which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize funding for section 619 and part C of the Individuals with Disabilities Education Act.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H20C8201DBADB49D1A7FA541B3D095264"><section section-type="section-one" id="HD404CE78370241FA976FE1CCCEA8F892"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Funding Early Childhood is the Right IDEA Act</short-title></quote>.</text></section><section id="HAF9E9D7D3ECC42E4A7D9A39BF39A6D36"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H73E55F72FB084F4F8605A02484854BB4"><enum>(1)</enum><text>High-quality early intervention and preschool special education services can change a child’s developmental trajectory and improve outcomes for children, families, and communities.</text></paragraph><paragraph id="HDE2BEF528D5B44A8835E4639D47639B7"><enum>(2)</enum><text>Part C of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1431">20 U.S.C. 1431 et seq.</external-xref>) authorizes a grant program to aid each State in implementing a system of early intervention services for infants and toddlers with disabilities and their families.</text></paragraph><paragraph id="HE1D3EB6224E549749CD5CCBF739F3B34"><enum>(3)</enum><text display-inline="yes-display-inline">Funding for such part C (<external-xref legal-doc="usc" parsable-cite="usc/20/1431">20 U.S.C. 1431 et seq.</external-xref>) has eroded significantly in the last two decades, from a high of $1,768 per child in 1999 to $645 per child in 2017, adjusted for inflation.</text></paragraph><paragraph id="H380A5C5857C440989C0032169A80E73B"><enum>(4)</enum><text display-inline="yes-display-inline">Section 619 of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1419">20 U.S.C. 1419</external-xref>) authorizes grants to States for preschool programs serving children with disabilities ages three to five.</text></paragraph><paragraph id="H5F210269E4FE4FE583A643107C8E2C29"><enum>(5)</enum><text display-inline="yes-display-inline">Funding for such section 619 (<external-xref legal-doc="usc" parsable-cite="usc/20/1419">20 U.S.C. 1419</external-xref>) has eroded significantly in the last 25 years, from a high of $1,484 per child in 1992, to $529 in 2017, adjusted for inflation.</text></paragraph><paragraph id="H8938B6D7EDDA45D09DB10C78AF96ED5B"><enum>(6)</enum><text display-inline="yes-display-inline">Infants, toddlers, and preschool children, and their schools would benefit from additional funding to restore per child amounts under part C and section 619 of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1431">20 U.S.C. 1431 et seq.</external-xref>; 1419) to ensure continued delivery of high-quality early intervention and preschool special education services.</text></paragraph></section><section id="H347D36387A56407A9CC03B3B56E85188"><enum>3.</enum><header>Authorization of appropriations for section 619 of the IDEA</header><text display-inline="no-display-inline">Section 619(j) of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1419">20 U.S.C. 1419(j)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" id="H3EBBDCAEC715436ABBE9C3298FFE6D14"><subsection id="HF1410F84EF36460D9B9BEFDA598FF0EB"><enum>(j)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section—</text><paragraph id="H49189FC4E3BB4BC6A7404188A82E79BC"><enum>(1)</enum><text>$502,600,000 for fiscal year 2023;</text></paragraph><paragraph id="H5B29922023054811A5D23BF1BBB4D567"><enum>(2)</enum><text>$683,500,000 for fiscal year 2024;</text></paragraph><paragraph id="HAC42919FA01A4E5F89F0E20272C91CF5"><enum>(3)</enum><text>$829,700,000 for fiscal year 2025;</text></paragraph><paragraph id="HF2D0BBB4F4C5408BAAC1DB2CF53F9E37"><enum>(4)</enum><text>$975,900,000 for fiscal year 2026; and</text></paragraph><paragraph id="H1D4A476B9A0B4A4FBCA4F899C2B72ECF"><enum>(5)</enum><text>$1,220,000,000 for fiscal year 2027.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section commented="no" id="HF1447870A8ED4B0BA94B6C56BB369D63"><enum>4.</enum><header>Authorization of appropriations for part C of the IDEA</header><text display-inline="no-display-inline">Section 644 of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1444">20 U.S.C. 1444</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H5CE898D910D84C4DACB2420F89EFAA29"><section commented="no" id="HE07F037521764A56AFF3CC55FFB536F5"><enum>644.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">For the purpose of carrying out this part, there are authorized to be appropriated—</text><paragraph commented="no" id="H899D1A3F90C34CE7800B5AAA8132860F"><enum>(1)</enum><text>$731,900,000 for fiscal year 2023;</text></paragraph><paragraph commented="no" id="H1615BD950A0D4F86A99AA18E70CF50CB"><enum>(2)</enum><text>$974,800,000 for fiscal year 2024;</text></paragraph><paragraph commented="no" id="H65675FF20DCA4471A1D87943459A8CDC"><enum>(3)</enum><text>$1,227,400,000 for fiscal year 2025;</text></paragraph><paragraph commented="no" id="H815DA8AE74874C6CAFDF834DC6B3375F"><enum>(4)</enum><text>$1,480,000,000 for fiscal year 2026; and</text></paragraph><paragraph commented="no" id="H326AAF41F2EE4EF48868D7C4AFE7F136"><enum>(5)</enum><text>$ 1,731,000,000 for fiscal year 2027.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
