which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for the development and issuance of a plan to increase oil and gas production on Federal land in conjunction with a drawdown of petroleum reserves from the Strategic Petroleum Reserve.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H621A658068D9419F99EEAD84C4893F62"><section section-type="section-one" id="H8A990FE6E1A646A38CEE00C1B8452A72"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strategic Production Response Act</short-title></quote> or the <quote><short-title>SPR Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id2FE8470646524727B7DD2870F37EDFC3"><enum>2.</enum><header>Strategic production response plan</header><text display-inline="no-display-inline">Section 161 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6241">42 U.S.C. 6241</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HD8C0520342A3476AA28B9B067FADCB72"><subsection id="idfb45b50ec32f4d5ebb9e23ed7d4187cd"><enum>(k)</enum><header>Strategic production response plan</header><paragraph id="ide5bec46968044c428762e58d6f596d1d"><enum>(1)</enum><header>Definition of Federal land</header><subparagraph id="id06ab865f0a4f4e4e82cc8940c28080f9"><enum>(A)</enum><header>In general</header><text>In this subsection, the term <term>Federal land</term> means land, including outer Continental Shelf land, the title to which is held by the United States.</text></subparagraph><subparagraph id="id50e298f1beb247c48c90f083c311b845"><enum>(B)</enum><header>Exclusions</header><text>In this subsection, the term <term>Federal land</term> does not include land otherwise not available for oil and gas development within—</text><clause id="id0b5e788839c343f3b337e48fda2e9650"><enum>(i)</enum><text>a unit of the National Park System;</text></clause><clause id="id8d4b0187200a425891099df54093c357"><enum>(ii)</enum><text>a unit of the National Wildlife Refuge System; </text></clause><clause id="id06a7d35b32044e00a8550ad094defd9e"><enum>(iii)</enum><text>a component of the National Wilderness Preservation System;</text></clause><clause id="id953B5F75DF6145CDBA602769F167B83B"><enum>(iv)</enum><text>a National Marine Sanctuary; or</text></clause><clause id="iddbb4dbaa2db546a7b84dd626ab60a45b"><enum>(v)</enum><text>Indian land.</text></clause></subparagraph></paragraph><paragraph id="id219555b9653642798362c6323eace888"><enum>(2)</enum><header>Plan</header><text>Except in the case of a severe energy supply interruption described in subsection (d) or as otherwise mandated by Congress, the Secretary may not execute 1 drawdown or a series of 2 or more drawdowns of petroleum products in the Reserve after the date of enactment of this subsection, whether through sale, exchange, or loan, until the Secretary of the Interior has, as applicable, issued a plan or updated a previously issued plan to increase the production of oil and gas on Federal land.</text></paragraph><paragraph id="id83d1cac3f486433280686a2aa12a9960"><enum>(3)</enum><header>Requirements for plan</header><text>Each plan issued or updated under paragraph (2) shall include proposed actions to increase oil and gas production on Federal land that are in addition to lease sales previously scheduled by the Secretary of the Interior under the Mineral Leasing Act (<external-xref legal-doc="usc" parsable-cite="usc/30/181">30 U.S.C. 181 et seq.</external-xref>) and the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1331">43 U.S.C. 1331 et seq.</external-xref>). </text></paragraph><paragraph id="id37ae6bebc4f84fe0ad84c95940b2d15d" commented="no"><enum>(4)</enum><header>Consultation</header><text>The Secretary of the Interior shall issue or update each plan required under paragraph (2) in consultation with the Secretary, the Secretary of Agriculture, the Secretary of Commerce, and the Secretary of Defense.</text></paragraph><paragraph id="idc3463cf114cc456f8b56ef44dcd9ff59" commented="no"><enum>(5)</enum><header>Congressional submission</header><text>Not later than 60 days after the date on which the Secretary executes 1 drawdown or a series of 2 or more drawdowns of petroleum products in the Reserve after the date of enactment of this subsection, the Secretary of the Interior shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Energy and Commerce and the Committee on Natural Resources of the House of Representatives a copy of the applicable plan required under paragraph (2).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
