which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize the National Science Foundation to support research on the impact of online social media platforms on the maintenance or expansion of human trafficking, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Human Trafficking Online Research Act</short-title></quote>.</text></section><section id="id6b768bc03aaf4dd895f65dc5c7058add"><enum>2.</enum><header>NSF support of research on impacts of social media on human trafficking</header><subsection id="id91B7A3B7F55743B19C4A9DB5DEEB0096"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id62420F8560554C68B68C6F40DB00F171"><enum>(1)</enum><header>Human trafficking</header><text>The term <term>human trafficking</term> means an act or practice described in paragraph (11) or paragraph (12) of section 103 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>).</text></paragraph><paragraph id="id4BA7F70B7DA6415B846AF867CB0989B5"><enum>(2)</enum><header>Social media platform</header><text>The term <term>social media platform</term> means a website or internet medium that—</text><subparagraph id="id785A3D962E5745E2B28E435024A4F2A5"><enum>(A)</enum><text>permits a person to become a registered user, establish an account, or create a profile for the purpose of allowing users to create, share, and view user-generated content through such an account or profile;</text></subparagraph><subparagraph id="idEC1D0FF87DCA4F4080B100930D292EFC"><enum>(B)</enum><text>enables 1 or more users to generate content that can be viewed by other users of the medium; and</text></subparagraph><subparagraph id="id24DEFE14C9BB4D8A957490DBB2A83C03" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text>primarily serves as a medium for users to interact with content generated by other users of the medium. </text></subparagraph></paragraph><paragraph id="id02C76CE4F49E44B4B1F8DC01A61ABCDD"><enum>(3)</enum><header>Commercial sex act</header><text>The term <term>commercial sex act</term> means any sex act on account of which anything of value, including money, drugs, shelter, food, or clothing, is given to or received by any person. </text></paragraph></subsection><subsection id="id7186BBD958C04F3EB67AD9EA4BE45187"><enum>(b)</enum><header>Support of research</header><text display-inline="yes-display-inline">The Director of the National Science Foundation, in consultation with the heads of other relevant Federal agencies, shall support merit-reviewed and competitively awarded research on the impact of online social media platforms on the maintenance or expansion of human trafficking, which may include—</text><paragraph id="id93dc42f9cee34f4a89d623ae46ecec1e"><enum>(1)</enum><text>fundamental research on digital forensic tools or other technologies for verifying the authenticity of social media platform users and their materials, that are utilized in the promotion or operation of human trafficking networks;</text></paragraph><paragraph id="id2dcde03c86df4f4baf270b62f0c08383"><enum>(2)</enum><text>fundamental research on privacy preserving technical tools that may aid law enforcement’s ability to identify and prosecute individuals or entities promoting or involved in human trafficking;</text></paragraph><paragraph id="id70726646ceee498db05d89f700766e8f"><enum>(3)</enum><text>social and behavioral research related to social media platform users who engage with those promoting or involved in human trafficking;</text></paragraph><paragraph id="id93b55ed2962b48c3b2efc81963f84679"><enum>(4)</enum><text>research on the effectiveness of expanding public understanding, awareness, or law enforcement efforts in combating human trafficking through social media platforms; and</text></paragraph><paragraph id="idc5d2ff747a2f4bfeb775199f5da46962"><enum>(5)</enum><text>research awards coordinated with other Federal agencies and programs, including the Information Integrity Research and Development Interagency Working Group and the Privacy Research and Development Interagency Working Group of the Networking and Information Technology Research and Development Program, the Office for Victims of Crime of the Department of Justice, the Blue Campaign of the Department of Homeland Security, the Office to Monitor and Combat Trafficking in Persons of the Department of State, and activities of the Department of Transportation and the Advisory Committee on Human Trafficking. </text></paragraph></subsection><subsection id="id3D97CFDA949941068480903B5A841962"><enum>(c)</enum><header>Reports</header><paragraph id="id3951CEE8F0C540D48CBAA7A01A7D08A9"><enum>(1)</enum><header>Findings and recommendations</header><text>Not later than 1 year after the date of enactment of this Act, the Director of the National Science Foundation shall report to the Committee on Commerce, Science, and Transportation of the Senate, the Subcommittee on Commerce, Justice, Science, and Related Agencies of the Committee on Appropriations of the Senate, the Committee on Science, Space, and Technology of the House of Representatives, and the Subcommittee on Commerce, Justice, Science, and Related Agencies of the Committee on Appropriations of the House of Representatives—</text><subparagraph id="id609F6E42EC834BC79815D6056D6F699F"><enum>(A)</enum><text>the Director's findings with respect to the feasibility for research opportunities, including with the private sector social media platform companies, to improve the ability to combat human trafficking operations; and</text></subparagraph><subparagraph id="id8AE2964C49014FE7AD60DCDD9709ABFF"><enum>(B)</enum><text>any recommendations of the Director that could facilitate and improve communication and coordination among the private sector, the National Science Foundation, and relevant Federal agencies to improve the ability to combat human trafficking operations through social media. </text></subparagraph></paragraph><paragraph id="id9DA621E9BB234439B2482A027FCE7D87"><enum>(2)</enum><header>Results of research</header><text>Not later than 4 years after the date of enactment of this Act, the Director of the National Science Foundation shall report to the Committee on Commerce, Science, and Transportation of the Senate, the Subcommittee on Commerce, Justice, Science, and Related Agencies of the Committee on Appropriations of the Senate, the Committee on Science, Space, and Technology of the House of Representatives, and the Subcommittee on Commerce, Justice, Science, and Related Agencies of the Committee on Appropriations of the House of Representatives on the results of the research supported under this section. </text></paragraph></subsection><subsection id="iddef4d31a62da4693bbc234521065c392"><enum>(d)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to affect materials and actions associated with legal commercial sex acts. </text></subsection></section></legis-body></bill>
