of United States Government investments in multilateral entities.</text></section><section changed="not-changed" id="id757a4b84-6896-44db-b316-4632e963248c"><enum>3.</enum><header>Appropriate congressional committees defined</header><text display-inline="no-display-inline">In this Act, the term <term>appropriate congressional committees</term> means—</text><paragraph id="id50723f88-0e26-4bdb-ae31-e2ec068181a2" changed="not-changed"><enum>(1)</enum><text>the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>;</text></paragraph><paragraph changed="not-changed" id="id9090F696B71E49DDAF64DA64CE8CEADB"><enum>(2)</enum><text>the <committee-name committee-id="SSAP00">Committee on Appropriations of the Senate</committee-name>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id043a031c-28e3-411d-b390-501b14a9a348" changed="not-changed"><enum>(3)</enum><text>the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" changed="not-changed" id="idC622280199A14402A7F198351A161A9C"><enum>(4)</enum><text>the <committee-name committee-id="">Committee on Financial Services of the House of Representatives</committee-name>; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" changed="not-changed" Representatives</committee-name>.</text></paragraph></section><section changed="not-changed" id="id6e48d82e-d1d7-426a-9fa0-882cacee00ea"><enum>4.</enum><header>Objectives</header><text display-inline="no-display-inline">The objectives of the Review are—</text><paragraph id="idc97bcf0a-5080-40ee-b658-9cb1c51eb2be" changed="not-changed"><enum>(1)</enum><text>to provide a tool to guide the United States Government’s decision making and prioritization with regard to funding multilateral entities;</text></paragraph><paragraph changed="not-changed" id="idE406A4358F034B52A5216C819F822C97"><enum>(2)</enum><text>to provide a methodological basis for allocating budgetary resources to entities that advance relevant United States foreign policy objectives;</text></paragraph><paragraph id="id4d2eb67b-e2e7-42cf-ae27-86789ce8a26c" changed="not-changed"><enum>(3)</enum><text>to incentivize improvements in the performance of multilateral entities to achieve better outcomes, including in developing, fragile, and crisis-afflicted regions; and</text></paragraph><paragraph id="idadc15edc-3b81-4a13-a469-33da5ad00266" changed="not-changed"><enum>(4)</enum><text>to protect United States taxpayer investments in foreign assistance by promoting transparency with regard to the funding of multilateral entities.</text></paragraph></section><section changed="not-changed" id="id2a6dbdb4-f666-43ef-9cd5-fbb081eec0fb"><enum>5.</enum><header>Scope</header><text display-inline="no-display-inline">The Review shall assess, at a minimum, the following multilateral entities to which the United States Government contributes voluntary or assessed funding, whether cash or in-kind:</text><paragraph id="id753419f1-2bbf-4e03-a20e-ee5170bb4999" changed="not-changed"><enum>(1)</enum><text>The World Bank Group, including the International Bank for Reconstruction and Development, the International Development Association, and the International Finance Corporation.</text></paragraph><paragraph id="id5c4320a8-f4a9-4ba8-9e67-2834715c096a" changed="not-changed"><enum>(2)</enum><text>The regional development banks, including the Asian Development Bank, the African Development Bank, the Inter-American Development Bank, the European Bank for Reconstruction and Development, and the North American Development Bank.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id31dc406a-3836-41bf-b55a-8e02043c0add" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">Climate Investment Funds.</text></paragraph><paragraph id="idd4354616-4a85-4085-9c13-1fe6be8bdd43" changed="not-changed"><enum>(4)</enum><text>The Food and World Meteorological Organization.</text></paragraph></section><section changed="not-changed" id="id5bf073ab-8541-48b3-9f31-5ca43428bf9f"><enum>6.</enum><header>Report on Review</header><subsection id="idd6a20f39-add3-4be9-8405-fed92b82358e" changed="not-changed"><enum>(a)</enum><header>Submission</header><paragraph changed="not-changed" id="id3008E580D61346EDB2A83D6BBF29513B"><enum>(1)</enum><header>In general</header><text>Not later than 21 months after the date of the enactment of this Act, the Task Force established under section 7, in regular consultation with the Peer Review Group established under section 8, shall submit a report to the appropriate congressional committees that describes the findings of the Review. </text></paragraph><paragraph changed="not-changed" id="id59CBB029176D417A917200A4A0B2CEDC"><enum>(2)</enum><header>Publication</header><text>The Secretary of State shall publish the report described in paragraph (1) on the internet website of the Department of State not later than 15 days after the date on which the report is submitted to the appropriate congressional committees.