<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 3841</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220315">March 15, 2022</action-date><action-desc><sponsor name-id="S373">Mr. Cassidy</sponsor> (for himself and <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for the termination of all contracts between the United Nations Department of Peace Operations and the Russian Federation, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Withdrawing Russian Support to Peacekeeping Act of 2022</short-title></quote>.</text></section><section id="idE03678BF47B74627BB7F0882698BE59E"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="id0204ef828e3d4a649a38b0dbd35e2e96"><enum>(1)</enum><text>Between 2020 and 2021, the United States provided 27.89 percent of funding to the United Nations Department of Peace Operations (referred to in this Act as the <quote>DPO</quote>).</text></paragraph><paragraph id="idedb459ec2f984efea77fc2d187503b31"><enum>(2)</enum><text>As of 2020, approximately 9,000 police peacekeepers from the Russian Federation were deployed in 16 peacekeeping and special political missions of the United Nations.</text></paragraph><paragraph id="idd743eecfc32b4541a33bc103da9965e0"><enum>(3)</enum><text>The invasion of Ukraine by the Russian Federation represents one of the most serious assaults on world peace in recent years.</text></paragraph><paragraph id="id6fe98ca803b44150a77bd751b2593312"><enum>(4)</enum><text>The use of the term <term>peacekeeping</term> by the Russian Federation to justify the incursion into Donetsk and Luhansk, Ukraine, which escalated into a full invasion of Ukraine, flies in the face of real peacekeeping.</text></paragraph></section><section id="idE069F0E4BDD646E481B32D239E4BFE5F"><enum>3.</enum><header>Termination of peacekeeping contracts with the Russian Federation</header><subsection id="id65504E2796F5463B92A39B516962EF88"><enum>(a)</enum><header>In general</header><text>The Assistant Secretary of State for International Organization Affairs shall use the voice, vote, and influence of the United States to instruct the DPO, not later than 45 days after the date of the enactment of this Act—</text><paragraph id="id24F193856A5E425DBD6A96C457E3DF4F"><enum>(1)</enum><text>to terminate all contracts with individuals of and entities registered in the Russian Federation; and</text></paragraph><paragraph id="id1E474B7DB6A9409699D4809DB208AABF"><enum>(2)</enum><text>to direct all police, military, and civilian peacekeepers from the Russian Federation to depart from all peacekeeping missions of the United Nations.</text></paragraph></subsection><subsection id="id0551C2E1EAD24A398AD7CDE6C856E13C"><enum>(b)</enum><header>Compliance</header><paragraph id="id59DFA64FC5C44391A91D44134D5C97BB"><enum>(1)</enum><header>In general</header><text>Not later than 45 days after the date that the instruction described in subsection (a) is given, the Secretary of State shall determine whether the DPO has complied with the instruction.</text></paragraph><paragraph id="id9F6DE64B65234BF7B263E49259D79F46"><enum>(2)</enum><header>Withholding of funds</header><text>If the Secretary of State determines under paragraph (1) that the DPO has not complied with the instruction described in subsection (a), the Secretary of State shall withhold funds from the DPO until the Secretary of State determines that the DPO has complied with the instruction.</text></paragraph></subsection></section></legis-body></bill>
