which was read twice and referred to the <committee-name committee-id="SSCM00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20221212">December 12, 2022</action-date><action-desc>Reported by <sponsor name-id="S275">Ms. Cantwell</sponsor>, with an amendment</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction></action><legis-type>A BILL</legis-type><official-title>To commission a study relating to the manufacturing programs of the Department of Commerce, and for other purposes.</official-title></form><legis-body><section id="id1565A518ACD34F3F905DBA82E88C3C45" section-type="section-one" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Support for American Manufacturing Act</short-title></quote>.</text></section><section id="id95A205549CCA438CA4E76EE99988D547" changed="deleted" reported-display-style="strikethrough" committee-id="SSCM00"><enum>2.</enum><header>Study on the manufacturing programs of the Department of Commerce</header><subsection id="id9E9646A9BCE74D6ABBFE4E2D2CA8E79F"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id8CB26F0220884549B255B91657129A76"><enum>(1)</enum><header>Academy</header><text>The term <term>Academy</term> means the National Academy of Public Administration.</text></paragraph><paragraph id="id66F0270113D14C9090E856AFBDEBFE82"><enum>(2)</enum><header>Commerce manufacturing programs</header><text>The term <term>commerce manufacturing programs</term> mean the manufacturing programs of the Department of Commerce.</text></paragraph></subsection><subsection id="id9681E3341D7B4EAFB328325CBF4F90A8"><enum>(b)</enum><header>Study</header><text>The Secretary of Commerce shall enter into a contract with the Academy to conduct a study—</text><paragraph id="id1E3E79B611E24BF5833689B563DF4333"><enum>(1)</enum><text>on the commerce manufacturing programs, the statutory foundations of the commerce manufacturing programs, and the merits and limitations of the commerce manufacturing programs;</text></paragraph><paragraph id="id099DFDD765494B409DA1136F5A34CF9D"><enum>(2)</enum><text>that considers and evaluates options to optimize the management of the commerce manufacturing programs, including options to consolidate the administration of the commerce manufacturing programs by creating an agency responsible for that administration; and</text></paragraph><paragraph id="idB1A5371219CC4497821760FE6DB74160"><enum>(3)</enum><text>suggests a structure for legislation that would implement the options described in paragraph (2).</text></paragraph></subsection><subsection id="idCED842D517734741836DDED93EB1962A"><enum>(c)</enum><header>Contents</header><text>The study conducted under subsection (b) shall include—</text><paragraph id="idDCA821DA7A574DB3979F2559F0D25011"><enum>(1)</enum><text>a comprehensive collection of the statutory authorities for the commerce manufacturing programs;</text></paragraph><paragraph id="idE22D556B67FA42E7B6B8837837C75B1A"><enum>(2)</enum><text>an assessment of available Federal proposals to consolidate the commerce manufacturing programs; and</text></paragraph><paragraph id="id7488A5E7D42B448F80BA7A18C76C6953"><enum>(3)</enum><text>a consideration of the administrative and organizational relationships—</text><subparagraph id="idD2EED7ABD30848999F44366AEC7C6584"><enum>(A)</enum><text>between the heads of the commerce manufacturing programs;</text></subparagraph><subparagraph id="id0A4DF2D7BEF144ECA72C8E20A9F02D77"><enum>(B)</enum><text>within the Department of Commerce; and</text></subparagraph><subparagraph id="id1EE332B8B6124653BFE61E39A93589E7"><enum>(C)</enum><text>between the Department of Commerce and States.</text></subparagraph></paragraph></subsection><subsection id="idDC5A5F2AAE28483CB840E40863FA666F"><enum>(d)</enum><header>Report to Congress</header><text>Not later than 1 year after the date on which the Academy enters into a contract to conduct a study under subsection (b), the Academy shall submit a summary of the findings and recommendations of the study to—</text><paragraph id="id4F97B7F2CF6549DDB46846719BD3B444"><enum>(1)</enum><text>the Committee on Appropriations and the Committee on Commerce, Science, and Transportation of the Senate; and</text></paragraph><paragraph id="id77980F70FAD9431EB1D47E576150A93E"><enum>(2)</enum><text>the Committee on Appropriations, the Committee on Natural Resources, and the Committee on Energy and Commerce of the House of Representatives. </text></paragraph></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section id="ide9710843-674c-483c-b1b0-b9a6aed1497b" section-type="section-one" changed="added" reported-display-style="italic" committee-id="SSCM00"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Support for American Manufacturing Act</short-title></quote>.