which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To strengthen the public health workforce loan repayment program, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening the Public Health Workforce Act</short-title></quote>.</text></section><section id="idc7a89f63f8174f2d81b1f5e0bcd20ed1"><enum>2.</enum><header>Public health workforce loan repayment program</header><text display-inline="no-display-inline">Section 776 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/295f-1">42 U.S.C. 295f–1</external-xref>) is amended—</text><paragraph id="id5e7e4bd180374e3eb4bc38cdd49f6a3c"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="id58c8e3a5312e4ab79e4321afb96acadd"><enum>(A)</enum><text>by striking <quote>supply of</quote> and inserting <quote>supply of, and encourage recruitment and retention of,</quote>; and</text></subparagraph><subparagraph id="id54de31bdaa494782b953690cb76c824b"><enum>(B)</enum><text>by striking <quote>Federal,</quote>;</text></subparagraph></paragraph><paragraph id="id79d8448708c84180b119642dbf7773a9"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="idfb9e64d8d5a94b6494c911e600202902"><enum>(A)</enum><text>by amending paragraph (1)(A) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idD60EABF9792D4EF584DF3A5D09DFBA19"><paragraph id="id3E5B969C2275409BAC66EF64165BBC9B"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idA37DC58FA7B04EA0B92C7C0EE8F75ECF"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="id188CEAC556864904ADEB1B44935710F1"><enum>(i)</enum><text>be accepted for enrollment, or be enrolled, as a student in an accredited institution of higher education or school of public health in the final semester (or equivalent) of a program leading to a certificate or degree, including a master’s or doctoral degree, in public health, epidemiology, laboratory sciences, data systems, data science, data analytics, informatics, statistics, or other subject matter related to public health; and</text></clause><clause id="id4E8821029C0E4B119A421970C9AE63F6" indent="up2"><enum>(ii)</enum><text>be employed by or have accepted employment with a State, local, or Tribal public health agency, or a related training fellowship at such State, local, or Tribal public health agency, as recognized by the Secretary, to commence upon graduation; or</text></clause></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="idb10650c249fd433ab056d951281a8cd4"><enum>(B)</enum><text>in paragraph (1)(B)—</text><clause id="id73dbc1db6c0e4780adb5d4e526ed1afd"><enum>(i)</enum><text>in clause (i)—</text><subclause id="ida43f6326905b4aca8868f1a28357c124"><enum>(I)</enum><text>by striking <quote>accredited educational institution in a State or territory</quote> and inserting <quote>accredited institution of higher education or school of public health</quote>; and</text></subclause><subclause id="id4d09e2485c6d493faddc4ea49cdff599"><enum>(II)</enum><text>by striking <quote>a public health or health professions degree or certificate</quote> and inserting <quote>a certificate or degree, including a master’s or doctoral degree, in public health, epidemiology, laboratory sciences, data systems, data science, data analytics, informatics, statistics, or other subject matter related to public health</quote>; and</text></subclause></clause><clause id="id227967baaae34ba1a561893a36de76c5"><enum>(ii)</enum><text>in clause (ii)—</text><subclause id="id701B5A2A75724E96AB0A630F8ADA3F8D"><enum>(I)</enum><text>by striking <quote>Federal,</quote>; and</text></subclause><subclause id="idf8d796811b024ea79604b2b6ebc4d533"><enum>(II)</enum><text>by striking <quote>fellowship,</quote> and inserting <quote>fellowship at such State, local, or Tribal public health agency,</quote>; </text></subclause></clause></subparagraph></paragraph><paragraph id="idd883ad0757c44905906fb9c6edc3a6bc"><enum>(3)</enum><text>in subsection (c)(2)—</text><subparagraph id="idaa6693d464f3479794c7fb2319a80b53"><enum>(A)</enum><text>by striking <quote>Federal,</quote>; and</text></subparagraph><subparagraph id="id936d028a2eb94d0a876a3d9cbd15e3d1"><enum>(B)</enum><text>by striking <quote>equal to the greater of—</quote> and all that follows through the end of subparagraph (B) and inserting <quote>of at least 2 consecutive years;</quote>;</text></subparagraph></paragraph><paragraph id="id40a68714262e4d4c86c7adcfe13b7e9b"><enum>(4)</enum><text>in subsection (d)—</text><subparagraph id="ide98b7ba064fc408f8e0e36e94676d968"><enum>(A)</enum><text>by amending paragraph (1) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id335faed2c4ef494bb851b5696508da87"><paragraph id="id78f6f875529244099763c7f5394d57c2"><enum>(1)</enum><header>In general</header><text>A loan repayment provided for an individual under a written contract under the Program shall consist of payment, in accordance with paragraph (2), for the individual toward the outstanding principal and interest on education loans incurred by the individual in the pursuit of the relevant degree or certificate described in subsection (b)(1) in accordance with the terms of the contract.