which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To improve research and data collection on stillbirths, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" changed="not-changed" id="H1CAD534C5B734759B31ECB2C85C4BB8F"><section section-type="section-one" id="H73C04AD711A64556B322FB323CB36378" changed="not-changed"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stillbirth Health Improvement and Education for Autumn Act of 2022</short-title></quote> or the <quote><short-title>SHINE for Autumn Act of 2022</short-title></quote>.</text></section><section id="H133E9DF1EC614737B3C383CAF8D27DC6" changed="not-changed"><enum>2.</enum><header>Stillbirth research and data collection improvements</header><text display-inline="no-display-inline">Title III of the Public Health Service Act is amended by inserting after section 317L–1 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-13a">42 U.S.C. 247b–13a</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H6529DD16D8A642F194874A76AF5A649D" changed="not-changed"><section section-type="subsequent-section" id="H9A01AC2011E846A49B04A1DB45BEA868" changed="not-changed"><enum>317L–2.</enum><header>Stillbirth research and data collection improvements</header><subsection commented="no" id="HC68651D6D41C4BE0908FCAB34C5B1CC9" changed="not-changed"><enum>(a)</enum><header>Stillbirth surveillance and risk factor studies</header><paragraph commented="no" id="HA46252018EDF470A966F3FB958826700" changed="not-changed"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may award grants to States for purposes of—</text><subparagraph id="H183D7DD30C2142D08E2805C43D68E11F" changed="not-changed"><enum>(A)</enum><text>conducting surveillance and collecting data with respect to stillbirths; </text></subparagraph><subparagraph id="H26BC306AF9854C2184D420DAE0729D5B" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">building State and local public health capacity to assess stillbirth data; and</text></subparagraph><subparagraph id="H441F0DAB91934631BDF44B6079326EF8" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">collecting and reporting data on stillbirth risk factors, including any quantifiable outcomes with respect to such risk factors. </text></subparagraph></paragraph><paragraph id="H8322215325934C2BACEFCAE608D6B467" changed="not-changed"><enum>(2)</enum><header>Authorization of appropriations</header><text>To carry out this subsection, there is authorized to be appropriated $5,000,000 for each of fiscal years 2023 through 2027.</text></paragraph></subsection><subsection id="H7474757DE07C499DBFDDE58668EADBE5" changed="not-changed"><enum>(b)</enum><header>Guidelines and educational awareness materials</header><paragraph id="H03F233F769BA4A97A19AA4EEF6171B6B" changed="not-changed"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall—</text><subparagraph id="HB022D803CDD2495180F30A3BC8E953AB" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">issue guidelines to State departments of health and State and local vital statistics units on—</text><clause id="H8741627F7EAD4359A1C1E4A4B7E5223E" changed="not-changed"><enum>(i)</enum><text>collecting data on stillbirth from health care providers, and with the consent of the family involved, including any such data with respect to the clinical history, postmortem examination, and placental pathology; </text></clause><clause id="H2BEFBC28CE6141F1A441DCED0F4FCA19" changed="not-changed"><enum>(ii)</enum><text>sharing such data with Federal agencies determined appropriate by the Director of the Centers for Disease Control and Prevention; and</text></clause><clause id="HFED1FD9D42384222A558CB75AEADE3EC" changed="not-changed"><enum>(iii)</enum><text display-inline="yes-display-inline">improving processes and training related to stillbirth data collection and reporting to ensure standardization and completeness of data; and</text></clause></subparagraph><subparagraph id="H2B3731DFDD184AE691C7F1683939F7BA" changed="not-changed"><enum>(B)</enum><text>develop, and make publicly available, educational awareness materials on stillbirths.</text></subparagraph></paragraph><paragraph id="H474131C6B04A41B0B8C5360EDE03D52F" changed="not-changed"><enum>(2)</enum><header>Consultation</header><text display-inline="yes-display-inline">In carrying out paragraph (1), the Secretary may consult with— </text><subparagraph id="H1FF90178AD9C479C85872257D170511D" changed="not-changed"><enum>(A)</enum><text>national health care professional associations;</text></subparagraph><subparagraph id="H54255F6B5C564488BA929003C2D0866A" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">national associations representing State and local public health officials;</text></subparagraph><subparagraph id="H87CE2D68945E457F837D4453513E953D" changed="not-changed"><enum>(C)</enum><text>organizations that assist families with burial support and bereavement services; </text></subparagraph><subparagraph id="HB072A0AC966848A6B2C15BF335606E2B" changed="not-changed"><enum>(D)</enum><text display-inline="yes-display-inline">nurses and nurse practitioners; </text></subparagraph><subparagraph id="H31395546DE934AC89DBB08940C7E7916" changed="not-changed"><enum>(E)</enum><text>obstetricians and