<official-title>To require the Comptroller General of the United States to conduct a study on motor vehicle recalls, and for other purposes. </official-title>

<section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Recall Information Distributed Equitably Act of 2021</short-title></quote> or the <quote><short-title>Safe RIDE Act of 2021</short-title></quote>.</text></section> <section section-type="subsequent-section" id="idCAEA1C72CAB345A9A01B962BF4257281"><enum>2.</enum><header>Study on open recalls</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall—</text>
<paragraph id="id4009FAFA70C84B92B65FA9F32261D5F9"><enum>(1)</enum><text display-inline="yes-display-inline">conduct a study to determine—</text> <subparagraph id="id90758A035F9F42BFB6F28B3764EC8270"><enum>(A)</enum><text>the number of passenger motor vehicles in each State that—</text>
<clause id="id3C609B55E7524AE7A8618088037492C2"><enum>(i)</enum><text>are used—</text> <subclause id="id2720C4D73B744CA7AEE4B754F48EE193"><enum>(I)</enum><text>as taxicabs; or </text></subclause>
<subclause id="idB8DA77AE5B954BBCA28D06120574A611"><enum>(II)</enum><text>by transportation network companies for similar for-hire purposes; and</text></subclause></clause> <clause id="id0EBB5DC37BD44362ACB88833D9F8FEDB"><enum>(ii)</enum><text>have 1 or more open recalls; and</text></clause></subparagraph>
<subparagraph id="id542AEDA42E68493D8EE22B48A8BE2736"><enum>(B)</enum><text>the reasons why vehicle owners do not have repairs performed for vehicles subject to open recalls; and</text></subparagraph></paragraph> <paragraph commented="no" id="id0FA94D963A274B5EAAC377F059EB0137"><enum>(2)</enum><text>submit to Congress a report on the results of the study under paragraph (1), including any recommendations for increasing the rate of repair for vehicles subject to open recalls.</text></paragraph></section>
<section id="id2C46DDCB8F5A493893B964CD2E08D394"><enum>3.</enum><header>Study on recall notices</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator of the National Highway Traffic Safety Administration shall—</text> <paragraph id="idB4257026C0FF414CB87CB789BD5A1576"><enum>(1)</enum><text display-inline="yes-display-inline">conduct a study to determine the ways in which vehicle recall notices could—</text>
<subparagraph id="id8B7237830C0A4584ABF502E0CE9A9F41"><enum>(A)</enum><text display-inline="yes-display-inline">more effectively reach vehicle owners;</text></subparagraph> <subparagraph id="id31CA288A290D4B6BA77E7E0896910B8F"><enum>(B)</enum><text>be made easier for all consumers to understand; and</text></subparagraph>
<subparagraph id="idDEEA84034032470B97C9EA825692EB1F"><enum>(C)</enum><text display-inline="yes-display-inline">incentivize vehicle owners to complete the repairs described in the recall notices; and</text></subparagraph></paragraph> <paragraph commented="no" id="id2D33E70B82C244D3B7D2072DE03ED3B2"><enum>(2)</enum><text>submit to Congress a report on the results of the study under paragraph (1).</text></paragraph></section>
<section commented="no" id="id17BEDA43665B4F60AE09D8F46D4FADAD"><enum>4.</enum><header>Rule of construction</header><text display-inline="no-display-inline">Nothing in this Act may be construed to restrict the authority of the Secretary, including under section 30111 of title 49, United States Code, or to meet the requirements enacted in <external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref> and <external-xref legal-doc="public-law" parsable-cite="pl/114/94">Public Law 114–94</external-xref>.</text></section> </legis-body> </bill>
