<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 3601</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220208" legis-day="20220203">February 8 (legislative day, February 3), 2022</action-date><action-desc><sponsor name-id="S386">Ms. Duckworth</sponsor> (for herself and <cosponsor name-id="S384">Mr. Tillis</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Administrator of the Federal Emergency Management Agency to include breast pumps and other lactation supplies and equipment in disaster relief and emergency response.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Delivering Essentials to Mothers Amid Natural Disasters Act of 2022</short-title></quote> or the <quote><short-title>DEMAND Act of 2022</short-title></quote>.</text></section><section id="id3E30A5AD16F14209A2B3604173BC158D"><enum>2.</enum><header>Lactation support provider defined</header><text display-inline="no-display-inline">In this Act, the term <term>lactation support provider</term>—</text><paragraph id="idC6B719EE64D34F98AA8AC79639FFE6D8"><enum>(1)</enum><text display-inline="yes-display-inline">means an individual who is a breastfeeding and lactation educator or counselor, without regard to the type of license or certification the individual holds, if any; and</text></paragraph><paragraph id="id2B8D4B6432D64313B06C61F7089CBEAA"><enum>(2)</enum><text display-inline="yes-display-inline">includes—</text><subparagraph id="id9E8A02D184F34145ABE02D16DBD99763"><enum>(A)</enum><text>a lactation consultant;</text></subparagraph><subparagraph id="id0BF5109FF5EB4B258FED003C3573A822"><enum>(B)</enum><text>a breastfeeding counselor;</text></subparagraph><subparagraph id="id39A500629D994C2F9DF4E5483BD7449C"><enum>(C)</enum><text>a breastfeeding peer counselor; and</text></subparagraph><subparagraph id="idFAE465A30DE8487AA1F72312CAEA0AA4"><enum>(D)</enum><text>a lactation educator.</text></subparagraph></paragraph></section><section id="idB9F148C905B544B49CBCDFABAB77CF7A"><enum>3.</enum><header>Breastfeeding supplies and support services</header><text display-inline="no-display-inline">Not later than 90 days after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency, in consultation with the head of the Federal Interagency Breastfeeding Workgroup, shall designate the following items as items for which individuals and households may receive financial assistance under section 408(e) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5174">42 U.S.C. 5174(e)</external-xref>):</text><paragraph id="idA84CD2DCE822420597BE7A4E966DC927"><enum>(1)</enum><text>Breast pumps.</text></paragraph><paragraph id="idA9134BA1FC854E53AFD8216BA5E7F6BA"><enum>(2)</enum><text>Other lactation supplies appropriate for use in an emergency setting.</text></paragraph><paragraph id="id3B5F0B49AAE54B50A29F53B330067BFA"><enum>(3)</enum><text>Other equipment necessary to support the safe use of breast pumps.</text></paragraph><paragraph id="idBBC5547C7E9E4A338CD658DA98D781D3"><enum>(4)</enum><text>Services of lactation support providers.</text></paragraph></section></legis-body></bill>