gynecologists;</text></subparagraph><subparagraph id="H215E643EE36C4E6A94CFABEBD29D4792" changed="not-changed"><enum>(F)</enum><text>pediatricians;</text></subparagraph><subparagraph id="H95B3D6B1FCFB4937BF001C27F7B4471D" changed="not-changed"><enum>(G)</enum><text>maternal-fetal medicine specialists;</text></subparagraph><subparagraph id="H965EADB09E93418685A22380CBF94B5E" changed="not-changed"><enum>(H)</enum><text>midwives;</text></subparagraph><subparagraph id="H09F5B3983F004171A8F3694EFBD2D316" changed="not-changed"><enum>(I)</enum><text>mental health professionals; </text></subparagraph><subparagraph id="H839CC601AA194F7C8131B751A073F15B" changed="not-changed"><enum>(J)</enum><text>statisticians; </text></subparagraph><subparagraph id="HD1CE132326D4438F95BDEE1620C5925C" changed="not-changed"><enum>(K)</enum><text>individuals who have experienced a stillbirth; and</text></subparagraph><subparagraph id="H389FBBB069FD4029B98D1C687A2BE422" changed="not-changed"><enum>(L)</enum><text>advocacy organizations representing such individuals.</text></subparagraph></paragraph><paragraph id="H13E1AC8A91514DE0A90E200BE97D0DBA" changed="not-changed"><enum>(3)</enum><header>Authorization of appropriations</header><text>To carry out this subsection, there is authorized to be appropriated $1,000,000 for each of fiscal years 2023 through 2027.</text></paragraph></subsection><subsection id="H6D4BA81951784E31B1CE23FC6E9B291C" changed="not-changed"><enum>(c)</enum><header>Vital statistics unit defined</header><text display-inline="yes-display-inline">In this section, the term <term>vital statistics unit</term> means the entity that is responsible for maintaining vital records for a State, or a political subdivision of such State, including official records of live births, deaths, fetal deaths, marriages, divorces, and annulments.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H075772613E224855AFB5972466E9E029" changed="not-changed"><enum>3.</enum><header>Perinatal pathology fellowships</header><text display-inline="no-display-inline">The Public Health Service Act is amended by inserting after section 1122 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300c-12">42 U.S.C. 300c–12</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H5F1328EC65C343B3B63FACE1F81B7F18" changed="not-changed"><section id="HC5F1B6CEC97A460B9EDD580259AFEC74" changed="not-changed"><enum>1123.</enum><header>Improving perinatal pathology</header><subsection id="H837D9248D12E4DCBB04DB8256A15DEB5" changed="not-changed"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish and implement, or incorporate into an existing training program, a Perinatal Pathology Fellowship Program or a Postdoctoral Research Fellowship on Factors Associated with Stillbirth Program to—</text><paragraph id="HC974307629D14B039AE8A47C9D278091" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">provide training in perinatal autopsy pathology;</text></paragraph><paragraph id="H6D1C510983F543BBBD34D562295D8686" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">conduct research on, and improve data collection through fetal autopsies with respect to, stillbirth; and</text></paragraph><paragraph id="HB791467C55954A33AB9B3BDE3792F3C9" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">address challenges in stillbirth education, research, and data collection. </text></paragraph></subsection><subsection id="H39E03C2D0CD341F7AE7AE5C9B2A76DA7" changed="not-changed"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section $3,000,000 for each of fiscal years 2023 through 2027. </text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H6D8BA2C3140A4B598178511C14A6DAF1" changed="not-changed"><enum>4.</enum><header>Reports</header><subsection commented="no" id="H9E68B857780C4F60A62743639E06D6B5" changed="not-changed"><enum>(a)</enum><header>Educational guidelines report</header><paragraph id="H3E2CA7213AAC4AD1A3EA39ED80E60DB9" changed="not-changed"><enum>(1)</enum><header>In general</header><text>Not later than five years after the date of enactment of this Act, the Secretary of Health and Human Services shall publish on a public website of the Department of Health and Human Services a report with educational guidelines on stillbirth and stillbirth risk factors.</text></paragraph><paragraph id="H025E5D9FD8FC409BADA6E58B80DD6820" changed="not-changed"><enum>(2)</enum><header>Contents</header><text>Such report shall include, to the extent practicable and appropriate, the guidelines issued and educational awareness materials developed under section 317L–2 of the Public Health Service Act, as added by section 2 of this Act.</text></paragraph></subsection><subsection id="H312202BA0E764E328F656395B523790E" changed="not-changed"><enum>(b)</enum><header>Progress report</header><text display-inline="yes-display-inline">Not later than five years after the date of enactment of this Act, the Secretary of Health and Human Services shall submit to the Congress a comprehensive report on the progress and effectiveness of the Perinatal Pathology Fellowship Program established under section 1123 of the Public Health Service Act, as added by section 3 of this Act.</text></subsection></section></legis-body></bill>
