<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Northern Border Regional Commission Reauthorization Act of 2022</short-title></quote>.</text></section> <section id="idBEAF44B4912744F1BD9E44D0E5B9CEC8"><enum>2.</enum><header>Regional Commissions modifications</header> <subsection id="id2722FD5827CF4ADBB745F709E2D5B480"><enum>(a)</enum><header>Membership of Commissions</header><text>Section 15301 of title 40, United States Code, is amended—</text>
<paragraph id="id492343FD75F54211AE984C866876F08E"><enum>(1)</enum><text>in subsection (b)(2)(C)—</text> <subparagraph id="idE668DB104F1841BDAA8AF16EACC7A96D"><enum>(A)</enum><text>by striking <quote>An alternate member</quote> and inserting the following:</text>

<clause id="id22F6109DF546465E9CC3EF3BE05BA691"><enum>(i)</enum><header>In general</header><text>An alternate member</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph> <subparagraph id="id8D2343B69395409A9977A5EC4970A376"><enum>(B)</enum><text>by adding at the end the following:</text>

<clause id="idBEBE4B7E5FF042B9A39696E88A8FB31E"><enum>(ii)</enum><header>State alternates</header><text>If the alternate State member is unable to vote in accordance with clause (i), the alternate State member may delegate voting authority to a designee, subject to the condition that the executive director shall be notified, in writing, of the designation not less than 1 week before the applicable vote is to take place.</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="idF71E7EE9A4754723B0BC6AA6416A3219"><enum>(2)</enum><text>in subsection (f), by striking <quote>a Federal employee</quote> and inserting <quote>an employee</quote>.</text></paragraph></subsection>
<subsection id="id19623E07DD084699A0EADEB42A6C9AAC"><enum>(b)</enum><header>Decisions of Commissions</header><text>Section 15302 of title 40, United States Code, is amended—</text> <paragraph id="id2C6E23E6A50345009091910167103241"><enum>(1)</enum><text>in subsection (a), by inserting <quote>or State alternate members, including designees</quote> after <quote>State members</quote>; and</text></paragraph>
<paragraph id="id67FB389C9ACE49F0B9BF8138ECB2A0F5" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>by striking subsection (c) and inserting the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id4D2829FD0A334FA5BF06BA2764C8E100"> <subsection display-inline="no-display-inline" commented="no" id="idA6A64C75D67749998B3072C85FCC0B12"><enum>(c)</enum><header>Quorums</header> <paragraph display-inline="no-display-inline" commented="no" id="id5FAA0D1BD94A4502B160A37AD0C2BDBB"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), a Commission shall determine what constitutes a quorum for meetings of the Commission.</text></paragraph>
<paragraph display-inline="no-display-inline" commented="no" id="id475CC24D76424993B78C086A6D253261"><enum>(2)</enum><header>Requirements</header><text>Any quorum for meetings of a Commission shall include—</text> <subparagraph display-inline="no-display-inline" commented="no" id="id50DE287343B946139D8CD79F7E5B02DC"><enum>(A)</enum><text>the Federal Cochairperson or the alternate Federal Cochairperson; and</text></subparagraph>
<subparagraph display-inline="no-display-inline" commented="no" id="id4B4D5EB2507F45B1A7F8F2F3240041CB"><enum>(B)</enum><text>a majority of State members or alternate State members, including designees (exclusive of members representing States delinquent under section 15304(c)(3)(C)).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection display-inline="no-display-inline" commented="no" id="id87B1DDEBE46E412998B4FC2160FD73D9"><enum>(c)</enum><header>Administrative powers and expenses of Commissions</header><text>Section 15304(a)(9) of title 40, United States Code, is amended by striking <quote>maintain a government relations office in the District of Columbia and</quote>.</text></subsection>
<subsection id="id39D7E8A78ADB4DDEB8079880AE7FFF9B"><enum>(d)</enum><header>Meetings of Commissions</header><text>Section 15305(b) of title 40, United States Code, is amended by striking <quote>with the Federal Cochairperson</quote> and all that follows through the period at the end and inserting the following: “with—</text> <quoted-block id="idB2BE97A202824BC186CA8F17B28EE488" display-inline="no-display-inline" style="OLC"> <paragraph id="idEE60AA4E69E74637A1B36B9EB6E795B5"><enum>(1)</enum><text>the Federal Cochairperson; and</text></paragraph>
