<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 3730</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220302">March 2, 2022</action-date><action-desc><sponsor name-id="S350">Mr. Rubio</sponsor> (for himself, <cosponsor name-id="S323">Mr. Risch</cosponsor>, and <cosponsor name-id="S376">Ms. Ernst</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To ensure a complete analysis of the potential impacts of rules on small entities, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id6A62D1B179D74B70977AAF417F3E00A8"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Hearing Small Businesses Act of 2022</short-title></quote>.</text></section><section section-type="subsequent-section" id="id80231D5A1EC24A83948D089253B95EE5"><enum>2.</enum><header>Expansion of covered agencies under the Regulatory Flexibility Act</header><text display-inline="no-display-inline">Section 609 of title 5, United States Code, is amended—</text><paragraph id="id85165B353097434CB1118413769EC725"><enum>(1)</enum><text>in subsection (b), in the matter preceding paragraph (1), by striking <quote>an initial regulatory flexibility analysis which a covered agency is required to conduct by this chapter</quote> and inserting <quote>a proposed rule or interim final rule for which a covered agency is required to conduct an initial regulatory flexibility analysis by this chapter</quote>; and</text></paragraph><paragraph id="idE7F00838F9544B8896890E6AE56E1F02"><enum>(2)</enum><text>in subsection (d)—</text><subparagraph id="id13912ADC1CF2494596206B6100BEAF5D"><enum>(A)</enum><text>in paragraph (2), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="id6691032C20994824B13A0A2D34E1420D"><enum>(B)</enum><text>in paragraph (3), by striking the period at the end and inserting a semicolon; and</text></subparagraph><subparagraph id="idD6E3FF1A93794A9DB0DCDB8C39F5763E"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idFC29B64D29834BBAA41431AC987E2E59"><paragraph id="id64798D1486E04113998B068ABB4E848E"><enum>(4)</enum><text>the United States Fish and Wildlife Service; and</text></paragraph><paragraph id="id9861EB5723444EB887FFCC36B7E1B925"><enum>(5)</enum><text>the Internal Revenue Service.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section></legis-body></bill>
