which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To support programs and services under the Older Americans Act of 1965 through innovation and modernization, and for other purposes. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Revitalizing the Aging Network Act</short-title></quote>.</text></section><section id="id8cfb309afdde4a31b54f86402e117f90"><enum>2.</enum><header>Funding for the aging network and infrastructure</header><subsection id="idff43942488e246519266f05fda46030f"><enum>(a)</enum><header>Appropriation</header><paragraph id="id2C5D149B45ED4F83A314DD68DFEFBAD5"><enum>(1)</enum><header>In general</header><text>In addition to amounts otherwise available, there are appropriated for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, to the Department of Health and Human Services—</text><subparagraph id="id2b71237e19d549d08caacff40d4f6a85"><enum>(A)</enum><text>such sums as may be necessary to carry out part B of title III of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3030d">42 U.S.C. 3030d et seq.</external-xref>), including for—</text><clause id="id61fc2b2e00a34f1c9bbf40b6db7b807f"><enum>(i)</enum><text>supportive services of the type made available for fiscal year 2021 and authorized under such part;</text></clause><clause id="idb83141b2ae7743e18d7de8f08404e98b"><enum>(ii)</enum><text>investing in the aging network for the purposes of improving the availability of supportive services, including investing in the aging network workforce;</text></clause><clause id="idef3880391e334343ac5efe6b19e8f73b"><enum>(iii)</enum><text>the acquisition, alteration, or renovation of facilities, including multipurpose senior centers, intergenerational shared-site models, and mobile units; and</text></clause><clause id="idbfa404632b644bba8e28f869e0e975ed"><enum>(iv)</enum><text>construction or modernization of facilities to serve as multipurpose senior centers; </text></clause></subparagraph><subparagraph id="id6498532ee5c54456a68e91ea17964922"><enum>(B)</enum><text>such sums as may be necessary to carry out part C of title III of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3030d-21">42 U.S.C. 3030d–21 et seq.</external-xref>), including to support the modernization of infrastructure and technology, including kitchen equipment and delivery vehicles, to support the provision of congregate nutrition services and home delivered nutrition services under such part;</text></subparagraph><subparagraph id="id0589c8544e06474698ca487e0b7a8d6a"><enum>(C)</enum><text>such sums as may be necessary to carry out part E of title III of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3030s">42 U.S.C. 3030s et seq.</external-xref>), including section 373(e) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3030s-1">42 U.S.C. 3030s–1(e)</external-xref>);</text></subparagraph><subparagraph id="idb64199ab2b664e1d9f0dadc9ed8d3531"><enum>(D)</enum><text>such sums as may be necessary to carry out title VI of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3057">42 U.S.C. 3057 et seq.</external-xref>), including part C of such title (<external-xref legal-doc="usc" parsable-cite="usc/42/3057k-11">42 U.S.C. 3057k–11 et seq.</external-xref>);</text></subparagraph><subparagraph id="id19e73e6245b845c190a4ebb05686a509"><enum>(E)</enum><text> such sums as may be necessary to carry out the long-term care ombudsman program under title VII of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3058">42 U.S.C. 3058 et seq.</external-xref>);</text></subparagraph><subparagraph id="id5807603300df4b6b9eb1f17bb110531f"><enum>(F)</enum><text>such sums as may be necessary for technical assistance centers or national resource centers supported under such Act, including all such centers that received funding under title IV of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3031">42 U.S.C. 3031 et seq.</external-xref>) for fiscal year 2021, in order to support technical assistance and resource development related to culturally appropriate care management and services for older individuals with the greatest social need, including racial and ethnic minority individuals;</text></subparagraph><subparagraph id="id9f7fa6531018438ca84db743640b531e"><enum>(G)</enum><text>such sums as may be necessary for technical assistance centers or national resource centers supported under such Act that are focused on providing services for older individuals who are underserved due to their sexual orientation or gender identity; and</text></subparagraph><subparagraph id="id5f09296cae7645b7b78638d6e10df0ce"><enum>(H)</enum><text>such sums as may be necessary to carry out section 417 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3032f">42 U.S.C. 3032f</external-xref>).