<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 3350</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20211209">December 9, 2021</action-date><action-desc><sponsor name-id="S402">Ms. Rosen</sponsor> (for herself and <cosponsor name-id="S349">Mr. Portman</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Higher Education Act of 1965 to condition an institution of higher education's receipt of Federal assistance on waiving the application for enrollment fee for homeless children and youths and students who were in foster care at any time when the students were 13 years of age or older.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Foster and Homeless Youth Achieve Act</short-title></quote>.</text></section><section id="id8BAE5931FD674F5E99C6FD9F1F8D4BE2"><enum>2.</enum><header>Waiver of application fees for homeless children and youths and foster youth</header><text display-inline="no-display-inline">Part G of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1088">20 U.S.C. 1088 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF87204954CAD451C9CBC2A4CB1B378F2"><section id="id79F185E142604E07B868FDADF7CC5062"><enum>493E.</enum><header>Waiver of application fees for homeless children and youths and foster youth</header><text display-inline="no-display-inline">In order for an institution of higher education, or a student enrolled at the institution, to receive Federal assistance under this Act, the institution shall waive the application for enrollment fee for homeless children and youths (as defined in section 725 of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11434a">42 U.S.C. 11434a</external-xref>)) and for a student who was in foster care at any time when the individual was 13 years of age or older, as indicated on the Free Application for Federal Student Aid submitted by the student.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
