<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 3527</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20220119" legis-day="20220118">January 19 (legislative day, January 18), 2022</action-date><action-desc><sponsor name-id="S314">Mr. Tester</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to authorize the Secretary of Veterans Affairs to transfer the name of property of the Department of Veterans Affairs designated by law to other property of the Department.</official-title></form><legis-body><section id="id296d506de01a4ea68608999ae06926c9" section-type="section-one"><enum>1.</enum><header>Authority of Secretary of Veterans Affairs to transfer names of facilities, structures, or real property of Department of Veterans Affairs</header><subsection id="idB01AED9FA903405787833B043DBFA597"><enum>(a)</enum><header>In general</header><text>Section 531 of title 38, United States Code, is amended—</text><paragraph id="idA8566DBEF0F7484CAF6FE29085D52A0E"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text style="USC" level="section">Requirement</header-in-text></quote> and inserting <quote><header-in-text style="USC" level="section">Requirements</header-in-text></quote>;</text></paragraph><paragraph id="id84D115A2E87A4100BFE1A16A9EEAF526"><enum>(2)</enum><text>in subsection (a), by striking <quote>Except as expressly provided by law</quote> and inserting the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="id8CDF0A73A3C3407FBAB70081D454141B"><subsection id="idC7CFCDA1C3EA410CBAD459D5237C994B"><enum>(a)</enum><header>Naming limitation</header><text>Except as expressly provided by law or as authorized under subsection (b)</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id5162CC9628C34685B3D8C89E4BA62926"><enum>(3)</enum><text>by adding at the end the following new subsection (b):</text><quoted-block style="OLC" display-inline="no-display-inline" id="id66AEC5E4F466472CB3CE2A16F9803089"><subsection id="id1F5FB499612040808040EAFB7508D19C"><enum>(b)</enum><header>Transfer of names</header><paragraph id="idD1F21D1702C44169BC2EE73191D2FB58"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may transfer the name of covered property of the Department to other covered property of the Department if—</text><subparagraph id="id29743899A4C54A10A6B3D2E957ED1847"><enum>(A)</enum><text>the original covered property was designated with that name by law; and</text></subparagraph><subparagraph id="id7FE68E1C637D4438887DE2C9459A5758"><enum>(B)</enum><text>the other covered property is located in a different location or at a different address from the original covered property within the town, city, or other local government area specified in the designation made by such law.</text></subparagraph></paragraph><paragraph id="idE117C51BCC3E48E1924730F7C50C2F05"><enum>(2)</enum><header>References</header><text>If the Secretary transfers the name of covered property under paragraph (1), any reference in a law, regulation, map, document, paper, or other record of the United States to the covered property originally named by law shall be deemed to be a reference to the covered property to which the name has been transferred under such paragraph. </text></paragraph><paragraph id="idAD1B7A788F634B94BAC7540AE633504D"><enum>(3)</enum><header>Covered property</header><text>In this subsection, the term <term>covered property</term> means a facility, structure, or real property of the Department or a major portion (such as a wing or floor) of any such facility, structure, or real property.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idE1391E29EB4E429A9C6612CE0498C813"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of chapter 5 of such title is amended by striking the item relating to section 531 and inserting the following new item:</text><quoted-block style="USC" id="id1280abd9-886e-4e7d-874e-f2668bd9cc74"><toc><toc-entry level="section" idref="id1F5FB499612040808040EAFB7508D19C">531.
