Reg. 68052 (November 30, 2021)); or</text></paragraph><paragraph id="idFBF9DD3BBA674EB99150C5246109B9ED"><enum>(2)</enum><text>promulgate, implement, or enforce any rule, regulation, or other agency statement, that is substantially similar to the rule described in paragraph (1).</text></paragraph></section></legis-body></bill>
