<section id="id5F21D12F41B847308FE01ECE1A76E8EA"><enum>2.</enum><header>Task force on developing a 21st century surface transportation workforce</header>
<subsection id="HC54BAB4DDA944D319E047F9994F2DF1F"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="id63E9906F1C4747908011CF30284528E4"><enum>(1)</enum><header>Apprenticeship-readiness program</header><text>The term <term>apprenticeship-readiness program</term> means a program or set of strategies that—</text>
<subparagraph id="idFE875BE8C8124FDDB61AE9107A840E8A"><enum>(A)</enum><text>is designed to prepare individuals to enter and succeed in a registered apprenticeship;</text></subparagraph> <subparagraph id="idEF8814D811674FEEAF1AB38CD55CFF65"><enum>(B)</enum><text>is carried out by a local educational agency (as defined in section 101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)), a State educational agency (as defined in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)), a local workforce development board established under section 107 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3122">29 U.S.C. 3122</external-xref>), a State workforce development board, or a labor organization that has a documented partnership with not less than 1 sponsor of a registered apprenticeship;</text></subparagraph>
<subparagraph id="idC70ECE99CAED486498AE456C7FD63119"><enum>(C)</enum><text>includes a training program—</text> <clause id="id80C5470CF78A4CCB95691E6E01FAE805"><enum>(i)</enum><text>that has a curriculum that is in accordance with industry standards and reviewed and approved annually by sponsors of the registered apprenticeships within the documented partnership, that will prepare individuals by teaching the skills and competencies needed to enter 1 or more registered apprenticeships; and</text></clause>
<clause id="id51C8D67167A14DF5929A014661996809"><enum>(ii)</enum><text>that provides hands-on training and theoretical education to individuals that—</text> <subclause id="idF5C8B29201B34F08A293717714DC072C"><enum>(I)</enum><text>accurately simulate the industry and occupational conditions of the registered apprenticeship program described in subparagraph (B); and</text></subclause>
<subclause id="id696CB4F0331348B092513F293352921F"><enum>(II)</enum><text>is carried out in a manner that—</text> <item id="idB64E731134C94A8C828F6DF95B69FFF4"><enum>(aa)</enum><text>includes proper observation of supervision and safety protocols; and</text></item>
<item id="id9DFA464B3EDF4A2F89937A11E82B4791"><enum>(bb)</enum><text>does not displace a paid employee; and</text></item></subclause></clause></subparagraph> <subparagraph id="id29C1EF9C902444B1A1D0D819C1AD9122"><enum>(D)</enum><text>is encompassed in a formal agreement between a sponsor of a registered apprenticeship and an individual that—</text>
<clause id="idCECE53863168464C8F772A15F854DF40"><enum>(i)</enum><text>will enable an individual who successfully completes the apprenticeship-readiness program to enter directly into the registered apprenticeship, if a place in the program is available; and </text></clause> <clause id="id2A52BFDBF094492699C59F613723566A"><enum>(ii)</enum><text>includes agreements with respect to earning credit recognized by an institution of higher education for skills and competencies acquired during the program.</text></clause></subparagraph></paragraph>
<paragraph commented="no" id="idA0895A9A14844FF4BDD04BA1DB4E9BC1"><enum>(2)</enum><header>Department</header><text>The term <term>Department</term> means the Department of Transportation.</text></paragraph> <paragraph commented="no" id="id61BF4560F3484893955AD023D5F8FE42"><enum>(3)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text></paragraph>
<paragraph id="idA62BC7F1E41F4D9FAD4D552C78DA606A"><enum>(4)</enum><header>Intelligent transportation technology</header><text>The term <term>intelligent transportation technology</term> means an operational system of various technologies that, when combined and managed, improve the operating capabilities of the overall transportation system. </text></paragraph> <paragraph id="H452A4972780E401D90125DC83080168C" commented="no"><enum>(5)</enum><header>Registered apprenticeship</header><text display-inline="yes-display-inline">The term <term>registered apprenticeship</term> means an apprenticeship program registered under the Act of August 16, 1937 (<external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50</external-xref> et seq.) (commonly known as the <quote>National Apprenticeship Act</quote>), that satisfies the requirements of parts 29 and 30 of title 29, Code of Federal Regulations (as in effect on January 1, 2020).</text></paragraph>
<paragraph commented="no" id="id0528112686684A26B9D511011C278175"><enum>(6)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Transportation.</text></paragraph> <paragraph commented="no" id="id5231FBC57B2344929FB6FA75CCACF032"><enum>(7)</enum><header>State workforce development board</header><text>The term <term>State workforce development board</term> means a State workforce development board established under section 101 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3111">29 U.S.C. 3111</external-xref>). </text></paragraph>
<paragraph commented="no" id="id26CE23A30D244CA8B4455ADFCC713396"><enum>(8)</enum><header>Task Force</header><text>The term <term>Task Force</term> means the task force established under subsection (b).</text></paragraph> <paragraph commented="no" id="id18C40D137F2B49C4946336F2FA928E46"><enum>(9)</enum><header>Underrepresented individual</header><text>The term <term>underrepresented individual</term> means—</text>
<subparagraph id="idDE588DBE15244B2B856E8C9B344C3E32"><enum>(A)</enum><text>an individual who belongs to a special population (as defined in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>));</text></subparagraph> <subparagraph id="idA149065FED4749B6938B4E04A1AEA3A7"><enum>(B)</enum><text>an individual with a barrier to employment (as defined in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>)); or</text></subparagraph>
<subparagraph id="id47784DC262084777A6BCAEBD90A0D6F2"><enum>(C)</enum><text>an individual otherwise determined by the Secretary to be underrepresented in the transportation workforce.</text></subparagraph></paragraph> <paragraph commented="no" id="id3F5BEB4607304BA9BAB52599D5D837A3"><enum>(10)</enum><header>Work-based learning</header><text>The term <term>work-based learning</term> has the meaning given the term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>).</text></paragraph></subsection>
<subsection id="id934811F3D8EC45FC9CC2D28F4ACDCF4C"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary shall establish a task force on developing a 21st century surface transportation workforce.</text></subsection> <subsection id="HE5109E4918414FC99F000811779699C4"><enum>(c)</enum><header>Duties of Task Force</header><text display-inline="yes-display-inline">Not later than 1 year after the establishment of the Task Force under subsection (b), the Task Force shall develop and submit to the Secretary recommendations and strategies for the Department, including—</text>