</text></paragraph></subsection><subsection id="ide74e2514-d680-408a-aa11-bdc95ca53439" changed="not-changed"><enum>(b)</enum><header>Methodology</header><paragraph id="idf21ed5cc-eaf5-48e8-9d27-5186af221de2" changed="not-changed"><enum>(1)</enum><header>Use of criteria</header><text>The Task Force shall establish an analytical framework and assessment scorecard for the Review using the criteria set forth in subsection (c).</text></paragraph><paragraph id="id3d5442ae-ea33-4e77-8934-428788a8a33e" changed="not-changed"><enum>(2)</enum><header>Consultation with congress</header><subparagraph changed="not-changed" id="idB7CFC92661B6423BBBEE608C66072A4E"><enum>(A)</enum><header>Submission of methodology</header><text>Not later than 90 days after the appointments to the Peer Review Group are made pursuant to section 8(b), the Task Force shall submit the methodology for the Review to the appropriate congressional committees. </text></subparagraph><subparagraph changed="not-changed" id="idF08F4A9973114F48AE85D0117B16EC51"><enum>(B)</enum><header>Consideration of congressional views</header><text>The Task Force may not proceed with the Review until 30 days after the methodology to the appropriate congressional committees, taking into consideration the views of the Chairmen and Ranking Members of each of the appropriate congressional committees. </text></subparagraph></paragraph><paragraph id="id4110C4B5D1CC403D8888744E15021098" changed="not-changed"><enum>(3)</enum><header>Publication of criteria and methodology</header><text>The Secretary of State shall publish the final criteria and methodology for the Review on the internet website of the Department of State not later than 60 days after submitting the proposed methodology to the appropriate congressional committees pursuant to paragraph (2)(A).</text></paragraph></subsection><subsection id="id7d881e16-d6c5-4c03-99dc-a8a80a9a3aed" changed="not-changed"><enum>(c)</enum><header>Assessment criteria</header><text>The assessment scorecard shall include the following criteria:</text><paragraph id="idd0faa2e4-68b4-4b83-8bb4-64b8e9833001" changed="not-changed"><enum>(1)</enum><header>Relationship of stated goals to actual results</header><text>The extent to which the stated mission, goals, and objectives of the entity have been achieved during the review period, including—</text><subparagraph id="id1975a159-aa8a-4470-8171-c847c4658c30" changed="not-changed"><enum>(A)</enum><text>an identification of the stated mission, goals, and objectives of each entity;</text></subparagraph><subparagraph id="id9fa88d37-66c2-4598-a7f1-d19199e5e5b8" changed="not-changed"><enum>(B)</enum><text>an evaluation of the extent to which the entity met its stated implementation timelines and achieved declared results; and</text></subparagraph><subparagraph id="id479ec9de-dd3d-4dd8-93a7-b4e874339bac" changed="not-changed"><enum>(C)</enum><text>an evaluation of whether the entity optimizes resources to achieve the stated mission, goals, and objectives of the entity.</text></subparagraph></paragraph><paragraph id="id648496b8-d5fd-4d2c-b871-04996490025b" changed="not-changed"><enum>(2)</enum><header>Responsible management</header><text>The extent to which management of the entity follows best management practices, including—</text><subparagraph id="id7a4abe51-ce74-4c3e-8351-fc1fc773573e" changed="not-changed"><enum>(A)</enum><text>an evaluation of the ratio of management and administrative expenses to program expenses, including an evaluation of entity resources spent on nonprogrammatic expenses;</text></subparagraph><subparagraph id="id1440449a-3eb8-4abb-9a24-3713bdc8daca" changed="not-changed"><enum>(B)</enum><text>an evaluation of program expense growth, including a comparison of the annual growth of program expenses to the annual growth of management and administrative expenses; and</text></subparagraph><subparagraph id="id92550248-d86a-48a6-8085-f6d9d134b457" changed="not-changed"><enum>(C)</enum><text>an evaluation of whether the entity has established appropriate levels of senior management compensation.