<paragraph id="idE308A53DF44D4E69951CD6F1375B8C17" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>at least a majority of the State members or alternate State members (including designees) present in-person or via electronic means.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> <section id="id7E7217B3D61C474982C30E3DF9DD7306"><enum>3.</enum><header>Economic and infrastructure development grants</header> <subsection id="idC8393C2D77154968BB59BF0BAE5C7D1D"><enum/><text>Section 15501 of title 40, United States Code, is amended—</text>
<paragraph id="idBAFD897B9EFA48BBA21F1DF5172E8544"><enum>(1)</enum><text>in subsection (a)—</text> <subparagraph id="idB1E99855FA804BF6A9AA568F4F6E706C"><enum>(A)</enum><text>by redesignating paragraphs (4) through (9) as paragraphs (6) through (11), respectively; and</text></subparagraph>
<subparagraph id="idFF7F1D2939D24A5E92984EB5B723814A"><enum>(B)</enum><text>by inserting after paragraph (3) the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id46C872C2BA5F42A7AD5223E67DAEB473"> <paragraph id="id95357F10846F46549120E46DF1E26FDA"><enum>(4)</enum><text>to design, build, implement, or upgrade transportation or basic public infrastructure or workforce capacity to support the adaption to and mitigation of climate challenges;</text></paragraph>
<paragraph id="idE9CFAF09DB8B4626AE7FDF745E88655F"><enum>(5)</enum><text>to promote the production of housing to meet economic development and workforce needs;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="idF023D53401854E01BE13924FA037882A"><enum>(2)</enum><text>in subsection (b), by striking <quote>paragraph (1), (2), (3), or (7)</quote> and inserting <quote>paragraph (1), (2), (3), (4), or (9)</quote>.</text></paragraph></subsection></section>
<section id="id3A97D49FEABF4EF9AE2721A947CFE899"><enum>4.</enum><header>Northern Border Regional Commission</header>
<subsection id="id869E6788996C43489702E56E1A7A3768"><enum>(a)</enum><header>Counties in Maine and New Hampshire</header><text>Section 15733 of title 40, United States Code, is amended—</text> <paragraph id="id662B5991A5BE4D41B1D16065212E3D5E"><enum>(1)</enum><text>in paragraph (1), by inserting <quote>Lincoln,</quote> after <quote>Knox,</quote>; and</text></paragraph>
<paragraph id="idAFE01494DF8C4696B9D6E1D0F7028A01"><enum>(2)</enum><text>in paragraph (2), by inserting <quote>Merrimack,</quote> after <quote>Grafton,</quote>.</text></paragraph></subsection> <subsection id="id185B92F479B043AFAAD74706C5BE0E0F"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Section 15751 of title 40, United States Code, is amended by striking subsection (a) and inserting the following:</text>

<subsection id="id9678ECF2408F4B91B2B1B58832D62EB0"><enum>(a)</enum><header>In general</header><text>There are authorized to be appropriated to each Commission to carry out this subtitle—</text> <paragraph id="id7A510D302896410394B1D81D1844E95D"><enum>(1)</enum><text>$50,000,000 for each of fiscal years 2022 through 2026; and</text></paragraph>
<paragraph id="id8AD28CD5AC684835B3DA696514B98306"><enum>(2)</enum><text>$60,000,000 for each of fiscal years 2027 through 2031.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> <section id="id70381CE12A6C4910AD4CAA9ADB6849B5"><enum>5.</enum><header>Northern Forest region programs</header> <subsection id="idBCD6E352383040F6A8B050114EA93A52"><enum>(a)</enum><header>In general</header><text>Subtitle V of title 40, United States Code, is amended by adding at the end the following:</text>

<chapter id="id6722DB8AC470461A97F5991940642C1D" style="OLC"><enum>159</enum><header>Northern Forest Region Programs</header>
<section id="id2F1CE00702D840C88162FD093E158CAB"><enum>15901.</enum><header>Definitions</header><text display-inline="no-display-inline">In this chapter:</text> <paragraph id="id0189E645F03D4B268F7410D6303AE229"><enum>(1)</enum><header>NBRC</header><text>The term <term>NBRC</term> means the Northern Border Regional Commission established by section 15301(a)(3).</text></paragraph>
<paragraph id="idFC00319EB5964E26B24842C006C3BC83"><enum>(2)</enum><header>Northern Forest region</header><text>The term <term>Northern Forest region</term> means the counties included in the NBRC under section 15733.</text></paragraph></section> <section id="id3B3F79FC95424FC7A0BABB3AFAA1173A"><enum>15902.</enum><header>State capacity building grant program</header> <subsection id="PH47840CEC97294595A56F22A6D59BC573"><enum>(a)</enum><header>Definitions</header><text>In this section:</text>
