which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the TSA to develop a plan to ensure that TSA material disseminated in major airports can be better understood by more people accessing such airports, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H47FFF808ECFF4A1B98BAE3570DFFDBF2"><section section-type="section-one" id="H5ED9334913BD43B8A31D0363652D9DE7"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>TSA Reaching Across Nationalities, Societies, and Languages to Advance Traveler Education Act</short-title></quote> or the <quote><short-title>TRANSLATE Act</short-title></quote>.</text></section><section id="H1D7781E775DF47C89EF3F4E28B0EB35A"><enum>2.</enum><header>Plan to improve materials disseminated by Transportation Security Administration</header><subsection id="HE0743029C580455394FC8F5D0A8A5CED"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, the Administrator shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Homeland Security of the House of Representatives a plan to ensure that TSA material disseminated in major airports can be better understood by individuals accessing such airports.</text></subsection><subsection id="H2237B2232906466F821C5CFC60448376"><enum>(b)</enum><header>Contents</header><text>The plan required under subsection (a) shall include the following:</text><paragraph id="H1EB1A22AF4AF45C8A5D661C42E86B503"><enum>(1)</enum><text>An identification of the most common languages other than English that are the primary languages of individuals that travel through or work in each major airport.</text></paragraph><paragraph id="H48B9EF802B944882A5C0BCDA9FEFB44C"><enum>(2)</enum><text>A plan to improve—</text><subparagraph id="H447FAC40F98A4EE2AFD4D0FDE96A35FF"><enum>(A)</enum><text>TSA materials to communicate information in languages identified pursuant to paragraph (1); and</text></subparagraph><subparagraph id="HB406BCD623C0476F85D34DEDB9377026"><enum>(B)</enum><text>the communication of TSA material to individuals with vision or hearing impairments or other possible barriers to understanding such material.</text></subparagraph></paragraph></subsection><subsection id="H827BC716607248ADB3B119B4F33AD5A7"><enum>(c)</enum><header>Considerations</header><text>In developing the plan required under subsection (a), the Administrator, acting through the Office of Civil Rights and Liberties, Ombudsman, and Traveler Engagement of the Transportation Security Administration, shall consider data regarding the following:</text><paragraph id="H70233ACB89984E6BA97C6A68F486EE5E"><enum>(1)</enum><text>International enplanement.</text></paragraph><paragraph id="HC2CF037EA2074176996D92915D357195"><enum>(2)</enum><text>Local populations surrounding major airports.</text></paragraph></subsection><subsection id="H2F5152000DBB42C0A373F9DEF6B480C8"><enum>(d)</enum><header>Implementation</header><text>Not later than 180 days after the submission of the plan required under subsection (a), the Administrator shall implement such plan.</text></subsection><subsection id="H372ECA35D6FB49409B7A49A7B2C73482"><enum>(e)</enum><header>GAO review</header><text display-inline="yes-display-inline">Not later than 1 year after the implementation pursuant to subsection (d) of the plan required under subsection (a), the Comptroller General of the United States shall—</text><paragraph id="idE40F32BB8A544E69AD1CBFA4713D7006"><enum>(1)</enum><text display-inline="yes-display-inline">conduct a review of such implementation; and</text></paragraph><paragraph id="id1FB1CB34632545648EEBAC36559C7A1C"><enum>(2)</enum><text display-inline="yes-display-inline">submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Homeland Security of the House of Representatives a report on such review.</text></paragraph></subsection><subsection id="HCCB753D6DE8A430F85E04403244C333A"><enum>(f)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H10925037A02B44C4A6F868F03B1100A2"><enum>(1)</enum><header>Administrator</header><text>The term <quote>Administrator</quote> means the Administrator of the Transportation Security Administration.</text></paragraph><paragraph id="H038B086A543D405ABA9D568B15C9EC0C"><enum>(2)</enum><header>Major airport</header><text display-inline="yes-display-inline">The term <quote>major airport</quote> means an airport classified by the Transportation Security Administration as a Category X or Category I airport.</text></paragraph><paragraph id="HDCF65EC21F1D4E03A2F2233EEF62FB98"><enum>(3)</enum><header>Non-traveling individual</header><text display-inline="yes-display-inline">The term <quote>non-traveling individual</quote> has the meaning given such term in section 1560.3 of title 49, Code of Federal Regulations.</text></paragraph><paragraph id="H42D68A171DAC4930B8D4794CBAB3350D"><enum>(4)</enum><header>TSA material</header><text display-inline="yes-display-inline">The term <quote>TSA material</quote> means signs, videos, audio messages, websites, press releases, social media postings, and other communications published and disseminated by the Administrator in major airports for use by both traveling and non-traveling individuals.</text></paragraph></subsection></section></legis-body></bill>