</text></subparagraph></paragraph><paragraph id="id64cb8196-adca-4aee-9591-48715fb0c5d2" changed="not-changed"><enum>(3)</enum><header>Accountability and transparency</header><text>The extent to which the policies and procedures of the entity follow best practices of accountability and transparency, taking into consideration credible reporting regarding unauthorized conversion or diversion of entity resources, and including an evaluation of whether the entity has—</text><subparagraph id="id851d0272-ed55-4208-8fbb-d43a71fb7b4e" changed="not-changed"><enum>(A)</enum><text>established and enforced—</text><clause changed="not-changed" id="id0942A17FA81C43D1B099D5E4D96E45E9"><enum>(i)</enum><text>appropriate auditing procedures;</text></clause><clause changed="not-changed" id="id9CD354294B3A4A31B88E4388848DC309"><enum>(ii)</enum><text>appropriate rules to reduce the risk of conflicts of interest among the senior leadership of the entity; and</text></clause><clause changed="not-changed" id="id340E7169784F4ECEBE624F72656261AB"><enum>(iii)</enum><text>appropriate whistleblower policies;</text></clause></subparagraph><subparagraph id="idb10450d9-f364-4f1b-9807-ca5a658bf6a1" changed="not-changed"><enum>(B)</enum><text>established and maintained—</text><clause changed="not-changed" id="idBBA1EDD5E1D54F4BA8DED6AEFDA550F7"><enum>(i)</enum><text>appropriate records retention policies and guidelines;</text></clause><clause changed="not-changed" id="id12AC2BF1CDC1477E9C4A07D89EC7A0BD"><enum>(ii)</enum><text>best practices with respect to transparency and public disclosure; and</text></clause><clause id="idfc06dba5-e3cb-45b3-a70a-fb8727765ff0" changed="not-changed"><enum>(iii)</enum><text>best practices with respect to disclosure of the compensation of senior leadership officials.</text></clause></subparagraph></paragraph><paragraph id="idf0053719-4ffc-42a3-86b8-b0697f9617a0" changed="not-changed"><enum>(4)</enum><header>Alignment with united states foreign policy objectives</header><text>The extent to which the policies and practices of the entity align with relevant United States foreign policy objectives, including an evaluation of—</text><subparagraph id="id682e5fbe-9922-42db-a2ed-7f2a0058e2fc" changed="not-changed"><enum>(A)</enum><text>the entity’s stated mission, goals, and objectives in comparison to relevant United States foreign policy objectives;</text></subparagraph><subparagraph id="idc9ba1e1f-a7e7-43d8-9a7b-0da80a727219" changed="not-changed"><enum>(B)</enum><text>any significant divergence between the actions of the entity and relevant United States foreign policy objectives; and</text></subparagraph><subparagraph changed="not-changed" id="id0B0E04A588BB41CC97D46C4A9113C6BB"><enum>(C)</enum><text>whether continued participation by the United States in the entity contributes a net benefit towards achieving relevant United States foreign policy objectives, including the reasons for such conclusion.</text></subparagraph></paragraph><paragraph id="idc9fc38de-56b3-470b-b590-04324580fe12" changed="not-changed"><enum>(5)</enum><header>Multilateral approach compared to bilateral approach</header><text>The extent to which pursuing relevant United States foreign policy objectives through a multilateral approach is effective and cost-efficient compared to, or complementary to, a bilateral approach, including an evaluation of—</text><subparagraph changed="not-changed" id="idA4C672894CF645989AE2CFBE852A374B"><enum>(A)</enum><text>whether relevant United States foreign policy objectives are effectively pursued through the entity, compared to existing or potential bilateral approaches, including the criteria used in the evaluation; and</text></subparagraph><subparagraph id="id412aef7d-00d3-40e0-b4a2-42dd01cdc012" changed="not-changed"><enum>(B)</enum><text>whether relevant United States foreign policy objectives are pursued on a cost-effective basis through the entity, including the amount of funding leveraged from non-United States Government sources, compared to existing or potential bilateral approaches.</text></subparagraph></paragraph><paragraph id="id26ccc6e3-3d7f-4cdc-8d30-ee98cfb9957b" changed="not-changed"><enum>(6)</enum><header>Redundancies and overlap</header><text>The extent to which the mission, goals, and objectives of the entity overlap with, or complement, the mission, goals, objectives, and programs of other multilateral institutions to which the United States Government contributes voluntary or assessed funding, whether cash or in-kind, including—</text><subparagraph id="id48b0ce60-d828-40b9-8669-cac31ae3db2b" changed="not-changed"><enum>(A)</enum><text>a comparison of the extent to which relevant United States foreign policy objectives are effectively pursued on a cost-effective basis through each of the overlapping entities; and</text></subparagraph><subparagraph changed="not-changed" id="id2E4AD02DD51649AF8A8D2A57ED3C02E1"><enum>(B)</enum><text>whether continued participation in each entity contributes a benefit towards achieving United States foreign policy objectives. </text></subparagraph></paragraph></subsection></section><section changed="not-changed" id="id54fee435-62ef-4b0e-b207-7fa9d35d34cd"><enum>7.