<paragraph id="id08726e87d3f04148b24c910063c27960"><enum>(1)</enum><text>an evaluation of the current and future state of the surface transportation workforce, including projected job needs in the surface transportation sector;</text></paragraph> <paragraph id="idf8d8be54181d410ebfc32245fa043ff8"><enum>(2)</enum><text>an identification of factors influencing individuals pursuing careers in surface transportation, including barriers to attracting individuals into the surface transportation workforce;</text></paragraph>
<paragraph id="id404c5da2230a4121978f2a61d159ea61"><enum>(3)</enum><text>how to address barriers to retaining individuals in surface transportation careers;</text></paragraph> <paragraph id="iddc6bd4b2651545dabc1438f3b1c3a5cb"><enum>(4)</enum><text>an identification of, and how to address, potential impacts of emerging technologies, including intelligent transportation technologies, on the surface transportation workforce;</text></paragraph>
<paragraph id="id0c4c425766464f16a082e822ae375a12"><enum>(5)</enum><text>how to increase access for vulnerable or underrepresented individuals, especially women and minorities, to in-demand surface transportation careers;</text></paragraph> <paragraph id="idade5455e7dce4094b321448e19d5c137"><enum>(6)</enum><text>how to facilitate and encourage elementary, secondary, and post-secondary students in the United States to pursue careers in the surface transportation sector; and</text></paragraph>
<paragraph id="idb96d586911944f17ad976d3777881019"><enum>(7)</enum><text>an identification of ways to develop pathways for students and individuals to secure a position in an apprenticeship-readiness program, a registered apprenticeship, and other work-based learning opportunities in the surface transportation sector of the United States.</text></paragraph></subsection> <subsection id="idB7E2B9A54D9B4675BC4FDFC9041BDD16"><enum>(d)</enum><header>Consideration</header><text>In developing recommendations and strategies pursuant to subsection (c), the Task Force shall—</text>
<paragraph id="id7d201a340f2247f1a6ac7a5bf0a303a3"><enum>(1)</enum><text>identify factors, including potential stigmas or misperceptions, that influence whether young individuals pursue careers in surface transportation, especially traditionally underrepresented individuals, including women and minorities;</text></paragraph> <paragraph id="id92C168002E29420888AAC44DC63000A4"><enum>(2)</enum><text>consider how to address the potential stigmas or misperceptions described in paragraph (1) that are affecting the workforce pool of underrepresented individuals in the surface transportation sector;</text></paragraph>
<paragraph id="idf352fd2a847b4022be1955517eb296c9"><enum>(3)</enum><text>consider how the Department, businesses, industry, labor, educators, and other stakeholders can coordinate efforts to support qualified individuals in pursuing careers in the surface transportation sector;</text></paragraph> <paragraph id="ida02ef5efb96d46159a1b699dd1f82403"><enum>(4)</enum><text>identify methods of enhancing surface transportation apprenticeship-readiness programs and registered apprenticeships, job skills training, mentorships, education, and outreach programs that are exclusive to young individuals in the United States;</text></paragraph>
<paragraph id="id1698CBE5A030462489836978C24F692B"><enum>(5)</enum><text>identify methods to expand the expertise of the surface transportation workforce in skills in various types of intelligent transportation technologies, components, infrastructure, and equipment;</text></paragraph> <paragraph id="id1c33374f6f1f46ae9c1e4950f565d09f"><enum>(6)</enum><text>identify potential sources of funding, including grants and scholarships, that may be used to support young and other qualified individuals in pursuing careers in the surface transportation sector; and</text></paragraph>
<paragraph id="idB536C76695BC4BE89A11B23956B22007"><enum>(7)</enum><text>ensure geographically diverse perspectives and solutions.</text></paragraph></subsection> <subsection id="id5045A1B2C7E744F7888F300D73C0F5CF"><enum>(e)</enum><header>Consultation</header><text>In developing recommendations and strategies pursuant to subsection (c), the Task Force shall consult with—</text>
<paragraph id="idF256F39AD5F249A0949AA6C02B0B2F26"><enum>(1)</enum><text>local educational agencies and institutions of higher education, including community colleges and vocational schools;</text></paragraph> <paragraph id="id61677AFACBDF46A89C7398234D2EC446"><enum>(2)</enum><text>State workforce development boards;</text></paragraph>
<paragraph id="id0FA0C34461994A47883EBA4AB1D0696E"><enum>(3)</enum><text>local registered apprenticeships; and</text></paragraph> <paragraph id="idA050B0C0872A4F669AD35072597B12C1"><enum>(4)</enum><text>surface transportation sector-related employers and planners.</text></paragraph></subsection>
<subsection id="id56B099FE41274C1988E7512825D5BE53"><enum>(f)</enum><header>Membership</header>
<paragraph id="id33D8DD1360374241B40FAFC6A014E208"><enum>(1)</enum><header>In general</header><text>The Task Force shall be composed of members, as appointed by the Secretary under paragraph (2), who come from diverse backgrounds and geographical regions and have the required expertise that will allow the members to contribute balanced viewpoints that will enable the Task Force to develop the recommendations and strategies required under subsection (c).</text></paragraph> <paragraph id="id173F83D5EA334C7783F8AA7648BAF840"><enum>(2)</enum><header>Appointment</header><text>The Task Force shall be composed of members appointed by the Secretary, including representatives of—</text>
<subparagraph id="id6027A7FBB5854B3DB3EFB54536F6050A"><enum>(A)</enum><text>industries in the surface transportation sector;</text></subparagraph> <subparagraph id="id1812543A2670482E8FB6C207FE448617"><enum>(B)</enum><text>labor organizations in the surface transportation sector;</text></subparagraph>
<subparagraph id="id7E79D6482D404992B8F43233A7EBEC6F"><enum>(C)</enum><text>institutions of higher education; and</text></subparagraph> <subparagraph id="id111083A8DD984BA68339553FEBE41508"><enum>(D)</enum><text>other experts and stakeholders in the surface transportation sector that the Secretary determines appropriate, including the consideration of geographical diversity and regional perspectives.</text></subparagraph></paragraph>
<paragraph id="id5EEF1ADEE4604201B06291B03A7EF71A"><enum>(3)</enum><header>Terms</header><text>Each member shall be appointed for the life of the Task Force.</text></paragraph> <paragraph id="id6185096401AF490F83FF7BEC68945202"><enum>(4)</enum><header>Compensation</header><text>Each member shall serve on the Task Force without compensation.</text></paragraph></subsection>
