which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To protect, for current and future generations, the watershed, ecosystem, and cultural heritage of the Grand Canyon region in the State of Arizona, to provide for a study relating to the uranium stockpile in the United States, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HFF9AAC5FCBE0454CB3DD938F049B6372"><section section-type="section-one" id="H2D5762ACE30F4C7F972BEB4D1853B4B3"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Grand Canyon Protection Act</short-title></quote>.</text></section><section id="H4808A8A29B3A4ADF8F00A966EF8E9D19"><enum>2.</enum><header>Withdrawal of Federal land from mining laws</header><subsection id="H855A29FF4B8C4BEF93828671A79249F9"><enum>(a)</enum><header>Definition of map</header><text>In this section, the term <quote>Map</quote> means the Bureau of Land Management map entitled <quote>Grand Canyon Protection Act</quote> and dated January 22, 2021.</text></subsection><subsection id="H2C617EFEC9D0400F973317FFD4DBCF8D"><enum>(b)</enum><header>Withdrawal</header><text display-inline="yes-display-inline">Subject to valid existing rights, the approximately 1,006,545 acres of Federal land in the State of Arizona within the area depicted on the Map, including any land or interest in land that is acquired by the United States after the date of enactment of this Act, is withdrawn from—</text><paragraph id="H34448DA3E3EC495A940125391633C794"><enum>(1)</enum><text>all forms of entry, appropriation, and disposal under the public land laws;</text></paragraph><paragraph id="HC9E7674066E14EF3957BE9311D505D52"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text></paragraph><paragraph id="H2D4FBC7E084A4117BFAE6D3FD5783951"><enum>(3)</enum><text>operation of the mineral leasing and geothermal leasing laws and mineral materials laws.</text></paragraph></subsection><subsection id="H632E46588CBC47A5AD15CEEBF9C3DDEA"><enum>(c)</enum><header>Availability of map</header><text>The Map shall be kept on file and made available for public inspection in the appropriate offices of the Forest Service and the Bureau of Land Management.</text></subsection></section><section id="id802106aad9e640e5b15dcd661dd538e0"><enum>3.</enum><header>GAO study on domestic uranium stockpiles</header><subsection id="idd1cc6f50b8f44350a20081ffa135d752"><enum>(a)</enum><header>In general</header><text>The Comptroller General of the United States shall conduct a study of uranium stockpiles in the United States that are available to meet future national security requirements.</text></subsection><subsection id="id99ddc594604943c583c61a147d1b12e9"><enum>(b)</enum><header>Requirements</header><text>The study conducted under subsection (a) shall identify—</text><paragraph id="id05e3985a08e149da8d00d6bfefb28f48"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id0EB9783E7ACF4AEEB1A042A7017339B8"><enum>(A)</enum><text>existing and potential future national security program demands for uranium; and</text></subparagraph><subparagraph id="id5A73BB889915414BA437C1A51ABD8C63" indent="up1"><enum>(B)</enum><text>existing and projected future inventories of domestic uranium that could be available to meet national security needs; and</text></subparagraph></paragraph><paragraph id="id451dae40b41547cb9eb0ad01fa2546b8"><enum>(2)</enum><text>the extent to which national security needs are capable of being met with existing uranium stockpiles.</text></paragraph></subsection><subsection id="id47d7b2e98164420a9b254d1d39d9e1e1"><enum>(c)</enum><header>Deadline for completion of study</header><text>Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall provide a briefing on the study conducted under subsection (a) to—</text><paragraph id="id7ae277a50d71463b9cae911e603d900b"><enum>(1)</enum><text>the Committee on Armed Services of the Senate;</text></paragraph><paragraph id="idc3ee1d7642134292b332d282bcdb3556"><enum>(2)</enum><text>the Committee on Energy and Natural Resources of the Senate;</text></paragraph><paragraph id="idd56ff8829e8b4428978a97aeb214f59b"><enum>(3)</enum><text>the Committee on Environment and Public Works of the Senate;</text></paragraph><paragraph id="id62a96e195aa945818fa930c3cbcf9847"><enum>(4)</enum><text>the Committee on Armed Services of the House of Representatives;</text></paragraph><paragraph id="iddb8d8f242abe42b7a4db204947167b4c"><enum>(5)</enum><text>the Committee on Natural Resources of the House of Representatives; and</text></paragraph><paragraph id="idedb5525ac047487c894f359082722841"><enum>(6)</enum><text>the Committee on Energy and Commerce of the House of Representatives.</text></paragraph></subsection></section></legis-body></bill>