</enum><header>United States Multilateral Review Task Force</header><subsection id="idda89e980-2178-4e76-a97f-6e249e5ec175" changed="not-changed"><enum>(a)</enum><header>Establishment</header><text>The President shall establish an interagency Multilateral Review Task Force (referred to in this Act as the <quote>Task Force</quote>) to review and assess United States participation in multilateral entities identified in section 5 and to develop and submit the report required under section 6 to the appropriate congressional committees.</text></subsection><subsection id="id4de1ab53-0758-47e5-ac4c-730658914eb5" changed="not-changed"><enum>(b)</enum><header>Leadership</header><text>The Task Force shall be chaired by the Secretary of State, who may delegate his or her responsibilities under this Act to an appropriate senior Senate-confirmed Department of State official.</text></subsection><subsection id="id5deaacaa-1f9b-44b3-9687-019c06c9e613" changed="not-changed"><enum>(c)</enum><header>Membership</header><text>The President may appoint to the interagency Task Force senior Senate-confirmed officials from the Department of State, the Department of the Treasury, the United States Agency for International Development, the Centers for Disease Control and Prevention, the Department of Agriculture, the Department of Energy, and any other relevant executive branch department or agency.</text></subsection><subsection id="ide5279f7f-77e7-41b7-97a6-451b9d2b6a94" changed="not-changed"><enum>(d)</enum><header>Consultation</header><text>In preparing the report under section 6, including the initial review of methodology, the Task Force shall consult regularly with the Peer Review Group established under section 8.</text></subsection></section><section changed="not-changed" id="idabb58fb6-a85c-41bf-a646-65e7c26e81a3"><enum>8.</enum><header>United States Multilateral Aid Review Peer Review Group</header><subsection id="id5728ae96-5af6-4793-a5f1-4d08b3c8d1be" changed="not-changed"><enum>(a)</enum><header>Establishment</header><text>There is established the United States Multilateral Aid Review Peer Review Group (referred to in this Act as the <quote>Peer Review Group</quote>).</text></subsection><subsection id="id295ff90c-5b0e-46cf-8da4-c054011e5df6" changed="not-changed"><enum>(b)</enum><header>Membership</header><paragraph id="id5a4e216c-ac9e-478f-9bb5-92f722a9d6c7" changed="not-changed"><enum>(1)</enum><header>Composition</header><text>The Peer Review Group shall be composed of 8 nongovernmental volunteer members, of whom—</text><subparagraph id="id6d9ba721-bb49-46e1-aa43-5c164a51ce01" changed="not-changed"><enum>(A)</enum><text>2 shall be appointed by the majority leader of the Senate;</text></subparagraph><subparagraph id="idef104a76-fec1-41bd-b760-373136208109" changed="not-changed"><enum>(B)</enum><text>2 shall be appointed by the minority leader of the Senate;</text></subparagraph><subparagraph id="id5b6d7544-386e-4173-a549-7e69c2c0f9bf" changed="not-changed"><enum>(C)</enum><text>2 shall be appointed by the Speaker of the House of Representatives; and</text></subparagraph><subparagraph id="id36f3dae5-3fd5-434c-828e-2ff4e679f73e" changed="not-changed"><enum>(D)</enum><text>2 shall be appointed by the minority leader of the House of Representatives.</text></subparagraph></paragraph><paragraph id="id743ba05b-7c11-4740-9c9f-4cf85debc58f" changed="not-changed"><enum>(2)</enum><header>Appointment criteria</header><text>The members of the Peer Review Group shall have appropriate expertise and knowledge of the multilateral entities subject to the Review established by this Act. In making appointments to the Peer Review Group, potential conflicts of interest should be taken into account.</text></paragraph><paragraph id="id716904f6-d787-40cf-b382-6e2052dc4ec2" changed="not-changed"><enum>(3)</enum><header>Date</header><text>The appointments to the Peer Review Group shall be made not later than 30 days after the date on which the Task Force is established pursuant to section 7(a), and the terms of the members so appointed shall begin on such date.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3a11cbfa-e4e5-4018-a4d8-543cfe0af5ff" changed="not-changed"><enum>(4)</enum><header>Chairman and vice chairman</header><text>The Peer Review Group shall select a Chairman and Vice Chairman from among the members of the Peer Review Group.