<subsection id="idC200F6376E5F4BABA71EA278F2A10538"><enum>(g)</enum><header>Report</header><text>Not later than 60 days after the submission of the recommendations and strategies to the Secretary required under subsection (c), and annually thereafter until September 30, 2024, the Secretary shall submit to the Committees on Environment and Public Works, Commerce, Science, and Transportation, Banking, Housing, and Urban Affairs, and Appropriations of the Senate and the Committees on Transportation and Infrastructure and Appropriations of the House of Representatives a report that includes the recommendations and strategies.</text></subsection> <subsection id="id066ABCFF22194077B313E6A3B8792128" commented="no" display-inline="no-display-inline"><enum>(h)</enum><header>Termination</header><text>The Task Force shall terminate on the date on which the Secretary submits the last report required under subsection (g).</text></subsection></section>
<section id="id9A651D3F522E4240A35B95DEA4CBA30E"><enum>3.</enum><header>Definitions for transportation training and education programs</header>
<subsection id="idE2C1FE15AA074EF2828C1AFBC169380F"><enum>(a)</enum><header>Training and education programs definitions</header><text>Section 504 of title 23, United States Code, is amended—</text> <paragraph id="id61767FCC491242B295B2CFF4FF6A019F"><enum>(1)</enum><text>by redesignating subsections (a) through (h) as subsections (b) through (i), respectively; and</text></paragraph>
<paragraph id="id1ED493756345468790BF48CF8156B99F"><enum>(2)</enum><text>by inserting before subsection (b) (as so redesignated) the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id287E0EBD30E942E3924C186C09DFDC70"> <subsection id="id73D52B6B8B844E8D9CAE57AA4E3C50DD"><enum>(a)</enum><header>Definitions</header><text>In this section:</text>
<paragraph id="id0F593897E5E2492B88857F4E80BBF145"><enum>(1)</enum><header>Apprenticeship-readiness program</header><text>The term <term>apprenticeship-readiness program</term> means a program or set of strategies that—</text> <subparagraph id="idD32F0923AA0D4E49B1DF93DAC7CAAD4B"><enum>(A)</enum><text>is designed to prepare individuals to enter and succeed in a registered apprenticeship;</text></subparagraph>
<subparagraph id="id0C2013ED14ED4621B7FBCA6F079FCD00"><enum>(B)</enum><text>is carried out by a local educational agency, a State educational agency, a local workforce development board, a State workforce development board, or a labor organization that has a documented partnership with not less than 1 sponsor of a registered apprenticeship;</text></subparagraph> <subparagraph id="id1F6D1953E99C4B60AA4BE2ECC8789A46"><enum>(C)</enum><text>includes a training program—</text>
<clause id="idD59B46198EBC4C3E9E5C5A13D4320668"><enum>(i)</enum><text>that has a curriculum that is in accordance with industry standards and reviewed and approved annually by sponsors of the registered apprenticeships within the documented partnership, that will prepare individuals by teaching the skills and competencies needed to enter 1 or more registered apprenticeships; and</text></clause> <clause id="id4DFF3F93DFA148D5AA7595D199F0555B"><enum>(ii)</enum><text>that provides hands-on training and theoretical education to individuals that—</text>
<subclause id="id5AD52A94EAE248A38381E689AD87D739"><enum>(I)</enum><text>accurately simulate the industry and occupational conditions of the registered apprenticeship program described in subparagraph (B); and</text></subclause> <subclause id="idECEDB50DEC6047CFA265173672D898AB"><enum>(II)</enum><text>is carried out in a manner that—</text>
<item id="idC3DE883F67EF411C91CE0ABAF259EC52"><enum>(aa)</enum><text>includes proper observation of supervision and safety protocols; and</text></item> <item id="idDE18D41032ED4B60A72DED597D055B51"><enum>(bb)</enum><text>does not displace a paid employee; and</text></item></subclause></clause></subparagraph>
<subparagraph id="idE743B0B41B7A487996AD693E8DCCE9EC"><enum>(D)</enum><text>is encompassed in a formal agreement between a sponsor of a registered apprenticeship and an individual that—</text> <clause id="id566CCC6F56514328BDDCFD15BFC7BF30"><enum>(i)</enum><text>will enable an individual who successfully completes the apprenticeship-readiness program to enter directly into the registered apprenticeship, if a place in the program is available; and </text></clause>
<clause id="id31E6371D2F3249A7A5ECDF6F1BC41B5B" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text>includes agreements with respect to earning credit recognized by an institution of higher education for skills and competencies acquired during the program.</text></clause></subparagraph></paragraph> <paragraph id="idE53779ACE1CC4EB58B2A01C79FD89791"><enum>(2)</enum><header>Career and technical education</header><text>The term <term>career and technical education</term> has the meaning given the term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>).</text></paragraph>
<paragraph id="idAF422B9A013F4C80ABCFD198CD99E109"><enum>(3)</enum><header>Career pathway</header><text display-inline="yes-display-inline">The term <term>career pathway</term> has the meaning given the term in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph> <paragraph id="idAF346A8210044ECE81BC9BD7EDF6668F"><enum>(4)</enum><header>Dual or concurrent enrollment program</header><text>The term <term>dual or concurrent enrollment program</term> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph>
<paragraph id="idA1E7CE974F974B31AD755FC933DB961B"><enum>(5)</enum><header>Eligible agency</header><text>The term <term>eligible agency</term> has the meaning given the term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>).</text></paragraph> <paragraph id="id77B338A7EAF34CAFBD6C94ECFF366B2D"><enum>(6)</enum><header>Industry or sector partnership</header><text>The term <term>industry or sector partnership</term> has the meaning given the term in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph>

<paragraph id="id030AA73EDA29486E943559FBE1A19A87"><enum>(19)</enum><header>Transportation sector</header><text>The term <term>transportation sector</term> means an industry sector that is involved in construction, manufacturing, maintenance, operation, inspection, logistics, design, or engineering with respect to transportation equipment, materials, technologies, or infrastructure relating to surface, transit, railway, aviation, and maritime transportation.</text></paragraph> <paragraph id="id4BF3112132E84A0893EC62D8C33311F0"><enum>(20)</enum><header>Underrepresented individual</header><text>The term <term>underrepresented individual</term> means—</text>
<subparagraph id="idF89DA09FE75345EB8A78D891A07B52F1"><enum>(A)</enum><text>an individual who belongs to a special population;</text></subparagraph> <subparagraph id="idE55D5DAAB6E041D2ADB2DFFB9A35E830"><enum>(B)</enum><text>an individual with a barrier to employment (as defined in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/20/2302">20 U.S.C. 2302</external-xref>)); or</text></subparagraph>

