which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Agriculture and the Secretary of the Interior to carry out certain activities to enhance recreational opportunities for gateway communities, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Gateway Community and Recreation Enhancement Act</short-title></quote>.</text></section><section id="id0e3ad33605ee45d5b699ea6e4c20dd2d"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id6cc547d0f5124da492f95ea71c009b83"><enum>(1)</enum><header>Gateway community</header><text>The term <term>gateway community</term> means a community that serves as an entry point or is adjacent to a recreation destination (including a recreation destination on Federal land) at which there is consistently high, in the determination of the Secretaries, seasonal or year-round visitation.</text></paragraph><paragraph id="ida87dd3160ac24d019c6f9d55a4fdea95"><enum>(2)</enum><header>Secretaries</header><text>The term <term>Secretaries</term> means—</text><subparagraph id="idf9ee0257fffc466da55baa55093d1074"><enum>(A)</enum><text>the Secretary of the Interior; and</text></subparagraph><subparagraph id="idbd7ccbe377874b3180ecdf1aa09fffa2"><enum>(B)</enum><text>the Secretary of Agriculture, acting through the Chief of the Forest Service.</text></subparagraph></paragraph></section><section id="ideda3a2e459df4644ac6c89e2e1f8da01"><enum>3.</enum><header>Visitation pilot program</header><subsection id="ide52f4f81d46440738dd8a9dbe6c419f6"><enum>(a)</enum><header>In general</header><text>Not later than 2 years after the date of enactment of this Act, using existing funds available to the Secretaries, the Secretaries, in partnership with gateway communities, State and local outdoor recreation and tourism agencies, local governments, Tribal governments, data and technology companies, and other relevant stakeholders, shall carry out a pilot program for the purposes described in subsection (b).</text></subsection><subsection id="id623a763f15a642c6a6218314f8b01d4d"><enum>(b)</enum><header>Purposes</header><text>Under the pilot program carried out under subsection (a), the Secretaries shall, with respect to each Federal land management unit selected for participation in the pilot program under subsection (c), make available to the public, either directly or through partner organizations—</text><paragraph id="id26aa6e7e612e44f9b1c0f67308fb525f"><enum>(1)</enum><text>data on visitation, including data and resources publicly available from existing nongovernmental platforms, at— </text><subparagraph id="idd6053b65826f4280a493f66bf14b64be"><enum>(A)</enum><text>the Federal land management unit; and</text></subparagraph><subparagraph id="ide399e557e713417ba7cb5648669f4c31"><enum>(B)</enum><text>to the extent available, recreation sites managed by any other Federal agency, a State agency, or a local agency located near the Federal land management unit; and</text></subparagraph></paragraph><paragraph id="id240daf4b2b374f3da907c2fc1d998499"><enum>(2)</enum><text>through different media platforms, information about lesser-known recreation sites (including recreation sites managed by any other Federal agency, a State agency, or a local agency) located near the Federal land management unit, in an effort to disperse visitation among recreational sites.</text></paragraph></subsection><subsection id="idadc37669e7fc495f87e2e74bb05e9f7f"><enum>(c)</enum><header>Locations</header><paragraph id="ide01d3c36d10340799be306fd2cf604dc"><enum>(1)</enum><header>In general</header><text>The Secretaries shall select Federal land management units to participate in the pilot program carried out under subsection (a) in accordance with this subsection.</text></paragraph><paragraph id="id15214fd22a5f478197b517fee9658810"><enum>(2)</enum><header>Feedback; support of gateway communities</header><text>In selecting a Federal land management unit to participate in the pilot program carried out under subsection (a), the Secretaries shall—</text><subparagraph id="id6483224e08864f92baf4fc4f42b6217d"><enum>(A)</enum><text>solicit feedback from gateway communities; and</text></subparagraph><subparagraph id="id4bdd707cc5174932b28df8834cf1c71e"><enum>(B)</enum><text>select a Federal land management unit that is supported by the applicable gateway community.