</text></paragraph></subsection><subsection id="idc7bd8902-9794-4c48-b4b4-48f8fa243a77" changed="not-changed"><enum>(c)</enum><header>Expert analysis</header><text>The Peer Review Group shall meet regularly with the Task Force, including regarding the initial review of methodology, to offer their expertise of the funding and performance of multilateral entities.</text></subsection><subsection id="idaa8270c3-3e9e-4dad-ba50-7b8356867aad" changed="not-changed"><enum>(d)</enum><header>Review of report</header><paragraph id="idbdeb97b8-eebc-47fe-8a40-04d374b60304" changed="not-changed"><enum>(1)</enum><header>In general</header><text>Not later than 180 days before submitting the report required under section 6(a), the Task Force shall submit a draft of the report to—</text><subparagraph changed="not-changed" id="id5CFC7951FA8A49ED9E128ED80D3D4BE6"><enum>(A)</enum><text>the Peer Review Group; and </text></subparagraph><subparagraph changed="not-changed" id="id13441BF6699647FFA952024CCEABAB57"><enum>(B)</enum><text>the appropriate congressional committees.</text></subparagraph></paragraph><paragraph id="idfa858af6-9448-4f99-9355-e3199b74a3b7" changed="not-changed"><enum>(2)</enum><header>Review</header><text>The Peer Review Group shall—</text><subparagraph changed="not-changed" id="idD5A41D414C6643CB9C529D6B7C2343C7"><enum>(A)</enum><text>review the draft report submitted under paragraph (1); and</text></subparagraph><subparagraph changed="not-changed" id="idB25B0DE1D5E04C5286F93309EA26AB31"><enum>(B)</enum><text>not later than 90 days before the submission of the report required under section 6(a), provide to the Task Force and to the appropriate congressional committees—</text><clause id="id9623182a-5f4f-4596-ac83-f814c137499c" changed="not-changed"><enum>(i)</enum><text>an analysis of the conclusions of the report;</text></clause><clause id="ided0c7f56-fbe5-4abc-aa3d-3df1da2d1ba3" changed="not-changed"><enum>(ii)</enum><text>an analysis of the established methodologies used to reach such conclusions;</text></clause><clause id="id2864bfcc-428c-4f7b-87f7-148c90d27ff3" changed="not-changed"><enum>(iii)</enum><text>an analysis of the evidence used to reach such conclusions; and</text></clause><clause id="idc823eb7b-384d-4401-9d1e-2d13ff809ee9" changed="not-changed"><enum>(iv)</enum><text>any additional comments to improve the evaluations and analysis of the report.</text></clause></subparagraph></paragraph></subsection><subsection id="id9d31e370-0eaa-4fca-b6cd-5ea5c75e4e7d" changed="not-changed"><enum>(e)</enum><header>Period of appointment; vacancies</header><paragraph id="idb8800621-e4df-4dc6-b340-d986ed1cc5c3" changed="not-changed"><enum>(1)</enum><header>In general</header><text>Each member of the Peer Review Group shall be appointed for a 2-year term.</text></paragraph><paragraph id="ide20fbd7a-bf4a-428b-9087-838b64a72bb2" changed="not-changed"><enum>(2)</enum><header>Vacancies</header><text>Any vacancy in the Peer Review Group—</text><subparagraph id="idc73664aa-c771-496c-80e0-e208a8dcb467" changed="not-changed"><enum>(A)</enum><text>shall not affect the powers of the Peer Review Group; and</text></subparagraph><subparagraph id="id33e58c80-34f4-4e73-a762-6541f16ec354" changed="not-changed"><enum>(B)</enum><text>shall be filled in the same manner as the original appointment.</text></subparagraph></paragraph></subsection><subsection id="id652b87ef-2465-4706-93d2-ed57326e6d2b" changed="not-changed"><enum>(f)</enum><header>Meetings</header><paragraph id="id02d64974-3ff7-435f-80ad-afbe73e9cf17" changed="not-changed"><enum>(1)</enum><header>In general</header><text>The Peer Review Group shall meet at the call of the Chairman.</text></paragraph><paragraph id="idffca6ed6-a24d-468c-9b89-82c00cb951f4" changed="not-changed"><enum>(2)</enum><header>Initial meeting</header><text>The Peer Review Group shall hold its first meeting not later than 30 days after its last member is appointed.</text></paragraph><paragraph id="id90a5091c-2cb8-417c-8980-b8a7befe6f61" changed="not-changed"><enum>(3)</enum><header>Quorum</header><text>A majority of the members of the Peer Review Group shall constitute a quorum, but a lesser number of members may hold meetings.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" changed="not-changed" id="id1e2348ed-112f-4a85-80a3-5c3b8ed7e67c"><enum>9.</enum><header>Termination of authorities</header><text display-inline="no-display-inline">The authorities and requirements provided under this Act shall terminate on the date that is 2 years after the date of the enactment of this Act.</text></section></legis-body><endorsement><action-date>January 18, 2022</action-date><action-desc>Read the second time and placed on the calendar</action-desc></endorsement></bill>