<section id="id635CFC1C4CB348248EE5CE8CA9E38CB7"><enum>4.</enum><header>Transportation education and training program</header>
<subsection id="idB30AE3AA769943779E49DCEA0E8C9559"><enum/><text>Section 504 of title 23, United States Code, is amended by striking subsection (g) (as redesignated by section 3(a)(1)) and inserting the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="idA0520AE7C32645B9821191D85659CEB5"> <subsection id="id0289565A3A3D4B4A8D047A301880DE4A"><enum>(g)</enum><header>Transportation Education and Training Program</header> <paragraph id="idA8903235BF1645E884C3E4D14A7C6884"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary, in consultation with the Secretary of Education and the Secretary of Labor, shall establish a program to provide grants to support transportation sector education and workforce development projects (referred to in this section as the <quote>program</quote>).</text></paragraph>
<paragraph id="H3133ECA0357449818B80F588E1A00CBC" commented="no"><enum>(2)</enum><header>Grant authority</header><text>In carrying out the program, the Secretary may award a grant on a competitive basis in accordance with this subsection. </text></paragraph> <paragraph id="H70109F80D9F84808B0C02B6E706B3B08" commented="no"><enum>(3)</enum><header>Eligible recipients</header> <subparagraph id="H492DACE76AFE4DAD87055D67B6C3F829" commented="no"><enum>(A)</enum><header>In general</header><text>The Secretary may award a grant under the program to any partnership that includes, at a minimum, the following entities:</text>
<clause id="H3505F6E4B88043FDA480C74CAFD011A5" commented="no"><enum>(i)</enum><text>An institution of higher education.</text></clause> <clause id="HCFF1B9E559334A46AB15D100582FFE55" commented="no"><enum>(ii)</enum><text>A State department of transportation.</text></clause>
<clause commented="no" id="id4E9FE6A83BE24808B67471EFBAE1D1A2"><enum>(iii)</enum><text>A metropolitan planning organization.</text></clause> <clause id="H33C97BF8F14F43B08F1279AF1FD251D3" commented="no"><enum>(iv)</enum><text>Not less than 2 transportation sector employers.</text></clause></subparagraph>
<subparagraph id="HD325D4616B2741D899CDF9E269324EE9" commented="no"><enum>(B)</enum><header>Labor and joint labor-management organizations</header><text display-inline="yes-display-inline">A partnership eligible for a grant under the program may include a labor or joint labor-management organization.</text></subparagraph></paragraph> <paragraph id="HAB0A68FFB8EE4F9B80624A94A663146B"><enum>(4)</enum><header>Eligible projects</header> <subparagraph id="H45674A0047124D6896E6AA0423F6E605"><enum>(A)</enum><header>In general</header><text>Except as provided in subparagraph (B), grant funds awarded under the program may only be used to assist a project that includes not less than 2 of the following activities:</text>
<clause id="HD134BD856B264A6BA7E8B699231E502F"><enum>(i)</enum><text display-inline="yes-display-inline">Developing, implementing, and assessing innovative programs of study with respect to a transportation sector.</text></clause> <clause id="HE085A2C793FF44628B26049B5B1AF567"><enum>(ii)</enum><text display-inline="yes-display-inline">Training educators to teach secondary or postsecondary career and technical education courses with respect to a transportation sector.</text></clause>
<clause id="H4589AB7D6BB74781A6C4567684C6D1ED"><enum>(iii)</enum><text display-inline="yes-display-inline">Increasing career recruitment and outreach to youth, including through career counseling and career exploration opportunities, to encourage participation in transportation sectors.</text></clause> <clause id="H54DDF5428EE049129CF3D92C57D44EAD"><enum>(iv)</enum><text display-inline="yes-display-inline">Developing on-the-job training and work-based learning opportunities, including apprenticeship-readiness programs and registered apprenticeships, with respect to a transportation sector.</text></clause>
<clause id="H101EEB5086CA455894985124E8838A3B"><enum>(v)</enum><text display-inline="yes-display-inline">Increasing participation of underrepresented individuals, including women, in the transportation workforce.</text></clause> <clause id="H7AFFD719D98C4D7CAACA8E381D7285DB"><enum>(vi)</enum><text>Any other activity the Secretary determines appropriate for education or workforce development in a transportation sector.</text></clause></subparagraph>
<subparagraph id="HB04D80D59BED43E5990F425921CDC66C" commented="no"><enum>(B)</enum><header>Exception</header><text display-inline="yes-display-inline">If a project is in the construction or maintenance sector, grant funds awarded under the program may only be used to develop apprenticeship-readiness programs that prepare individuals for acceptance into registered apprenticeships in that sector.</text></subparagraph></paragraph> <paragraph id="H1484D78DC66F4F11AADB9C2DA42661B5"><enum>(5)</enum><header>Applications</header> <subparagraph id="idB6CF19FC67724D65AC5439B29A5C4CC4"><enum>(A)</enum><header>In general</header><text>To be eligible for a grant under the program, a partnership referred to in paragraph (3) shall submit to the Secretary an application in such form, at such time, and containing such information as the Secretary determines to be appropriate, which shall include, at a minimum, a description of—</text>
<clause id="H7524F5A665D64C68BF5C394F0A8D3635"><enum>(i)</enum><text>how the partnership will use grant funds to assist an eligible project;</text></clause> <clause id="HAE3644514ECB4A2ABED85514C0402B21"><enum>(ii)</enum><text>the roles and responsibilities of each partner in assisting the project;</text></clause>
<clause id="H0409289889EE43ED9C9FE1BFB50E21F8" commented="no"><enum>(iii)</enum><text display-inline="yes-display-inline">any prior experience or demonstrated success in workforce development of a partner;</text></clause> <clause id="H3A87624E9A4D4CE882BB9D1047A98FEB"><enum>(iv)</enum><text display-inline="yes-display-inline">the current and projected workforce shortages, if any, in the relevant transportation sector and how the project will address those shortages;</text></clause>
<clause id="HEB73EC9051B5476CA80F1A9F7FAB7246"><enum>(v)</enum><text>any promotion of the increased participation of underrepresented individuals, including women, in the transportation workforce that the project will provide;</text></clause> <clause id="H84BDC5FB233C43518CB6C2B29DF2BA6B"><enum>(vi)</enum><text display-inline="yes-display-inline">any recognized postsecondary credentials that participants in the project will be prepared for;</text></clause>
