which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To improve the pediatric mental health care access grant program.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Children's Mental Health Care Access Act of 2022</short-title></quote>.</text></section><section id="idC9316BCE50634323BE5440BB76CAFDAF"><enum>2.</enum><header>Pediatric mental health care access grants</header><text display-inline="no-display-inline">Section 330M of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c-19">42 U.S.C. 254c–19</external-xref>) is amended—</text><paragraph id="idEC51E4E633BE43AF85531FEF7D38C2D0"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="id8FE00B3865884785BAD325BFD9D3B431"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="idBEE48424EE564FC4B3B2D5262268F345"><enum>(i)</enum><text>in subparagraph (G)—</text><subclause id="id15EFE69C0AB54E0BAE58D5ED26D99011"><enum>(I)</enum><text>by inserting <quote>developmental-behavioral pediatricians,</quote> after <quote>adolescent psychiatrists,</quote>; and</text></subclause><subclause id="id3ABAF3FBF82848F5B0AE74EB856FFDA1"><enum>(II)</enum><text>by inserting <quote>, and which may include addiction specialists,</quote> after <quote>mental health counselors</quote>;</text></subclause></clause><clause id="idAC6451D532684DBB802DE3737B7FC562"><enum>(ii)</enum><text>in subparagraph (H), by striking <quote>; and</quote> and inserting a semicolon;</text></clause><clause id="idA2BCEDD3992244BCA26D3114C9A01F6A"><enum>(iii)</enum><text>in subparagraph (I), by striking the period and inserting <quote>; and</quote>; and</text></clause><clause id="id536B94DA2211489CBD725AE59A3B3715"><enum>(iv)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1C987F941E5A46B3A24C36A1CA39A983"><subparagraph id="id60272C68740F49958738022FB644DB0C"><enum>(J)</enum><text>maintain an up-to-date list of community-based supports for children with mental health problems.</text></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="idEBB71C230A9B46B5BBDDE8DB76FDC1BA"><enum>(B)</enum><text>in paragraph (2), by inserting <quote>, and which may include a developmental-behavioral pediatrician and an addiction specialist</quote> before the period at the end of the first sentence; and</text></subparagraph><subparagraph id="id325C4C0EC66A49CBA5BC9F08B49C3939"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id970F0CB680E740FAADA9AF1767E01339"><paragraph id="id7A91963ABBF344DFB0DC12BEF28ADCEC"><enum>(3)</enum><header>Support to schools and emergency departments</header><text>In addition to the required activities specified in paragraph (1), a statewide or regional network of pediatric mental health teams referred to in subsection (a), with respect to which a grant under such subsection may be used, may provide support to schools and emergency departments.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id53B54044A1894D3F8B1C71863EBE8EBE"><enum>(2)</enum><text>by redesignating subsection (g) as subsection (h);</text></paragraph><paragraph id="id6252FA0D80D54D5390D03B31DCDED7A5"><enum>(3)</enum><text>by inserting after subsection (f) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id54EFD915DEFE48169F819C5BF816315E"><subsection id="idB64173C2604E48F08937AA57A12C8719"><enum>(g)</enum><header>Technical assistance</header><text>The Secretary may award a grant to an eligible entity for purposes of providing technical assistance to recipients of grants under subsection (a).</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="idFAAF8FA5D7BA4512AB768596F1A688E8"><enum>(4)</enum><text>in subsection (h), as so redesignated, by striking <quote>$9,000,000 for the period of fiscal years 2018 through 2022</quote> and inserting <quote>such sums as may be necessary for the period of fiscal years 2023 through 2027</quote>.</text></paragraph></section></legis-body></bill>
