<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 3434</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20211217">December 17, 2021</action-date><action-desc><sponsor name-id="S380">Mr. Peters</sponsor> (for himself and <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To commission a study relating to the manufacturing programs of the Department of Commerce, and for other purposes.</official-title></form><legis-body><section id="id1565A518ACD34F3F905DBA82E88C3C45" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Support for American Manufacturing Act</short-title></quote>.</text></section><section id="id95A205549CCA438CA4E76EE99988D547"><enum>2.</enum><header>Study on the manufacturing programs of the Department of Commerce</header><subsection id="id9E9646A9BCE74D6ABBFE4E2D2CA8E79F"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id8CB26F0220884549B255B91657129A76"><enum>(1)</enum><header>Academy</header><text>The term <term>Academy</term> means the National Academy of Public Administration.</text></paragraph><paragraph id="id66F0270113D14C9090E856AFBDEBFE82"><enum>(2)</enum><header>Commerce manufacturing programs</header><text>The term <term>commerce manufacturing programs</term> mean the manufacturing programs of the Department of Commerce.</text></paragraph></subsection><subsection id="id9681E3341D7B4EAFB328325CBF4F90A8"><enum>(b)</enum><header>Study</header><text>The Secretary of Commerce shall enter into a contract with the Academy to conduct a study—</text><paragraph id="id1E3E79B611E24BF5833689B563DF4333"><enum>(1)</enum><text>on the commerce manufacturing programs, the statutory foundations of the commerce manufacturing programs, and the merits and limitations of the commerce manufacturing programs;</text></paragraph><paragraph id="id099DFDD765494B409DA1136F5A34CF9D"><enum>(2)</enum><text>that considers and evaluates options to optimize the management of the commerce manufacturing programs, including options to consolidate the administration of the commerce manufacturing programs by creating an agency responsible for that administration; and</text></paragraph><paragraph id="idB1A5371219CC4497821760FE6DB74160"><enum>(3)</enum><text>suggests a structure for legislation that would implement the options described in paragraph (2).</text></paragraph></subsection><subsection id="idCED842D517734741836DDED93EB1962A"><enum>(c)</enum><header>Contents</header><text>The study conducted under subsection (b) shall include—</text><paragraph id="idDCA821DA7A574DB3979F2559F0D25011"><enum>(1)</enum><text>a comprehensive collection of the statutory authorities for the commerce manufacturing programs;</text></paragraph><paragraph id="idE22D556B67FA42E7B6B8837837C75B1A"><enum>(2)</enum><text>an assessment of available Federal proposals to consolidate the commerce manufacturing programs; and</text></paragraph><paragraph id="id7488A5E7D42B448F80BA7A18C76C6953"><enum>(3)</enum><text>a consideration of the administrative and organizational relationships—</text><subparagraph id="idD2EED7ABD30848999F44366AEC7C6584"><enum>(A)</enum><text>between the heads of the commerce manufacturing programs;</text></subparagraph><subparagraph id="id0A4DF2D7BEF144ECA72C8E20A9F02D77"><enum>(B)</enum><text>within the Department of Commerce; and</text></subparagraph><subparagraph id="id1EE332B8B6124653BFE61E39A93589E7"><enum>(C)</enum><text>between the Department of Commerce and States.</text></subparagraph></paragraph></subsection><subsection id="idDC5A5F2AAE28483CB840E40863FA666F"><enum>(d)</enum><header>Report to Congress</header><text>Not later than 1 year after the date on which the Academy enters into a contract to conduct a study under subsection (b), the Academy shall submit a summary of the findings and recommendations of the study to—</text><paragraph id="id4F97B7F2CF6549DDB46846719BD3B444"><enum>(1)</enum><text>the Committee on Appropriations and the Committee on Commerce, Science, and Transportation of the Senate; and</text></paragraph><paragraph id="id77980F70FAD9431EB1D47E576150A93E"><enum>(2)</enum><text>the Committee on Appropriations, the Committee on Natural Resources, and the Committee on Energy and Commerce of the House of Representatives. </text></paragraph></subsection></section></legis-body></bill>