<clause id="H7759572D85E6472AA9D4B4C3D33A1EBE"><enum>(vii)</enum><text display-inline="yes-display-inline">any registered apprenticeships, apprenticeship-readiness programs, or other on-the-job training or work-based learning opportunities the project will provide; and</text></clause> <clause id="id10D2379837124E3D9A19182FB84022D0"><enum>(viii)</enum><text>how the project will develop the skills of individuals in various types of intelligent transportation technologies and components, infrastructure, and equipment related to those technologies.</text></clause></subparagraph>
<subparagraph id="idC70F1E7B5A5F4000930348951D183D85"><enum>(B)</enum><header>Priority</header><text>In selecting partnerships referred to in paragraph (3) to receive a grant under the program, the Secretary shall give priority to a partnership that includes a labor or joint labor-management organization. </text></subparagraph></paragraph> <paragraph id="H82B883F43EC3480FACCD1CA38E8E1320"><enum>(6)</enum><header>Considerations</header><text>In making a grant under the program, the Secretary shall consider—</text>
<subparagraph id="HCB5FDCF028704F6CA1961428EA8ACCC3"><enum>(A)</enum><text>geographical diversity;</text></subparagraph> <subparagraph id="H2B8B72DFAF0442D5A660738BEFC5EF53"><enum>(B)</enum><text>the degree to which an eligible project may address current or projected transportation workforce shortages; </text></subparagraph>
<subparagraph id="idB586F4CAB6F3476ABED4F9D8B76016DE"><enum>(C)</enum><text>how the project will increase the skills of individuals in various types of intelligent transportation technologies, and components, infrastructure, and equipment related to those technologies; and</text></subparagraph> <subparagraph id="H60BC4A872D1C42ADB69637323CFBF966"><enum>(D)</enum><text display-inline="yes-display-inline">if applicable, the quality of any proposed on-the-job training or work-based learning opportunities to be provided.</text></subparagraph></paragraph>
<paragraph id="H3BD20AFB9D514A649BFE745B13D58CBF"><enum>(7)</enum><header>Limitations</header>
<subparagraph id="H4A4923EA140743CC8E336F4C67243399"><enum>(A)</enum><header>Maximum</header><text>The amount of a grant under this subsection may not exceed $300,000.</text></subparagraph> <subparagraph id="H7C7750FC16254420B721C5089AB9FDEB"><enum>(B)</enum><header>Federal share</header> <clause id="idA548DBE5C49D4D5FAF8B1B8BFEA21333"><enum>(i)</enum><header>In general</header><text>Except as provided in clause (ii), the Federal share of the cost of a project carried out with a grant under the program shall be 95 percent.</text></clause>
<clause id="id418CD200F00F4865A8E4E91310D65D6B"><enum>(ii)</enum><header>Multiple grants</header><text>After a recipient has received 2 grants under the program, the Federal share of the cost of a project carried out with a subsequent grant under the program shall be not more than 75 percent.</text></clause></subparagraph></paragraph> <paragraph id="HDF7F82747DF84388A38EA7F71059524E"><enum>(8)</enum><header>Report</header><text display-inline="yes-display-inline">A recipient of a grant under the program shall submit to the Secretary, at such time as the Secretary determines appropriate, a report that includes a description of—</text>
<subparagraph id="H42EC83531FB646589669ED7174BC9D17"><enum>(A)</enum><text display-inline="yes-display-inline">how the grant funds were used;</text></subparagraph> <subparagraph id="H88823A3C35EA4AAE90FF69CB04AD0E12" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">the education and employment outcomes for individuals participating in or benefitting from the project assisted with grant funds under the program (referred to in this subparagraph as the <quote>participants</quote>), disaggregated by special populations, which shall include at a minimum—</text>
<clause id="HCF6815CAA9EA4B6985B2710128E49AF6"><enum>(i)</enum><text>the percentage, and median earnings, of participants who are in unsubsidized employment by the date that is 90 days after exit from the project;</text></clause> <clause id="H904F9FC5ACB04595AE4131DB9C41F44F"><enum>(ii)</enum><text>the percentage of participants who are in unsubsidized employment by the date that is 180 days after exit from the project;</text></clause>
<clause id="HCBCD7DAC8A81421980ACF9820C451C28"><enum>(iii)</enum><text>the percentage of participants who obtain a recognized postsecondary credential, or a secondary school diploma or recognized equivalent during the project or not later than 1 year after exit from the project; and</text></clause> <clause id="HB4450BBD4105432BB12E8AD05FBD3586" commented="no"><enum>(iv)</enum><text>the percentage of participants who, during the project—</text>
<subclause id="H9E132EBFFBBC4E8EA9A4F06BDF4F765D" commented="no"><enum>(I)</enum><text>enrolled in an education or training program that leads to a recognized postsecondary credential or employment; and</text></subclause> <subclause id="H4D4793A47CD24A3ABCFF2040D280256A" commented="no"><enum>(II)</enum><text>developed skills necessary to receive such a credential or employment through such program, including those skills in various types of intelligent transportation technologies and components, infrastructure, and equipment related to those technologies; and</text></subclause></clause></subparagraph>
<subparagraph commented="no" id="id69F96437BC6B418B89CF81D66DE2DBDD"><enum>(C)</enum><text>the outreach efforts made to expand the awareness, engagement, and performance of the project for the students and workers in the geographical region.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> <section id="H5E9ED279769E40B1AAC16DCA9A807C74"><enum>5.</enum><header>Surface transportation workforce grants</header><text display-inline="no-display-inline"> Section 504(f)(1) of title 23, United States Code (as redesignated by section 3(a)(1)), is amended—</text>
<paragraph id="HC3BBBC756A1249E186E6ABFDE3146A58" commented="no"><enum>(1)</enum><text>in subparagraph (B), by inserting <quote>, including development of the skills necessary to utilize emerging technologies, such as intelligent transportation technologies</quote> after <quote>development</quote>;</text></paragraph> <paragraph id="HC1BDE3FC15AB451A8C9E0A3E4AB05426"><enum>(2)</enum><text>in subparagraph (F), by striking <quote>and</quote> at the end;</text></paragraph>
<paragraph id="H171CAF89D792443391921A391CF67894"><enum>(3)</enum><text>in subparagraph (G), by striking the period at the end and inserting a semicolon; and</text></paragraph> <paragraph id="H6032FBB89BC7470FAB22CC954D52F477"><enum>(4)</enum><text>by adding at the end the following:</text>

<subparagraph id="HB4527E3A5A9147DEBBFDD5D693AF1E13"><enum>(J)</enum><text display-inline="yes-display-inline">activities to increase the number of underrepresented individuals in the surface transportation workforce;</text></subparagraph> <subparagraph id="HCD747A4D318E4215BCB5828582FD97D7"><enum>(K)</enum><text display-inline="yes-display-inline">activities to update facilities and equipment used in career and technical education programs of study; and</text></subparagraph>
