<distribution-code display="yes">II</distribution-code><calendar>Calendar No. 248</calendar><congress>117th CONGRESS</congress><session>2d Session</session><legis-num>S. 3468</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date>January 10, 2022</action-date><action-desc><sponsor name-id="S323">Mr. Risch</sponsor> introduced the following bill; which was read the first time</action-desc></action><action><action-date>January 18, 2022</action-date><action-desc>Read the second time and placed on the calendar</action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for a limitation on the removal of the Government of Cuba from the state sponsors of terrorism list. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Limitation on removing the Government of Cuba from the state sponsors of terrorism list</header><subsection id="id71aa9747d01d4ce2a6a5301d57fa2a4b"><enum>(a)</enum><header>In general</header><text>The President shall not rescind the designation of Cuba as a state sponsor of terrorism until—</text><paragraph id="id2dcb0200cb6a495b805cbf0eb81db154"><enum>(1)</enum><text>the President submits to Congress a determination and certification that the Government of Cuba—</text><subparagraph id="id9c1d303395b342a49538cd5df1365bf7"><enum>(A)</enum><text>is cooperating fully with United States antiterrorism efforts, has ceased to provide support to international terrorist groups, and has ceased to provide support for acts of international terrorism;</text></subparagraph><subparagraph id="ida06c610e4b454f359b19a5b35ff791c8"><enum>(B)</enum><text>has extradited or otherwise rendered to the United States all persons sought by the Department of Justice of the United States for crimes committed in the United States; and</text></subparagraph><subparagraph id="id3cda121488dd47cc8e873ab5f293c3f6"><enum>(C)</enum><text>has ceased to provide support, including defense, intelligence, and security assistance, to the illegitimate regime of former President Nicolas Maduro in Venezuela; and</text></subparagraph></paragraph><paragraph id="id603e5da15ec64f69adb3dbf5e2a78131"><enum>(2)</enum><text>a joint resolution approving the determination and certification of the President submitted under paragraph (1) is enacted into law in accordance with the procedures described in subsection (b).</text></paragraph></subsection><subsection id="id6f7e92be163e492f91a65dbb3cab2bd8"><enum>(b)</enum><header>Congressional procedures</header><paragraph id="id9341c75691e74588bcfd9996e65425bd" commented="no"><enum>(1)</enum><header>Referral to committees</header><text>Joint resolutions described in subsection (a)(2) that are introduced in the Senate shall be referred to the Committee on Foreign Relations of the Senate and joint resolutions described in subsection (a)(2) that are introduced in the House of Representatives shall be referred to the Committee on Foreign Affairs of the House of Representatives.</text></paragraph><paragraph id="id614962b9741e4134949d1407deaeea5c"><enum>(2)</enum><header>Procedures</header><subparagraph id="idb6460292652b4f6d982a0e1bdd59e8fd"><enum>(A)</enum><header>Senate</header><text>Any joint resolution described in subsection (a)(2) shall be considered in the Senate in accordance with the provisions of section 601(b) of the International Security Assistance and Arms Export Control Act of 1976 (<external-xref legal-doc="public-law" parsable-cite="pl/94/329">Public Law 94–329</external-xref>; 90 Stat. 765).</text></subparagraph><subparagraph id="id06e2b2e3305b45e29278b6d2b4df6e7b"><enum>(B)</enum><header>House of Representatives</header><text>For the purpose of expediting the consideration and enactment of a joint resolution described in subsection (a)(2), a motion to proceed to the consideration of any such joint resolution after it has been reported by the appropriate committee shall be treated as highly privileged in the House of Representatives.</text></subparagraph><subparagraph id="idd89108059d194b42a0f8e7d3a6665e3d"><enum>(C)</enum><header>Limitation</header><text>Not more than one joint resolution described in subsection (a)(2) may be considered in the Senate and the House of Representatives during the 6-month period beginning on the date on which the President submits to Congress a determination and certification under subsection (a)(1). </text></subparagraph></paragraph></subsection></section></legis-body><endorsement><action-date>January 18, 2022</action-date><action-desc>Read the second time and placed on the calendar</action-desc></endorsement></bill>