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="idbdc1b5d7cd514788906dad912ce52d0d"><enum>(B)</enum><text>in paragraph (2)—</text><clause id="idff4b34d817d54d84aad3f0068a08e5c2"><enum>(i)</enum><text>by striking <quote>For each year</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idf86d6ea7d7184d43a16da5721acdf01f"><subparagraph id="ided2cba073d8a41e68e615014f6ba696b"><enum>(A)</enum><header>In general</header><text>For each year</text></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block></clause><clause id="idAE6BF8DC9A984FBD9210DF276FE987C1"><enum>(ii)</enum><text>by striking <quote>$35,000</quote> and inserting <quote>$50,000</quote>;</text></clause><clause id="id913FAE1F781B42A6BBDF838260BEF43A"><enum>(iii)</enum><text>by striking <quote>$105,000</quote> and inserting <quote>$150,000</quote>; and</text></clause><clause id="id58337ebd4f7f4d1ea4449c759c466c24"><enum>(iv)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id54ED079DD4A0478FAE0C2E89BBFE3154"><subparagraph id="idf71ec5f884f145069a7a09603a76f881"><enum>(B)</enum><header>Considerations</header><text>The Secretary may take action in making awards under this section to ensure that—</text><clause id="id16041c36931b4524aa935b905e897ebb"><enum>(i)</enum><text>an appropriate proportion of contracts are awarded to individuals who are eligible to participate in the Program pursuant to subsection (b)(1)(A); and</text></clause><clause id="idec85ec79304944e4822493ceba4a3377"><enum>(ii)</enum><text>contracts awarded under this section are equitably distributed among—</text><subclause id="id04832dee128040768266dbda1faed7d1"><enum>(I)</enum><text>the geographical regions of the United States;</text></subclause><subclause id="id7346d716d9824fb8a9b9047bfd27a66f"><enum>(II)</enum><text>local, State, and Tribal public health departments; and</text></subclause><subclause id="id62bb395c17ea49559c43312800767d14"><enum>(III)</enum><text>such public health departments under subclause (II) serving rural and urban areas.</text></subclause></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph id="id40aef4cbac414e7aab531a2d95113a24"><enum>(5)</enum><text>in subsection (e), by striking <quote>receiving a degree or certificate from a health professions or other related school</quote> and inserting <quote>with a contract to serve under subsection (c)</quote>; </text></paragraph><paragraph id="id99D093DA4BB44C16A9F4A1FDA15E18E8"><enum>(6)</enum><text>in subsection (f), by adding at the end the following: <quote>In the event that a participant fails to either begin or complete the obligated service requirement of the loan repayment contract under this section, the Secretary may waive or suspend either the unfulfilled service or the assessed damages as provided for under section 338E(d), as appropriate.</quote>;</text></paragraph><paragraph id="ideffdce9ebfe64e25b942df60220d0687"><enum>(7)</enum><text>by redesignating subsection (g) as subsection (h);</text></paragraph><paragraph id="id8d8fbce467fa43b0b1ab9e1d9589a5ca"><enum>(8)</enum><text>by inserting after subsection (f) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id59eba19bdd3c4ec4a32533c1173a58b5"><subsection id="id8bff3316a162439e9b1fc43308a4240d"><enum>(g)</enum><header>Eligible loans</header><text>The loans eligible for repayment under this section are each of the following:</text><paragraph id="idfb67193528884dedba3827b9d418a5ba"><enum>(1)</enum><text>Any loan for education or training for employment by a health department.</text></paragraph><paragraph id="idbbafb9f1c9474d65a5259cfb64107e17"><enum>(2)</enum><text>Any loan under part E of title VIII (relating to nursing student loans).</text></paragraph><paragraph id="ida7b31510c9f440169bd4e96a7488e806"><enum>(3)</enum><text>Any Federal Direct Stafford Loan, Federal Direct PLUS Loan, Federal Direct Unsubsidized Stafford Loan, or Federal Direct Consolidation Loan (as such terms are used in section 455 of the Higher Education Act of 1965).</text></paragraph><paragraph id="id76f76d6dfc2041879ccbb14f1f7cc3d8"><enum>(4)</enum><text>Any Federal Perkins Loan under part E of title I of the Higher Education Act of 1965.</text></paragraph><paragraph id="id5d45b774431b4c4ca17eea33f2c424d7"><enum>(5)</enum><text>Any other Federal loan, as the Secretary determines appropriate.</text></paragraph></subsection><after-quoted-block>; </after-quoted-block></quoted-block></paragraph><paragraph id="id3a6003c060b64172b10972f80de53e9f"><enum>(9)</enum><text>in subsection (h), as so redesignated, by striking <quote>$195,000,000 for fiscal year 2010, and such sums as may be necessary for each of fiscal years 2011 through 2015</quote> and inserting <quote>such sums as may be necessary for each of fiscal years 2023 through 2025</quote>; and</text></paragraph><paragraph commented="no" id="idD3211D942F58427892126509B6F2D6F2"><enum>(10)</enum><text>by striking <quote>tribal</quote> each place such term appears and inserting <quote>Tribal</quote>.</text></paragraph></section><section id="idb0586ec4aedf4ce28a1c2e06ac1e8f6f"><enum>3.</enum><header>GAO study on public health workforce</header><subsection id="idbfd84675d71b45a99a6b82f44cd62e48"><enum>(a)</enum><header>In general</header><text>Not later than 2 years after the date of enactment of this Act, the Comptroller General of the United States shall—</text><paragraph id="id51789852a7f24662bb6e740bcfa57c24"><enum>(1)</enum><text>conduct an evaluation of what is known about the public health workforce in the United States during the COVID–19 pandemic, which shall address—</text><subparagraph id="id66fb4fa32b9240b197de06426607e3d8"><enum>(A)</enum><text>existing gaps in the Federal, State, local, Tribal, and territorial public health workforce, including positions that may be required to prevent, prepare for, and respond to, a public health emergency such as COVID–19;</text></subparagraph><subparagraph id="id455baf537b104cc099fb8be83f6b3dd5"><enum>(B)</enum><text>challenges associated with the hiring, recruitment, and retention of the Federal, State, local, Tribal, and territorial public health workforce; and</text></subparagraph><subparagraph id="id3800c52db8f848df8acab8fd5fb8279f"><enum>(C)</enum><text>recommended steps to improve hiring, recruitment, and retention of the public health workforce; and</text></subparagraph></paragraph><paragraph id="id082a6414dda345a2be2b01e9957d963f"><enum>(2)</enum><text>submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report on such review. </text></paragraph></subsection></section></legis-body></bill>