<subparagraph id="id8C3939066A1C47548AF93A504616D4A2"><enum>(L)</enum><text display-inline="yes-display-inline">training that increases the skills of individuals in various types of intelligent transportation technologies and components, infrastructure, and equipment related to those technologies.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="HCA0E874278C54236A12FAE90B5319D2F"><enum>6.</enum><header>Research and development strategic plan</header><text display-inline="no-display-inline">Section 6503 of title 49, United States Code, is amended—</text>

<subsection id="H2830A09E45A44100A5781772022367EA" commented="no"><enum>(f)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section: </text> <paragraph commented="no" id="id26C5674349954E4A88DD0B585DAD661F"><enum>(1)</enum><header>Intelligent transportation technology</header><text>The term <term>intelligent transportation technology</term> means an operational system of various technologies that, when combined and managed, improve the operating capabilities of the overall transportation system.</text></paragraph>
<paragraph commented="no" id="idA03CFCBB15E8471B934FDD0A23CC1CEF"><enum>(2)</enum><header>Transportation sector</header><text display-inline="yes-display-inline">The term <term>transportation sector</term> means an industry sector that is involved in construction, manufacturing, maintenance, operation, inspection, logistics, design, or engineering with respect to transportation equipment, materials, technologies, including intelligent transportation technologies, or infrastructure relating to surface, transit, railway, aviation, and maritime transportation.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="id95FBEBDD3F894CCCA3A72B66A8CB3C17"><enum>7.</enum><header>Transportation workforce scanning tour and national summit</header> <subsection id="id471730EDAF2D4E8FBEA15F1978431DE3"><enum>(a)</enum><header>Workforce development scanning tour</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary of Transportation, in coordination with the Task Force established under section 2 and the Intelligent Transportation Systems Joint Program Office of the Department of Transportation, shall conduct a national and international scanning tour of surface transportation agencies, including State and local departments of transportation, public transit agencies, rail agencies, and other similar entities, to identify critical future investment in workforce development, particularly investments related to enhancing the technology skills of the personnel that operate and maintain surface transportation systems, infrastructure, and vehicles.</text></subsection>
<subsection id="idCAAE52BC0CB145BB8D17C5441144BA26"><enum>(b)</enum><header>National summit on transportation workforce development</header><text>The Secretary of Transportation, in coordination with the Task Force established under section 2, shall jointly host a National Summit on Transportation Workforce Development—</text> <paragraph id="id50E1413203AD41FC859F6C04D9ADCA57"><enum>(1)</enum><text>to engage public and private stakeholders; and</text></paragraph>
<paragraph id="id505D785980CA4B38A664DF2DB2F402A3" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>to develop training and initiatives based on previous findings by the Intelligent Transportation Systems Joint Program Office of the Department of Transportation and the scanning tour under subsection (a). </text></paragraph></subsection></section> <section id="H20F458F296C74A5DBEF6371B1E2BCD17"><enum>8.</enum><header>Report on barriers to work in emerging transportation technologies</header> <subsection id="id0792800238BB411CB94F7A2D5EFBD5C1"><enum/><text>The Comptroller General of the United States shall conduct, and submit to Congress a report on the results of, a study that identifies issues relating to workforce development in intelligent transportation technologies and zero-emissions transportation technologies, including—</text>
<paragraph id="id5B3E4591E17B42388683CD0776128BD6"><enum>(1)</enum><text display-inline="yes-display-inline">any shortages of skilled employees in the fields of intelligent transportation technologies and zero-emissions transportation technologies;</text></paragraph> <paragraph id="id12BA23E4CF69437990D031865167BC29"><enum>(2)</enum><text>issues relating to the transition of workers from traditional vehicle manufacturing, operation, and maintenance to the intelligent and zero-emissions transportation workforce;</text></paragraph>
<paragraph id="id8F44AF56F38543839D00D8EC69342918"><enum>(3)</enum><text>issues relating to the transition of workers from traditional surface transportation installation, construction, manufacturing, operation, and maintenance to incorporation into the intelligent transportation workforce; and</text></paragraph> <paragraph id="id341FF717642E433DBA41AC4F3D3DC678"><enum>(4)</enum><text>examples of successful models of workforce development in the fields of intelligent transportation technologies and zero-emissions transportation technologies.</text></paragraph></subsection></section>
<section id="id31749C271544476281AA375A5E6A15A9"><enum>9.</enum><header>Centers of excellence in transportation workforce training</header>
<subsection id="id071E9BCFB767468D8187365B3F2906AE"><enum/><text>Section 504 of title 23, United States Code, is amended by adding after subsection (i) (as redesignated by section 3(a)(1)) the following:</text> <quoted-block id="id9913D1247D9B4D148522B90E524EBFB4" display-inline="no-display-inline" style="USC"> <subsection id="id7A30FE1B8AAC458DA2E5805A65593E38"><enum>(j)</enum><header>Centers of excellence in transportation workforce training</header> <paragraph id="idF59031EDFDA14618B8C2B0C5DBBA5D6E"><enum>(1)</enum><header>Designation</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this subsection, the Secretary, in consultation with the Secretary of Education and the Secretary of Labor, shall designate certain geographically diverse consortia of 2-year institutions of higher education as Community and Technical College Centers of Excellence in Transportation Workforce Training (referred to in this section as a <quote>Center of Excellence</quote>) in accordance with paragraph (2).</text></paragraph>
<paragraph id="HEFB508FF07CE41D08ED0B4A50E60A1BA"><enum>(2)</enum><header>Criteria for designation</header>
<subparagraph id="id152E0AAD7C604A42ABA129D30EB2C255"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall designate as a Center of Excellence under paragraph (1) a consortium the Secretary determines has a demonstrated ability—</text> <clause id="HA3CD882BF2AD4F42B9453EC15BEDB8E6"><enum>(i)</enum><text>to address education and training related to careers in transportation and manufacturing sectors; and</text></clause>
<clause id="H3B4D08B12C864BEBB5D5D08952BAF6BE"><enum>(ii)</enum><text>to carry out certain activities, including—</text> <subclause id="HBCC77D864A8447EB8AE8AE0003E326A2"><enum>(I)</enum><text display-inline="yes-display-inline">developing and implementing career pathways and programs of study that lead to recognized postsecondary credentials in transportation sectors;</text></subclause>
