<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 3832</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220314">March 14, 2022</action-date><action-desc><sponsor name-id="S397">Mr. Braun</sponsor> (for himself and <cosponsor name-id="S399">Mr. Hawley</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Health and Human Services, and any applicable agency within the Department of Health and Human Services, to make public information relating to the origin of COVID–19.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>COVID–19 Origin Disclosure Act of 2022</short-title></quote>.</text></section><section id="id470ed0932fde48838546e7df91f95530" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="id3ee0f85c0e7446728ba8eda6b2bf9e48" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">identifying the origin of Coronavirus Disease 2019 (COVID–19) is critical for preventing a similar pandemic from occurring in the future;</text></paragraph><paragraph id="ide3dac3c49a9a49479aac316abc0087cf" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">there is reason to believe the COVID–19 pandemic may have originated at the Wuhan Institute of Virology; and</text></paragraph><paragraph id="id474b34b2b58547dbb4ef6f779b5b2f8b" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">the Secretary of Health and Human Services has a responsibility to make available to the public as much information as possible about the origin of COVID–19 so the United States and like-minded countries can—</text><subparagraph id="id89794f547d714aa2b8f2f3a370257335" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">identify the origin of COVID–19 as expeditiously as possible, and</text></subparagraph><subparagraph id="id337b00e99cae431480b5c53df92e9dce" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">use that information to take all appropriate measures to prevent a similar pandemic from occurring again.</text></subparagraph></paragraph></section><section id="ida427af95dd1842628b0dd1467f66dc86" commented="no" display-inline="no-display-inline" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Public release of information related to the origin of COVID–19</header><text display-inline="no-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of Health and Human Services shall—</text><paragraph id="idf8ad08bf61db488e939a80666ee003d5" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">publish any and all information relating to potential links between the Wuhan Institute of Virology and the origin of the Coronavirus Disease 2019 (COVID–19), including—</text><subparagraph id="idf8b8c679c56d49e18814b977afab86ca" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">any coordination conducted by the Department of Health and Human Services with entities in China performing research on coronaviruses, including by disclosing any funding of such research by the Department; and</text></subparagraph><subparagraph id="id78f3cf8e489848af99fa842e7a474a20" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">any research or literature review produced by employees of the Department of Health and Human Services about the potential origin of COVID–19; and</text></subparagraph></paragraph><paragraph id="id9062ff78f70e4122841c9810334de2bc" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">submit to Congress a report that contains all of the information described under paragraph (1). </text></paragraph></section></legis-body></bill>