<paragraph id="PHE38994BDC1E74433A258F46B8D0A9402"><enum>(1)</enum><header>Commission state</header><text>The term <term>Commission State</term> means each of the States of Maine, New Hampshire, New York, and Vermont.</text></paragraph> <paragraph id="PHEB062CD0988B4802836998DA89E2B336"><enum>(2)</enum><header>Eligible county</header><text>The term <term>eligible county</term> means a county described in section 15733.</text></paragraph>
<paragraph id="PH47B3EFF68B4E4C55B5983851DF6F33B8"><enum>(3)</enum><header>Program</header><text>The term <term>program</term> means the State capacity building grant program established under subsection (b).</text></paragraph></subsection> <subsection id="PHC3EF9418C11043FA892CA66F8EC11FBA"><enum>(b)</enum><header>Establishment</header><text>The NBRC shall establish a State capacity building grant program to provide grants to Commission States to carry out the purpose under subsection (c).</text></subsection>
<subsection id="PHC387C1F711DB4F7489AC12C44C7CEA4E"><enum>(c)</enum><header>Purpose</header><text>The purpose of the program is to support the efforts of the NBRC—</text> <paragraph id="PH78D349821E904CE78117770801532249"><enum>(1)</enum><text>to better support business retention and expansion in eligible counties;</text></paragraph>
<paragraph id="PH5A10EF32F0ED4CC38F6684A9CFD801C9"><enum>(2)</enum><text>to create programs to encourage job creation and workforce development in eligible counties;</text></paragraph> <paragraph id="PHB078798219A847FF8ADCF559A5C5C02E"><enum>(3)</enum><text>to prepare economic and infrastructure plans for eligible counties;</text></paragraph>
<paragraph id="PHBDED2967FA1946CAA7D86A8BC05201D7"><enum>(4)</enum><text>to expand access to high-speed broadband in eligible counties;</text></paragraph> <paragraph id="PH993902AFD189472F8119A0862EF461BF"><enum>(5)</enum><text>to provide technical assistance that results in NBRC investments in transportation, water, wastewater, and other critical infrastructure;</text></paragraph>
<paragraph id="PH3E4C696CD1FA4FA6B7BE09993B67C248"><enum>(6)</enum><text>to create initiatives to increase the effectiveness of local development districts in eligible counties; and</text></paragraph> <paragraph id="PHE99EF8F252D5411CA7B015AB6498A482"><enum>(7)</enum><text>to implement new or innovative economic development practices that will better position the eligible counties of Commission States to compete in the global economy.</text></paragraph></subsection>
<subsection id="PHCBF92848DFF14094A3D98BA7C460F065"><enum>(d)</enum><header>Use of funds</header>
<paragraph id="PHBF13A14741A946B4B0306673C4A1F5D9"><enum>(1)</enum><header>In general</header><text>Funds from a grant under the program may be used to support a project, program, or related expense of the Commission State in an eligible county.</text></paragraph> <paragraph id="PH9AE184570CEC470485CEED9C8E0963F8"><enum>(2)</enum><header>Limitation</header><text>Funds from a grant under the program shall not be used for—</text>
<subparagraph id="PH259BA99547D949DF894E35AB580C960E"><enum>(A)</enum><text>the purchase of furniture, fixtures, or equipment;</text></subparagraph> <subparagraph id="PH02B2AF5003024462806C78A3C7118C70"><enum>(B)</enum><text>the compensation of—</text>
<clause id="PHFC7F8D75E23C4D1EAB526170654B0241"><enum>(i)</enum><text>any State member of the Commission (as described in section 15301(b)(1)(B)); or</text></clause> <clause id="PH7A290271EB9A49829CA39CDF862A9607"><enum>(ii)</enum><text>any State alternate member of the Commission (as described in section 15301(b)(2)(B)); or</text></clause></subparagraph>
<subparagraph id="PH471D196B2CA04A53A926920074069E77"><enum>(C)</enum><text>the cost of supplanting existing State programs.</text></subparagraph></paragraph></subsection> <subsection id="PH220A580163A7474EB222F8A2B14EF080"><enum>(e)</enum><header>Annual work plan</header> <paragraph id="PH132BBADDCE6142F4A2157713586B6000"><enum>(1)</enum><header>In general</header><text>For each fiscal year, before providing a grant under the program, each Commission State shall provide to the NBRC an annual work plan that includes the proposed use of the grant.</text></paragraph>