<subclause id="H204742F1E8D041458E096AB614939D66" commented="no"><enum>(II)</enum><text display-inline="yes-display-inline">providing on-the-job training or work-based learning opportunities in transportation sectors;</text></subclause> <subclause id="H2AB6DA2906614E7D90DF33F87327166B"><enum>(III)</enum><text display-inline="yes-display-inline">developing dual or concurrent enrollment programs to provide education and training opportunities to secondary school students;</text></subclause>
<subclause id="HC85DCD2993034915A7CD0337AF8B60CC"><enum>(IV)</enum><text display-inline="yes-display-inline">providing education and training for the development of a workforce skilled in various types of emerging technologies in transportation sectors, including intelligent transportation technologies and components, infrastructure, and equipment related to those technologies;</text></subclause> <subclause id="H912320E8D32E4A3881A7A67477B7CDF9" commented="no"><enum>(V)</enum><text display-inline="yes-display-inline">partnering with employers, labor organizations, local workforce development boards, State workforce development boards, State educational agencies, and eligible agencies to address education and training related to careers in transportation sectors;</text></subclause>
<subclause id="HD74CA797334344DCB845132D685BEA7E"><enum>(VI)</enum><text>providing greater opportunities to underrepresented individuals in the various careers within the transportation sector; and</text></subclause> <subclause id="id4FC8EBF8D81E4F2C8AD1946A56A70EF5"><enum>(VII)</enum><text>providing outreach and career counseling to increase participation in transportation sectors.</text></subclause></clause></subparagraph>
<subparagraph id="idE90EA7C38CD141A389618DFC75BE4E06"><enum>(B)</enum><header>Geographical diversity</header><text>To the extent practicable, in designating Centers of Excellence under paragraph (1), the Secretary shall select institutions of higher education that are geographically diverse.</text></subparagraph></paragraph> <paragraph id="HFD11ABFD1ADD4962A806D705FEA4F345"><enum>(3)</enum><header>Collaboration</header><text display-inline="yes-display-inline">To address education and training related to careers in transportation sectors, a Center of Excellence may seek to collaborate with an institution receiving a grants under section 5505 of title 49.</text></paragraph>
<paragraph id="HC79220B874FB433D872DC473639F7C6A" commented="no"><enum>(4)</enum><header>Grants to centers of excellence</header>
<subparagraph id="H075ADB97993A4D11B39B57FAF97D25EC"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish a program (in this subsection referred to as the <quote>Program</quote>) to award grants on a competitive basis, as determined by the Secretary, to Centers of Excellence to address education and training related to careers in transportation sectors.</text></subparagraph> <subparagraph id="HBA6C64466D7C4E52AB22180110794B81" commented="no"><enum>(B)</enum><header>Eligible projects</header><text>Grant funds awarded under the Program may only be used for a project that facilitates an activity described in paragraph (2).</text></subparagraph>
<subparagraph id="H41658C02642B4135B92FBBA25EB076E9" commented="no"><enum>(C)</enum><header>Applications</header><text>To be eligible for a grant under the Program, a Center of Excellence shall submit to the Secretary an application in such form, at such time, and containing such information as the Secretary determines appropriate.</text></subparagraph> <subparagraph commented="no" id="id645F25B6B66544A889496E3A027CC874"><enum>(D)</enum><header>Requirement</header><text>For each fiscal year, not less than 10 percent of the total amounts made available for the Program shall be used for grants for training in emerging technologies, including intelligent transportation technologies.</text></subparagraph>
<subparagraph commented="no" id="id66B6FCC5E29A4B2AA1BBA373C1D5F5BC"><enum>(E)</enum><header>Limitations</header>
<clause id="H3735E678EC2B4941936A77C0E8C49C74"><enum>(i)</enum><header>Maximum amount</header><text display-inline="yes-display-inline">The amount of a grant under the Program may not exceed $2,000,000.</text></clause> <clause id="HFAE0076FF30141878378E0B611BA021F"><enum>(ii)</enum><header>Federal share</header><text display-inline="yes-display-inline">The Federal share of the cost of a project carried out by a grant under the Program—</text>
<subclause id="idEB3D0204B984419A887B7F9F6B7B427F"><enum>(I)</enum><text display-inline="yes-display-inline">shall be 100 percent for a project carried out in fiscal year 2022 or 2023; and</text></subclause> <subclause id="idBB6A9AF622574351A90DFE1C7AB0F07B"><enum>(II)</enum><text>may not exceed 75 percent for a project carried out in any of fiscal years 2024 through 2026.</text></subclause></clause></subparagraph>
<subparagraph id="H1B6A0D85998D403B9FD4352BA95CBD6E" commented="no"><enum>(F)</enum><header>Report</header><text display-inline="yes-display-inline">Each recipient of a grant under the Program shall submit to the Secretary a report in such form, at such time, and containing such information as the Secretary determines appropriate to evaluate the grant, including—</text> <clause id="HDAED8C0AD2F540C281F9A547F0E615F1"><enum>(i)</enum><text>information relating to the use of grant funds awarded to the recipient under the Program; and</text></clause>
<clause id="H06857BBBC40D407F8DFEE0FC0D547E70"><enum>(ii)</enum><text display-inline="yes-display-inline">an evaluation of each project carried out with the grant funds, including—</text> <subclause id="HF22625710FB44AB8A54CA87DE9B0FC68"><enum>(I)</enum><text display-inline="yes-display-inline">the percentage, and median earnings, of individuals participating in or benefitting from the project (referred to in this clause as the <quote>participants</quote>) who are in unsubsidized employment by the date that is 90 days after exit from the project;</text></subclause>
<subclause id="HB46FC83BA4EA4B7F88D77A451E0829AE"><enum>(II)</enum><text>the percentage of participants who are in unsubsidized employment by the date that is 180 days after exit from the project;</text></subclause> <subclause id="H1AA919A7A9C8488089A7F215896E68CC"><enum>(III)</enum><text>the percentage of participants who obtain a recognized postsecondary credential, or a secondary school diploma or recognized equivalent, during the project or not later than 1 year after exit from the project;</text></subclause>
<subclause id="HCE95E10747CF4D96984CE941026ED7E0" commented="no"><enum>(IV)</enum><text>the percentage of participants who, during the project—</text> <item id="HB11016672D3B4B5B879EC963C412C08B" commented="no"><enum>(aa)</enum><text>enrolled in an education or training program that leads to a recognized postsecondary credential or employment; or</text></item>
