which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend section 7014 of the Elementary and Secondary Education Act of 1965 to advance toward full Federal funding for impact aid, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H89C4C6DC71084F25A7B8030254321E65"><section section-type="section-one" id="H0DB79948C0D2473F886A6A334DE09B5E"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advancing Toward Impact Aid Full Funding Act of 2022</short-title></quote>.</text></section><section section-type="subsequent-section" id="id0DCF9064DF6448CD8ADB2FDDC4FD5C86"><enum>2.</enum><header>Amendment to ESEA</header><text display-inline="no-display-inline">Section 7014 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7714">20 U.S.C. 7714</external-xref>) is amended by striking subsections (a) through (d) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HB2330CFF561741DA98888B5D619D54BC"><subsection id="H393B4716737E41549627D370C47251D2"><enum>(a)</enum><header>Payments for Federal acquisition of real property</header><text display-inline="yes-display-inline">For the purpose of making payments under section 7002, there are authorized to be appropriated—</text><paragraph id="H43AFC6E35F8342C9B3C3F3C8C1281F2C"><enum>(1)</enum><text>$87,313,000 for fiscal year 2023;</text></paragraph><paragraph id="HF90656465F6F4C9191452EFEEB44883C"><enum>(2)</enum><text display-inline="yes-display-inline">$98,313,000 for fiscal year 2024;</text></paragraph><paragraph id="H5B02B141E1504C7FB4FCBCA700B41AA9"><enum>(3)</enum><text display-inline="yes-display-inline">$109,313,000 for fiscal year 2025;</text></paragraph><paragraph id="H4DEEE0CB60AF4ACEB1E7C116D6506AE1"><enum>(4)</enum><text display-inline="yes-display-inline">$120,313,000 for fiscal year 2026; and</text></paragraph><paragraph id="H5CA06C1C36EA44978D8A85FBF598B7C8"><enum>(5)</enum><text display-inline="yes-display-inline">$131,313,000 for fiscal year 2027.</text></paragraph></subsection><subsection id="HADC67573BC1444388487675DFA3B340E"><enum>(b)</enum><header>Basic support payments; payments for heavily impacted local educational agencies</header><text display-inline="yes-display-inline">For the purpose of making payments under section 7003(b), there are authorized to be appropriated—</text><paragraph id="H13EB38DD913347B49B8AC07A2D7B924C"><enum>(1)</enum><text display-inline="yes-display-inline">$1,544,242,000 for fiscal year 2023;</text></paragraph><paragraph id="H68877AC76E7B4375A8383B72CC40E937"><enum>(2)</enum><text display-inline="yes-display-inline">$1,734,242,000 for fiscal year 2024;</text></paragraph><paragraph id="H2590B5796AEE4509B0BBD2F5CDF68C51"><enum>(3)</enum><text display-inline="yes-display-inline">$1,924,242,000 for fiscal year 2025;</text></paragraph><paragraph id="H1F8222D99DB348369292273D46845B07"><enum>(4)</enum><text display-inline="yes-display-inline">$2,114,242,000 for fiscal year 2026; and</text></paragraph><paragraph id="H0962EF814BD64275A9661E511A792BC6"><enum>(5)</enum><text display-inline="yes-display-inline">$2,304,242,000 for fiscal year 2027.</text></paragraph></subsection><subsection id="H8C0C340D15B44EFD8DCE83CC65AB6987"><enum>(c)</enum><header>Payments for children with disabilities</header><text display-inline="yes-display-inline">For the purpose of making payments under section 7003(d), there are authorized to be appropriated—</text><paragraph id="H3ADF56B7803C4D95A953FAE027F93AD7"><enum>(1)</enum><text display-inline="yes-display-inline">$57,316,000 for fiscal year 2023;</text></paragraph><paragraph id="HBCB29FEE80B14C1DB6A7D14834AB2D0A"><enum>(2)</enum><text display-inline="yes-display-inline">$66,316,000 for fiscal year 2024;</text></paragraph><paragraph id="H1DB09C2B682840BF87D1B11AE2AABD70"><enum>(3)</enum><text display-inline="yes-display-inline">$75,316,000 for fiscal year 2025;</text></paragraph><paragraph id="H64AA14825E134F59940CA420FC524ECD"><enum>(4)</enum><text display-inline="yes-display-inline">$84,316,000 for fiscal year 2026; and</text></paragraph><paragraph id="H4C20679AF78348189AB8AE842D85DCEE"><enum>(5)</enum><text display-inline="yes-display-inline">$93,316,000 for fiscal year 2027.</text></paragraph></subsection><subsection id="id1b8156ef7d784b7cb657fc78956e4b8c"><enum>(d)</enum><header>Construction payments</header><text>For the purpose of making payments under section 7007, there are authorized to be appropriated—</text><paragraph id="id187cb0e5a87646cd818aad82093bb82f"><enum>(1)</enum><text>$20,656,000 for fiscal year 2023;</text></paragraph><paragraph id="ida524e9e96f284611811722f46631d1fc"><enum>(2)</enum><text>$23,906,000 for fiscal year 2024;</text></paragraph><paragraph id="ide8cce293bf7d4413ba13e8137987f402"><enum>(3)</enum><text>$27,156,000 for fiscal year 2025;</text></paragraph><paragraph id="id532f5fdf15df4f7096713397ee9bba24"><enum>(4)</enum><text>$30,406,000 for fiscal year 2026;
