<distribution-code display="yes">II</distribution-code><calendar>Calendar No. 292</calendar><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 3717</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date>March 1, 2022</action-date><action-desc><sponsor name-id="S373">Mr. Cassidy</sponsor> (for himself and <cosponsor name-id="S307">Mr. Brown</cosponsor>) introduced the following bill; which was read the first time</action-desc></action><action><action-date>March 2, 2022</action-date><action-desc>Read the second time and placed on the calendar</action-desc></action><legis-type>A BILL</legis-type><official-title>To withdraw normal trade relations treatment from, and apply certain provisions of title IV of the Trade Act of 1974 to, products of the Russian Federation, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HF7B6C837851F4139BB0B358A488F9E55"><section section-type="section-one" id="H49CDBBF6D7CD4F0286A7D256ED59D8AD"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be known as the <quote><short-title>No Most Favored Nation Trading with Russia Act</short-title></quote>. </text></section><section id="HFDF562E9FD2944149D0FB79D23B20BBB"><enum>2.</enum><header>Withdrawal of normal trade relations treatment with the Russian Federation</header><text display-inline="no-display-inline">Notwithstanding the provisions of title I of the Russia and Moldova Jackson-Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/208">Public Law 112–208</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/19/2434">19 U.S.C. 2434</external-xref> note) or any other provision of law, effective on the date of the enactment of this Act—</text><paragraph id="H8225FEC7125D4B16871CEB0A99AE5FC9"><enum>(1)</enum><text>normal trade relations treatment shall not apply pursuant to section 102 of that Act to the products of the Russian Federation; and</text></paragraph><paragraph id="H7E96946636294499ABAEBF2B2FF728AE"><enum>(2)</enum><text>normal trade relations treatment may thereafter be extended to the products of the Russian Federation only in accordance with the provisions of chapter 1 of title IV of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2431">19 U.S.C. 2431 et seq.</external-xref>), as in effect with respect to the products of the Russian Federation on the day before the effective date of the accession of the Russian Federation to the World Trade Organization.</text></paragraph></section><section id="H4C3FB5764F644AC2875E06E83A21803B"><enum>3.</enum><header>Cooperation with United States allies and partners</header><subsection id="H9D3F5ED356604743835F088D2365EB3E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The President shall encourage allies and partners of the United States—</text><paragraph id="H927AE6E2CFBB408EB2524CF772004C82"><enum>(1)</enum><text>to consider taking actions similar to the actions taken under section 2, such as the withdrawal of permanent normal trade relations treatment for products of the Russian Federation; and</text></paragraph><paragraph id="HECA8D4433E014B8BB25FED3BAC37719C"><enum>(2)</enum><text>to condemn at the World Trade Organization the recent aggression by the Government of the Russian Federation in Ukraine.</text></paragraph></subsection><subsection id="H8ABE556E2B644301A1CA8D20EA07EA8C"><enum>(b)</enum><header>Accountability at the WTO</header><text>The President shall direct the Permanent Mission of the United States to the World Trade Organization to use the voice, vote, and influence of the United States at the World Trade Organization to seek the suspension of the membership of the Russian Federation in the World Trade Organization.</text></subsection></section></legis-body><endorsement><action-date>March 2, 2022</action-date><action-desc>Read the second time and placed on the calendar</action-desc></endorsement></bill>
