<congress display="yes">117th CONGRESS</congress><session display="yes">2d Session</session><legis-num display="yes">S. 3527</legis-num><current-chamber display="no">IN THE SENATE OF THE UNITED STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To amend title 38, United States Code, to authorize the Secretary of Veterans Affairs to transfer the name of property of the Department of Veterans Affairs designated by law to other property of the Department.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause"><section id="id296d506de01a4ea68608999ae06926c9" section-type="section-one" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Authority of Secretary of Veterans Affairs to transfer names of facilities, structures, or real property of Department of Veterans Affairs</header><subsection id="idB01AED9FA903405787833B043DBFA597" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 531 of title 38, United States Code, is amended—</text><paragraph id="idA8566DBEF0F7484CAF6FE29085D52A0E" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">in the section heading, by striking <quote><header-in-text style="USC" level="section">Requirement</header-in-text></quote> and inserting <quote><header-in-text style="USC" level="section">Requirements</header-in-text></quote>;</text></paragraph><paragraph id="id84D115A2E87A4100BFE1A16A9EEAF526" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>Except as expressly provided by law</quote> and inserting the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="id8CDF0A73A3C3407FBAB70081D454141B"><subsection id="idC7CFCDA1C3EA410CBAD459D5237C994B" commented="no" display-inline="no-display-inline"><enum>(a)</enum><header display-inline="yes-display-inline">Naming limitation</header><text display-inline="yes-display-inline">Except as expressly provided by law or as authorized under subsection (b)</text></subsection><after-quoted-block display="yes">; and</after-quoted-block></quoted-block></paragraph><paragraph id="id5162CC9628C34685B3D8C89E4BA62926" commented="no" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id66AEC5E4F466472CB3CE2A16F9803089"><subsection id="id1F5FB499612040808040EAFB7508D19C" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Transfer of names</header><paragraph id="idD1F21D1702C44169BC2EE73191D2FB58" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary may transfer the name of covered property of the Department to other covered property of the Department if—</text><subparagraph id="id29743899A4C54A10A6B3D2E957ED1847" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">the original covered property was designated with that name by law;</text></subparagraph><subparagraph id="id7FE68E1C637D4438887DE2C9459A5758" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">the Department no longer offers benefits or services at the original covered property;</text></subparagraph><subparagraph id="id10CB2A8AC82B47A4AA1C46BF4E95A411" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">the other covered property is similar in type and purpose as the original covered property;</text></subparagraph><subparagraph id="id39A6B56659D34A5884797D8AEC63DA73" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text display-inline="yes-display-inline">the other covered property is located in a different location or at a different address from the original covered property within the town, city, or other local government area specified in the designation made by such law; and</text></subparagraph><subparagraph id="id06707e15e60444a79c2f1236b44a6102" commented="no" display-inline="no-display-inline"><enum>(E)</enum><text display-inline="yes-display-inline">such transfer occurs not less than 30 days after the Secretary notifies the Committee on Veterans’ Affairs of the Senate, the Committee on Veterans’ Affairs of the House of Representatives, and each member of Congress representing the State in which the original covered property and other covered property are located of the intent of the Secretary to transfer the name of the original covered property to the other covered property. </text></subparagraph></paragraph><paragraph id="idE117C51BCC3E48E1924730F7C50C2F05" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header display-inline="yes-display-inline">References</header><text display-inline="yes-display-inline">If the Secretary transfers the name of covered property under paragraph (1), any reference in a law, regulation, map, document, paper, or other record of the United States to the covered property originally named by law shall be deemed to be a reference to the covered property to which the name has been transferred under such paragraph. </text></paragraph><paragraph id="idAD1B7A788F634B94BAC7540AE633504D" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header display-inline="yes-display-inline">Covered property</header><text display-inline="yes-display-inline">In this subsection, the term <term>covered property</term> means a facility, structure, or real property of the Department or a major portion (such as a wing or floor) of any such facility, structure, or real property.</text></paragraph></subsection><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idE1391E29EB4E429A9C6612CE0498C813" commented="no" display-inline="no-display-inline"><enum>(b)</enum><header display-inline="yes-display-inline">Clerical amendment</header><text display-inline="yes-display-inline">The table of sections at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/5">chapter 5</external-xref> of title 38, United States Code, is amended by striking the item relating to section 531 and inserting the following new item:</text><quoted-block style="USC" id="id1280abd9-886e-4e7d-874e-f2668bd9cc74" display-inline="no-display-inline"><toc><toc-entry level="section" idref="id1F5FB499612040808040EAFB7508D19C" bold="off">531.
