which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To block the property of Russian state-owned entities.</official-title></form><legis-body><section id="id1F5D2E076C684D61AC3CF4845B6826D9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Halting Enrichment of Russian Oligarchs and Industry Allies of Moscow's Schemes to Leverage its Abject Villainy Abroad Act of 2022</short-title></quote> or the <quote><short-title>HEROIAM SLAVA Act of 2022</short-title></quote>.</text></section><section section-type="subsequent-section" id="id6C8F2C78743647648CA0FE52F252163A"><enum>2.</enum><header>Blocking of property of Russian state-owned entities</header><subsection id="id08D49606C15E45A59F6317103EAFD2FD"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">On and after the date that is 60 days after the date of the enactment of this Act, the President shall exercise all of the powers granted to the President under the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>) to the extent necessary to block and prohibit all transactions in property and interests in property of any entity the President determines is owned or controlled by the Government of the Russian Federation if such property and interests in property are in the United States, come within the United States, or are or come within the possession or control of a United States person.</text></subsection><subsection id="ide7e0447e2f8b414bbfc7d7a349e3485c"><enum>(b)</enum><header>Implementation; penalties</header><paragraph id="idd023d369922143a2867065dabb90e654"><enum>(1)</enum><header>Implementation</header><text>The President may exercise all authorities provided under sections 203 and 205 of the International Emergency Economic Powers Act (50 U.S.C. 1702 and 1704) to carry out this section.</text></paragraph><paragraph id="id13dfe6f8eadc4d918ff9c50a820c0a64"><enum>(2)</enum><header>Penalties</header><text>A person that violates, attempts to violate, conspires to violate, or causes a violation of this section or any regulation, license, or order issued to carry out this section shall be subject to the penalties set forth in subsections (b) and (c) of section 206 of the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1705">50 U.S.C. 1705</external-xref>) to the same extent as a person that commits an unlawful act described in subsection (a) of that section.</text></paragraph></subsection><subsection id="id0dab47888a134dc1a5e1a76a10a50d20"><enum>(c)</enum><header>Exception relating to importation of goods</header><paragraph id="id4a8de7d3a1374c9a851f951ae3b398b9"><enum>(1)</enum><header>In general</header><text>The requirement to block and prohibit all transactions in all property and interests in property under subsection (a) shall not include the authority or a requirement to impose sanctions on the importation of goods.</text></paragraph><paragraph id="id8591635377a34753b5b1685bc3a1ff36" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Good</header><text>In this subsection, the term <term>good</term> means any article, natural or man made substance, material, supply or manufactured product, including inspection and test equipment, and excluding technical data. </text></paragraph></subsection><subsection id="idb65ef06f7744482f8452cceb7868bf72"><enum>(d)</enum><header>United states person defined</header><text>In this section, the term <term>United States person</term> means—</text><paragraph id="idf871469f3b9147dbb436625eced22af8"><enum>(1)</enum><text>an individual who is a United States citizen or an alien lawfully admitted for permanent residence to the United States; </text></paragraph><paragraph id="id7ed8df6ba1ea43b39c16760ef50a45dc" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>an entity organized under the laws of the United States or any jurisdiction within the United States, including a foreign branch of such an entity; or</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="id06C6D6EE53CE4169A18F3C7582171ABE"><enum>(3)</enum><text>any person in the United States.</text></paragraph></subsection></section></legis-body></bill>
