which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Veterans Affairs to establish a toll-free telephone helpline for veterans and other eligible individuals to use to obtain information about the benefits and services provided by the Department of Veterans Affairs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HA518D9CE10724519BFAE76FCD38C65BD"><section commented="no" display-inline="no-display-inline" section-type="section-one" id="H8E098385EF7F4278866CC32EF0E3134C"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Assistance Helpline Act of 2021</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H4E0DF09319FF42FE96CF8F886C49161C"><enum>2.</enum><header display-inline="yes-display-inline">Telephone helpline for assistance for veterans and other eligible individuals</header><subsection commented="no" display-inline="no-display-inline" id="HA60CCC84F49B44739BEF8C2C9948FA3A"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment of helpline</header><paragraph commented="no" display-inline="no-display-inline" id="id059DB35EB6C843F0A76AC9E47B18ADC2"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary shall establish a toll-free telephone helpline that a covered individual may use to obtain information about, or through which a covered individual may be directed to, any service or benefit provided under a law administered by the Secretary, including any service provided by the Department of Veterans Affairs in the area in which the covered individual is located.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id22A8F80528B84DE09C9661B9592989C5"><enum>(2)</enum><header>Contract for direction of calls authorized</header><text>The Secretary may, in coordination with the Commission, enter into a contract with an third-party to direct calls made to the toll-free helpline established under paragraph (1) to the appropriate person regarding a service or benefit described in that paragraph.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD6AC845C1D07426DA57342F3FEA7F0F8"><enum>(3)</enum><header>Live individual required</header><text>The Secretary, in coordination with the Commission, shall ensure that a covered individual using the telephone helpline established under paragraph (1) speaks with a live individual rather than a recording.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idD89B0ECAFD1348CF80681283DCEDA5A2"><enum>(b)</enum><header>Study and report required</header><text>Not later than one year after the date of the enactment of this Act, the Secretary shall, in coordination with the Commission—</text><paragraph commented="no" display-inline="no-display-inline" id="idF2DDC344DA9C4A159AE4D3FAD4BE406E"><enum>(1)</enum><text display-inline="yes-display-inline">complete a study to assess the feasibility and advisability of designating a covered dialing code for the purposes of reaching the toll-free telephone helpline established under subsection (a)(1); and</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="idE022F9CBBF9448A795228A23ABCB6D62"><enum>(2)</enum><text>submit to the Committee on Veterans' Affairs of the Senate and the Committee on Veteran's Affairs of the House of Representatives a report on the findings of the Commission with respect to the study completed under subparagraph (A).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idA82A83B068994E42B644683941A1F74F"><enum>(c)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="idC46299F4F0304FA7A117D940B91FE977"><enum>(1)</enum><header>Commission</header><text display-inline="yes-display-inline">The term <term>Commission</term> means the Federal Communications Commission.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9388F8C5015C41D291DD1038C5075207"><enum>(2)</enum><header>Covered dialing code</header><text display-inline="yes-display-inline">The term <term>covered dialing code</term> means a simple, easy-to-remember, 3-digit dialing code.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2FE4E018ECAC40C3A52F5F1935C7EAC6"><enum>(3)</enum><header>Covered individual</header><text>The term <term>covered individual</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="id5D605DE556A3408D87A38FFE6A56229B"><enum>(A)</enum><text>a veteran;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idEFB451BC9D3448A28AF67DB4392DF516"><enum>(B)</enum><text>an individual acting on behalf of a veteran; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB3C511BCF9D6480ABC19DBD64B6231D6"><enum>(C)</enum><text>an individual, other than a veteran, who is eligible to receive a benefit or service under a law administered by the Secretary.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD2E22C90DFC54189930CE7D36F5462BE"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Veterans Affairs.</text></paragraph><paragraph id="id86691790F1914FF2B99AADBC0CB713E7" commented="no" display-inline="no-display-inline"><enum>(5)</enum><header>Veteran</header><text>The term <term>veteran</term> has the meaning given the term in section 101 of title 38, United States Code. </text></paragraph></subsection></section></legis-body></bill>