<item id="H9F824AAEC6184B67AEB792014C6A43BF" commented="no"><enum>(bb)</enum><text>developed skills necessary to receive such credential or employment; and</text></item></subclause> <subclause commented="no" id="id483F63D5DE694156B34E6E97AB23AAA8"><enum>(V)</enum><text>the percentage of underrepresented individuals in various careers within the transportation sector that developed skills in various types of intelligent transportation technologies and components, infrastructure, and equipment related to those technologies.</text></subclause></clause></subparagraph>
<subparagraph id="HC5F0BD7906F54E4C8B1C5360182ED3A4" commented="no" display-inline="no-display-inline"><enum>(G)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this subsection $15,000,000 for each of fiscal years 2022 through 2026.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> <section id="id1E2DC2073FA6457C8BF37C5CC983D9DF"><enum>10.</enum><header>Transportation workforce outreach program</header> <subsection id="id7F59D2282DD646AE80B9EDF3EB01F3EC"><enum>(a)</enum><header>In general</header><text>Subchapter I of chapter 55 of subtitle III of title 49, United States Code, is amended by adding at the end the following:</text>

<section id="id25D97EA740D84240A692E4340E517B7E"><enum>5506.</enum><header>Transportation workforce outreach program</header>
<subsection id="idCF9293665758402FB7C2FB4878941BB1"><enum>(a)</enum><header>In general</header><text>The Secretary of Transportation (referred to in this section as the <quote>Secretary</quote>) shall establish and administer a transportation workforce outreach program, under which the Secretary shall carry out a series of public service announcement campaigns during each of fiscal years 2022 through 2026.</text></subsection> <subsection id="id063D3F3B06414D0086BD2B485920178A"><enum>(b)</enum><header>Purposes</header><text>The purpose of the campaigns carried out under the program under this section shall be—</text>
<paragraph id="id4BCAD34CF95447C698E71C7FE790993C"><enum>(1)</enum><text>to increase awareness of career opportunities in the transportation sector, including aviation pilots, safety inspectors, mechanics and technicians, maritime transportation workers, air traffic controllers, flight attendants, truck drivers, engineers, transit workers, railroad workers, and other transportation professionals;</text></paragraph> <paragraph id="id0A4251AB6EFC4722A7B46A4A78808B6D"><enum>(2)</enum><text>to reduce any stigma or misinformation related to careers in the transportation sector;</text></paragraph>
<paragraph id="idBFF191A197914FCBB3E38A637C5CE425"><enum>(3)</enum><text>to identify and emphasize the existing and future needs of emerging technologies within the transportation sector; and</text></paragraph> <paragraph id="id8DAB6E8A7ACB410CBB42D011869DA172"><enum>(4)</enum><text>to increase diversity, including with respect to race, gender, ethnicity, and socioeconomic status, of professionals in the transportation sector.</text></paragraph></subsection>
<subsection id="id85222D1A9129487CA3E4537F226E7E6A"><enum>(c)</enum><header>Advertising</header><text>The Secretary may use, or authorize the use of, amounts made available to carry out the program under this section for the development, production, and use of broadcast, digital, and print media advertising and outreach in carrying out a campaign under this section.</text></subsection> <subsection id="idE5D35F2572134A46ABC646A81152C150"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this section $5,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection>

<paragraph id="id5A1412A0DCA74234BE8578695F300DF7"><enum>(1)</enum><header>Department</header><text>The term <term>Department</term> means the Department of Transportation.</text></paragraph> <paragraph id="id9EC3F09846AA485E9900894093035E60"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Transportation.</text></paragraph></subsection>
<subsection id="id023C8B11C680437F8C1C50FEAA3B26A7"><enum>(b)</enum><header>Emerging technologies recommendation efforts</header><text>To the maximum extent practicable, the Secretary shall implement certain recommendations of the Comptroller General of the United States identified in the report entitled <quote>Automated Technologies: DOT Should Take Steps to Ensure Its Workforce Has Skills Needed to Oversee Safety</quote> and dated December 2020, including by—</text> <paragraph id="id68C65DC88C8C4ED6BE5A01E8FC4747FA"><enum>(1)</enum><text>carrying out efforts to identify all cybersecurity occupations across the Department, and incorporating the occupations relating to overseeing the cybersecurity of automated technologies into the workforce planning efforts of the Department;</text></paragraph>
<paragraph id="id79086B693DD641CF803FB38CE3A52D18"><enum>(2)</enum><text>assessing skill gaps in key occupations that are involved in overseeing the safety of automated technologies and implementing strategies to close those gaps;</text></paragraph> <paragraph id="id640F6E3C16C64B248B344B11D7F2C7B6"><enum>(3)</enum><text>not less frequently than annually, measuring the progress of strategies implemented to close the skill gaps described in paragraph (2) and ensuring other modal administrations of the Department offer training to close those gaps;</text></paragraph>
<paragraph id="id7A466067E27146889DDB36DDBF0D5055"><enum>(4)</enum><text>collecting and analyzing information on the effectiveness of recruiting strategies, including special payment authorities, in attracting employees of the Department to occupations that oversee the safety of automated technologies; and</text></paragraph> <paragraph id="id16B1987F72A74A19B24D133CAE457EFC"><enum>(5)</enum><text>sharing the effective recruiting strategies described in paragraph (4) with other modal administrations of the Department.</text></paragraph></subsection>
<subsection id="idC732C04688A1492FB3CECE41ABB6589A"><enum>(c)</enum><header>Emerging technologies coordination effort</header><text>The Office of Research, Development, and Technology of the Department and the Intelligent Transportation Systems Joint Program Office of the Department shall coordinate— </text> <paragraph id="idFD17F31FB92442919FF22BBC1E31C9C5"><enum>(1)</enum><text>to establish a curriculum and leverage existing Department workforce programs to ensure the recruitment and training of cybersecurity and privacy technical experts to assist any modal administration of the Department in overseeing the effectiveness and safety of emerging technologies; and</text></paragraph>
<paragraph id="id415D6492844E4A889F3DD075AF05891D"><enum>(2)</enum><text>to use the efforts carried out by the Secretary under subsection (b) to provide a growing workforce for transportation providers in the United States that is adept in the curriculum and workforce programs described in paragraph (1).</text></paragraph></subsection></section> </legis-body> </bill>