</text></subparagraph></paragraph><paragraph id="id1f84ec7bc74944f2bf48e5ecea55b500"><enum>(2)</enum><header>Availability</header><text>Amounts appropriated by this subsection shall remain available until expended.</text></paragraph></subsection><subsection id="idE83F97601746449596CC9F140CDBD19F"><enum>(b)</enum><header>Requirements for recipients of funding</header><paragraph id="iddda6c986d4ba427795a717f7eaf906e2"><enum>(1)</enum><header>Coordination</header><text>Any entity receiving funds made available under this section shall coordinate, to the extent practicable, activities with organizations providing the same services as those funded under this section, or facilitating the delivery of such services, to older individuals served by the Older Americans Act of 1965.</text></paragraph><paragraph id="id3b7917d3f97048edaecd3b0f0e66bfb2" commented="no"><enum>(2)</enum><header>Submission of data</header><text>An entity receiving funds made available under this section shall submit relevant data as the Assistant Secretary may require for purposes of the evaluation conducted under subsection (c).</text></paragraph></subsection><subsection commented="no" id="id1F3B9E1EA3EE4B1A914EE24480B42E97"><enum>(c)</enum><header>Program evaluation</header><paragraph id="ideaea482fa9084c8088221dda1ca053f4" commented="no"><enum>(1)</enum><header>In general</header><text>Not later than 6 years after the date of the enactment of this Act, the Assistant Secretary, shall by grant, contract, or interagency agreement—</text><subparagraph commented="no" id="id1C13C2A34EB641F8900FFDF15B011CD8"><enum>(A)</enum><text>evaluate the outcomes of all projects or activities supported by funds made available under this section; and</text></subparagraph><subparagraph commented="no" id="id9B29181DD741435594FEB5EB38564EF6"><enum>(B)</enum><text>submit a report on such evaluation to Congress.</text></subparagraph></paragraph><paragraph id="id08e14f3dfb5341b8ad636ba62a84afe2" commented="no"><enum>(2)</enum><header>Contents</header><text>The report required under paragraph (1) shall describe—</text><subparagraph id="id5090cde4fc374283bc6c0e9faf245016" commented="no"><enum>(A)</enum><text>the innovations in program and service delivery undertaken through funds made available under this section; </text></subparagraph><subparagraph id="id484d581b40ce46b096721d646bcd427b" commented="no"><enum>(B)</enum><text>the impact of such innovations on the communities served by such programs or services and the entities providing the programs or services; and</text></subparagraph><subparagraph id="id2430acf720584a09a068b3090303f0c1" commented="no"><enum>(C)</enum><text>the impact of such innovations on older individuals participating in such programs or services.</text></subparagraph></paragraph></subsection><subsection id="idfc05bfba97bc4d048a5c33464c6ca658"><enum>(d)</enum><header>Supplement, not supplant</header><text>Funds made available under this section shall be used to supplement, and not supplant, any Federal, State, or other funds otherwise available to provide programs and services to older individuals.</text></subsection><subsection id="id6a34cf984d5d41589d0b6874432a2718"><enum>(e)</enum><header>Nonapplicability of certain requirements</header><text>The non-Federal contribution requirements under sections 304(d)(1)(D) and 431(a) of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3024">42 U.S.C. 3024(d)(1)(D)</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/42/3033">42 U.S.C. 3033(a)</external-xref>), and section 373(h)(2) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/3030s-1">42 U.S.C. 3030s–1(h)(2)</external-xref>), shall not apply to—</text><paragraph id="id42bed3db3a2e48a49fe8adb92e5aa568"><enum>(1)</enum><text>any amounts made available under this section; or</text></paragraph><paragraph id="id0882d50e98924d3487ebb1e03b093b7b"><enum>(2)</enum><text>any amounts made available under section 2921 of the American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>). </text></paragraph></subsection><subsection id="idE4160E228D8C4BBA88A80AE25D31805C"><enum>(f)</enum><header>Definitions</header><text>In this section, the terms <term>aging network</term>, <term>Assistant Secretary</term>, and <term>older individual</term> have the meanings given such terms in section 102 of the Older Americans Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3002">42 U.S.C. 3002</external-xref>).</text></subsection></section></legis-body></bill>