<paragraph id="PHE2B0655BEB8A44B79D64F4B4C268366C"><enum>(2)</enum><header>Approval</header><text>No grant under the program shall be provided to a Commission State unless the NBRC has approved the annual work plan of the State.</text></paragraph></subsection> <subsection id="PHA85DF6CA32334C8DA31CBF6A389BE64B"><enum>(f)</enum><header>Amount of grant</header> <paragraph id="PHAD1ADFB56B594A23B0183B7A01B37142"><enum>(1)</enum><header>In general</header><text>The amount of a grant provided to a Commission State under the program for a fiscal year shall be based on the proportion that—</text>
<subparagraph id="PH91BC9B8394DB4157BB8B511EEE19F93F"><enum>(A)</enum><text>the amount paid by the Commission State (including any amounts paid on behalf of the Commission State by a nonprofit organization) for administrative expenses for the applicable fiscal year (as determined under section 15304(c)); bears to</text></subparagraph> <subparagraph id="PH32E7DF53EE9B48CDAA3BE8608D0177AB"><enum>(B)</enum><text>the amount paid by all Commission States (including any amounts paid on behalf of a Commission State by a nonprofit organization) for administrative expenses for that fiscal year (as determined under that section).</text></subparagraph></paragraph>
<paragraph id="PH8FC78FD177534B13A0513D3691BBF43E"><enum>(2)</enum><header>Requirement</header><text>To be eligible to receive a grant under the program for a fiscal year, a Commission State (or a nonprofit organization on behalf of the Commission State) shall pay the amount of administrative expenses of the Commission State for the applicable fiscal year (as determined under section 15304(c)).</text></paragraph> <paragraph id="PH5F9CA916F9D042A18DCCA12301A50FA2"><enum>(3)</enum><header>Approval</header><text>For each fiscal year, a grant provided under the program shall be approved and made available as part of the approval of the annual budget of the NBRC.</text></paragraph></subsection>
<subsection id="PHF5505325ED0144B0866BBB9F1122A96F"><enum>(g)</enum><header>Grant availability</header><text>Funds from a grant under the program shall be available only during the fiscal year for which the grant is provided.</text></subsection> <subsection id="PH94AE8BB436E247588B4EF342747A644E"><enum>(h)</enum><header>Report</header><text>Each fiscal year, each Commission State shall submit to the NBRC and make publicly available a report that describes the use of the grant funds and the impact of the program in the Commission State.</text></subsection>
<subsection id="id097095EBC4774B25A288038A78D3A268"><enum>(i)</enum><header>Continuation of program</header><text>The program under this section shall be a continuation of the program under section 6304(c) of the Agriculture Improvement Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/40/15501">40 U.S.C. 15501</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/115/334">Public Law 115–334</external-xref>) (as in effect on the day before the date of enactment of this section).</text></subsection> <subsection id="PH8CF676754B7B4CAC9DD4D4D25CB214C0"><enum>(j)</enum><header>Funding</header> <paragraph id="PH1201C5A3143346B48A7BF10C68F6EF99"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to carry out this section $5,000,000 for each of fiscal years 2019 through 2028.</text></paragraph>
<paragraph id="PH29438769C6C24754918C388B74019814"><enum>(2)</enum><header>Supplement, not supplant</header><text>Funds made available to carry out this section shall supplement and not supplant funds made available for the NBRC and other activities of the NBRC.</text></paragraph></subsection></section> <section id="idFE32ACDF295E43FCAD815BBB02FE590F"><enum>15903.</enum><header>Demonstration health projects</header> <subsection id="id5CE7DAD0E58E4DDAB7A1358897AACE17"><enum>(a)</enum><header>Purpose</header><text>To demonstrate the value of adequate health facilities and services to the economic development of the Northern Forest region, the NBRC may make grants for the planning, construction, equipment, and operation of demonstration health, nutrition, and child care projects, including hospitals, regional health diagnostic and treatment centers, and other facilities and services necessary for the purposes of this section.</text></subsection>
<subsection id="id453452aaceb84afaa52b63883a3ffc8b"><enum>(b)</enum><header>Planning grants</header>