</text></subparagraph></paragraph><paragraph id="idfef99d464a29436182cec4d94384c6bf"><enum>(3)</enum><header>Initial numbers of Federal land management units</header><subparagraph id="idB8B19E7E115245C19FD969BFE93A94F4"><enum>(A)</enum><header>In general</header><text>The Secretaries shall select for participation in the pilot program carried out under subsection (a)—</text><clause id="idaea3da3d35504102ae0b07c00ccc4705"><enum>(i)</enum><text>15 Federal land management units managed by the Department of the Interior; and</text></clause><clause id="id6e6f2b6b02ae45e1b54e44768679f399"><enum>(ii)</enum><text>5 Federal land management units managed by the Forest Service.</text></clause></subparagraph><subparagraph id="id0149374cc20d429d9047ddef5d138d10"><enum>(B)</enum><header>Expansion</header><text>Not later than 5 years after the date of enactment of this Act, in addition to the Federal land management units selected for the pilot program under subparagraph (A), the Secretaries shall select for participation in the pilot program carried out under subsection (a) 80 additional Federal land management units managed by the Secretaries, not fewer than 50 of which shall be Federal land management units managed by the Department of the Interior.</text></subparagraph></paragraph></subsection><subsection id="idc9e6b5cdea224b6c83bc1e3392401045"><enum>(d)</enum><header>Existing programs</header><text>The Secretaries may use existing programs or products of the Secretaries to carry out this section.</text></subsection><subsection id="id7263d7b3e9234ac5830a6ebdff4e5f69"><enum>(e)</enum><header>Effect</header><text>Nothing in this section authorizes the Secretaries—</text><paragraph id="ida5f5903185174e759509a345c0d4fb78"><enum>(1)</enum><text>to monitor or record the movements of a visitor to Federal land;</text></paragraph><paragraph id="idbb00a4f052b349229b0e6271597fc064"><enum>(2)</enum><text>to restrict, interfere with, or monitor a private communication of a visitor to Federal land;</text></paragraph><paragraph id="id40c70cc4e94849a180a798db232e48ab"><enum>(3)</enum><text>to take possession of any documents, data, or other personal effects of a visitor to Federal land; or</text></paragraph><paragraph id="id66ab6331cde146acac35b2315f7d288a"><enum>(4)</enum><text>to collect—</text><subparagraph id="idec2122939f6743adb8b15c4f4cf44926"><enum>(A)</enum><text>information from owners of land adjacent to Federal land; or</text></subparagraph><subparagraph id="id6664b30099f34389b240248766bf67c0"><enum>(B)</enum><text>information on non-Federal land. </text></subparagraph></paragraph></subsection></section><section id="id84112e9675224be99b4c58454c713a4a"><enum>4.</enum><header>Gateway community partnerships</header><text display-inline="no-display-inline">Using existing funds available to the Secretaries, the Secretaries shall—</text><paragraph id="id7ea7aff65a204d48840d4774ed79c54f"><enum>(1)</enum><text>collaborate with State and local governments, Tribal governments, housing authorities, applicable trade associations, nonprofit organizations, and other relevant stakeholders—</text><subparagraph id="idc0e51b6cb10048b1b8170c4712363f7f"><enum>(A)</enum><text>to improve the understanding of the economic impacts of visitation on gateway communities; and</text></subparagraph><subparagraph id="ide519df3c367e46a9ae2021185b49f2cc"><enum>(B)</enum><text>to identify community needs in gateway communities, including housing shortages, demands on existing municipal infrastructure, and accommodation and management of sustainable visitation; and</text></subparagraph></paragraph><paragraph id="id99675d1288df4400b14f58a8e43c5547"><enum>(2)</enum><text>in accordance with existing law, seek to address community needs in gateway communities identified under paragraph (1)(B) by—</text><subparagraph id="idfd219a49a1e74d8280508a0525e7e50f"><enum>(A)</enum><text>entering into cooperative agreements, memoranda of understanding, or similar agreements with gateway communities;</text></subparagraph><subparagraph id="id032f9ae456c2420c98b67b329e994054"><enum>(B)</enum><text>offering leases, rights-of-way, or easements;</text></subparagraph><subparagraph id="id4db60611dc054d289b7da9397ffbb9a2"><enum>(C)</enum><text>entering into public-private partnerships; or</text></subparagraph><subparagraph id="idba0171e5713a4827a226ea8b71089703"><enum>(D)</enum><text>providing financial assistance under existing programs.</text></subparagraph></paragraph></section></legis-body></bill>