</text></section><section id="idc34e7e10-e36f-4b6e-bd50-7b85dfa6b2e9" changed="added" reported-display-style="italic" committee-id="SSCM00"><enum>2.</enum><header>Study on the manufacturing programs of the Department of Commerce</header><subsection id="id49bc3e25-b543-4453-a66c-6445d14aa024"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id655b0fdb-f188-4c90-8f4c-6ae0e7bafb09"><enum>(1)</enum><header>Academy</header><text>The term <term>Academy</term> means the National Academy of Public Administration.</text></paragraph><paragraph id="idada8ed52-cd7a-4ab4-b4ac-415b625416fd"><enum>(2)</enum><header>Commerce manufacturing programs</header><text>The term <term>commerce manufacturing programs</term> mean the programs of the Department of Commerce—</text><subparagraph id="idECD629A41B784BF99F256C2967000301"><enum>(A)</enum><text>that provide services or support to manufacturers in the United States, such as—</text><clause id="id8593A703C5D3449EB674B312C7F67FBB"><enum>(i)</enum><text>the Hollings Manufacturing Extension Partnership Program established under section 25 of the National Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278k">15 U.S.C. 278k</external-xref>); and</text></clause><clause id="idF6705B987AF741769DFA6683D645673A"><enum>(ii)</enum><text>the Manufacturing USA Program established under section 34 of the National Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278s">15 U.S.C. 278s</external-xref>); and</text></clause></subparagraph><subparagraph id="id9356B3AA24994E8E9A4CA281E7B394A2"><enum>(B)</enum><text>that—</text><clause id="id5F6323E0B55545F8B55E5A597727EC65"><enum>(i)</enum><text>conduct activities relating to the support of manufacturers and manufacturing in the United States; and</text></clause><clause id="id419C01572EEA4FF9A2EE9E2C66417C72"><enum>(ii)</enum><text>the Secretary of Commerce, in consultation with the Academy, considers appropriate and relevant to the purposes of the study conducted under subsection (b).</text></clause></subparagraph></paragraph></subsection><subsection id="id9e5bb5d3-8544-4dbc-bdfc-263061b83320"><enum>(b)</enum><header>Study</header><text>The Secretary of Commerce shall enter into a contract with the Academy to conduct a study—</text><paragraph id="idec0ca284-ceaf-43ac-ab5b-13c6c8e1a388"><enum>(1)</enum><text>on the commerce manufacturing programs, the statutory foundations of the commerce manufacturing programs, and the merits and limitations of the commerce manufacturing programs;</text></paragraph><paragraph id="idc9c311c6-6b7d-45d6-ad8c-2a0684973622"><enum>(2)</enum><text>that considers and evaluates options to optimize the management and increase the impact of the commerce manufacturing programs, including options to consolidate the administration of the commerce manufacturing programs by creating an agency responsible for that administration; and</text></paragraph><paragraph id="id92e68147-a657-4afb-8cc9-02d0393fdeae"><enum>(3)</enum><text>that suggests a structure for legislation that would implement the options described in paragraph (2).</text></paragraph></subsection><subsection id="id791e24cb-ab0a-4b99-b71f-a558131e182b"><enum>(c)</enum><header>Contents</header><text>The study conducted under subsection (b) shall include—</text><paragraph id="id72576d1a-dbdd-4f67-bb46-efafb64662f4"><enum>(1)</enum><text>a comprehensive collection of the statutory authorities for the commerce manufacturing programs;</text></paragraph><paragraph id="id9fa46308-8bf5-4fe9-8e97-bd482ab1e023"><enum>(2)</enum><text>an assessment of available Federal proposals to consolidate the commerce manufacturing programs; and</text></paragraph><paragraph id="id45f0a43e-c08b-4b80-a02e-9b9bfb7b0962"><enum>(3)</enum><text>a consideration of the administrative and organizational relationships—</text><subparagraph id="id08554488-d9b8-47b7-b87e-67d3e635cbe4"><enum>(A)</enum><text>between the heads of the commerce manufacturing programs;</text></subparagraph><subparagraph id="id8b88d6dd-338c-436e-a8ff-2c8db0b35c5d"><enum>(B)</enum><text>within the Department of Commerce; and</text></subparagraph><subparagraph id="id1f1e9823-4b65-432d-a338-f5f83379493b"><enum>(C)</enum><text>between the Department of Commerce and States.</text></subparagraph></paragraph></subsection><subsection id="ide253b7a6-f785-4787-99eb-c22a6df92519"><enum>(d)</enum><header>Report to Congress</header><text>Not later than 1 year after the date on which the Academy enters into a contract to conduct a study under subsection (b), the Academy shall submit a summary of the findings and recommendations of the study to—</text><paragraph id="id2587b367-9c4f-465e-9580-a7c79102aafd"><enum>(1)</enum><text>the Committee on Appropriations and the Committee on Commerce, Science, and Transportation of the Senate;