<paragraph id="id8e9b719231054c0f87afd992c5643821"><enum>(1)</enum><header>Authority to provide amounts and make grants</header><text>The NBRC may make grants for expenses of planning necessary for the development and operation of demonstration health projects for the Northern Forest region.</text></paragraph> <paragraph id="idBCACBC1648DB4D0E9116FAF53A0F3881"><enum>(2)</enum><header>Maximum NBRC contributions</header><text>The maximum NBRC contributions for a grant for the construction or equipment of any component of a demonstration health project shall be made in accordance with section 15501(d).</text></paragraph>
<paragraph id="id077c51a9dd4a4438b7721dc5ea5d0324"><enum>(3)</enum><header>Sources of assistance</header><text>The NBRC contribution may be provided entirely from amounts authorized under this section or in combination with amounts provided under other Federal grant programs.</text></paragraph> <paragraph id="id5faae113e2b141d68d95df00001717c6"><enum>(4)</enum><header>Federal share</header><text>Notwithstanding any provision of law limiting the Federal share in other Federal grant programs described in paragraph (3), amounts appropriated to carry out this section may be used to increase the Federal share to the maximum percentage cost of a grant authorized by paragraph (2).</text></paragraph></subsection>
<subsection id="id5f76b3dc6bed4022b133086d85737787"><enum>(c)</enum><header>Construction and equipment grants</header>
<paragraph id="ide99c6a3fa6534f74a61f5ca99a9d9081"><enum>(1)</enum><header>Additional uses for construction grants</header><text>Grants under this section for construction may also be used for—</text> <subparagraph id="idf74b5da21a5f43bc99e5ef6ab00a086c"><enum>(A)</enum><text>the acquisition of privately owned facilities—</text>
<clause id="ida26e60d133ea47108a8b1ae858e09079"><enum>(i)</enum><text>not operated for profit; or</text></clause> <clause id="idc42a7fd6f9e04c529fe5d618800a1168"><enum>(ii)</enum><text>previously operated for profit if the NBRC finds that health services would not otherwise be provided in the area served by the facility if the acquisition is not made; and</text></clause></subparagraph>
<subparagraph id="id7f2059f4488f465d9dbfc92b4fe6a631"><enum>(B)</enum><text>initial equipment.</text></subparagraph></paragraph> <paragraph id="ide23ca8a963ec43f3ad3db5ba0db7f9b2"><enum>(2)</enum><header>Standards for making grants</header><text>Grants under this section for construction shall be made in accordance with section 15501 and shall not be incompatible with the applicable provisions of title VI of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/291">42 U.S.C. 291 et seq.</external-xref>), the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/42/15001">42 U.S.C. 15001 et seq.</external-xref>), and other laws authorizing grants for the construction of health-related facilities, without regard to any provisions in those laws relating to appropriation authorization ceilings or to allotments among the States.</text></paragraph>
<paragraph id="id5f977a8f66194370bd35b4fa7bf02b15"><enum>(3)</enum><header>Maximum NBRC contributions</header><text>The maximum NBRC contributions for a grant for the construction or equipment of any component of a demonstration health project shall be made in accordance with section 15501(d).</text></paragraph> <paragraph id="ida68cd37da34f49bfa27a135901be683e"><enum>(4)</enum><header>Sources of assistance</header><text>The NBRC contribution may be provided entirely from amounts authorized under this section or in combination with amounts provided under other Federal grant programs for the construction or equipment of health-related facilities.</text></paragraph>
<paragraph id="idaf35031e37bb4b7f856e8d5520183607"><enum>(5)</enum><header>Federal share</header><text>Notwithstanding any provision of law limiting the Federal share in other Federal grant programs described in paragraph (4), amounts authorized under this section may be used to increase Federal grants for component facilities of a demonstration health project to a maximum of 80 percent of the cost of the facilities.</text></paragraph></subsection> <subsection id="id40471d887ade489498cd405e6d5ae102"><enum>(d)</enum><header>Operation grants</header> <paragraph id="id2826a91923214a019dffdbd0d3d60806"><enum>(1)</enum><header>Standards for making grants</header><text>A grant for the operation of a demonstration health project shall not be made unless the facility is publicly owned, or owned by a public or private nonprofit organization, and is not operated for profit.</text></paragraph>
