a veteran participates in the pilot program who is entitled to educational assistance for veterans under the laws administered by the Secretary of Veterans Affairs—</text><paragraph id="id8e3a671e79d3490996bf1bfa2bb635c4"><enum>(1)</enum><text>any costs of the veteran in participation in the pilot program that are covered by such educational assistance shall be borne by the veteran using such educational assistance; and</text></paragraph><paragraph id="id9e697614a18d4a5f858ef1275964b8d7"><enum>(2)</enum><text>any costs incurred by the veteran in participation in the pilot program that are not covered by such educational assistance, including the cost of a private pilot license, may be borne by the eligible entity concerned using grant amounts awarded to the eligible entity for purposes of the pilot program.</text></paragraph></subsection><subsection id="idA64F92A68F664C2AAFBF019664EDFC8A"><enum>(g)</enum><header>Appropriations</header><text>To carry out this section, there is authorized to be appropriated $5,000,000 for each of the fiscal years 2023 through 2028.</text></subsection></section></legis-body></bill>