<paragraph id="id3576c34a1ec6444ba0a602e4c9b4e8bb"><enum>(2)</enum><header>Maximum NBRC contributions</header><text>Grants under this section for the operation (including initial operating amounts and operating deficits, including the cost of attracting, training, and retaining qualified personnel) of a demonstration health project, whether or not constructed with amounts authorized to be appropriated by this section, shall be made in accordance with section 15501(d).</text></paragraph> <paragraph id="id85c290f9386f4bc1b1fa7a7f6a33b6d4"><enum>(3)</enum><header>Sources of assistance</header><text>The NBRC contribution may be provided entirely from amounts appropriated to carry out this section or in combination with amounts provided under other Federal grant programs for the operation of health related facilities and the provision of health and child development services, including parts A and B of title IV and title XX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601 et seq.</external-xref>, 620 et seq., 1397 et seq.).</text></paragraph>
<paragraph id="idc6b4ea23911a436daa0d0f2878121ba1"><enum>(4)</enum><header>Federal share</header><text>Notwithstanding any provision of law limiting the Federal share in those other programs, amounts appropriated to carry out this section may be used to increase Federal grants for operating components of a demonstration health project to the maximum percentage cost of a grant authorized by this subsection.</text></paragraph> <paragraph id="id09a4fbf3788340778f5c46f487d2691a"><enum>(5)</enum><header>State deemed to meet requirement of providing assistance or services on statewide basis</header><text>Notwithstanding any provision of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/301">42 U.S.C. 301 et seq.</external-xref>) requiring assistance or services on a statewide basis, a State providing assistance or services under a Federal grant program described in paragraph (3) in any area of the region approved by the NBRC is deemed to be meeting that requirement.</text></paragraph></subsection>
<subsection id="idA07412238A1446C1B31F28BF72F4A006"><enum>(e)</enum><header>Emphasis on programs To address substance use disorders</header><text>To provide for the further development of the human resources of the Northern Forest region, grants under this section shall give special emphasis to projects and activities to address substance use disorders, including opioid and methamphetamine use, in the Northern Forest region, including projects and activities—</text> <paragraph id="idb1ea80bfcdd144f297e6b023c555d01c"><enum>(1)</enum><text>to increase access to and disseminate information on the availability of substance use disorder treatment programs;</text></paragraph>
<paragraph id="id8DEB7CC415A641E2BABC7C440AC7A843"><enum>(2)</enum><text>to strengthen the substance use disorder workforce operating in the Northern Forest region, including programs to attract and retain relevant health care services, businesses, and staff;</text></paragraph> <paragraph id="id0FAB6AB3E88E454E8F6EDDA70E432250"><enum>(3)</enum><text>to facilitate the sharing of best practices among States, counties, and other experts in the Northern Forest region with respect to reducing substance use disorders;</text></paragraph>
<paragraph id="idd5db7a3f55234b19a49f9cbe4456cc34"><enum>(4)</enum><text>to initiate or expand programs designed to eliminate or reduce the harm to the workforce and economic growth of the region that results from that abuse; and</text></paragraph> <paragraph id="ided8938fad2fb4c239b17b611f0895d63"><enum>(5)</enum><text>to develop relevant infrastructure, including broadband infrastructure that supports the use of telemedicine.</text></paragraph></subsection></section></chapter><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="idE9F134B796434C9581A2C1E53E85C5F7"><enum>(b)</enum><header>Repeal</header><text>Section 6304(c) of the Agriculture Improvement Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/40/15501">40 U.S.C. 15501</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/115/334">Public Law 115–334</external-xref>) is repealed.</text></subsection> <subsection id="id07D38CFA3B3842B29A59038027339262"><enum>(c)</enum><header>Clerical amendment</header><text>The table of sections for subtitle V of title 40, United States Code, is amended by inserting after the item relating to chapter 157 the following:</text>
