which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prioritize icebreaker deployments to the Arctic, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Arctic Focus Act</short-title></quote>.</text></section><section id="idED80111A732844658DD5E7CD896088B8"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id572c6b73a1644854beb95ae08893dc7c" commented="no"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text><subparagraph id="idD87D69E0F0C94991B525CC3006F19DE5"><enum>(A)</enum><text>the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation of the Senate</committee-name>; </text></subparagraph><subparagraph id="idaddc097df92b426d864eab8ab08f96a9"><enum>(B)</enum><text>the <committee-name committee-id="SSAS00">Committee on Armed Services of the Senate</committee-name>; </text></subparagraph><subparagraph id="id7D2693F568EA44659FFB64729FB0BFEC"><enum>(C)</enum><text>the <committee-name committee-id="SSAP00">Committee on Appropriations of the Senate</committee-name>; </text></subparagraph><subparagraph id="idAF9B0B5B397F4F76B512CFB85DA1E7A5"><enum>(D)</enum><text>the <committee-name committee-id="">Committee on Transportation and Infrastructure of the House of Representatives</committee-name>; </text></subparagraph><subparagraph id="id23FD6C74986640D2ACF5A3C7069293B8"><enum>(E)</enum><text>the <committee-name committee-id="">Committee on Armed Services of the House of Representatives</committee-name>; and</text></subparagraph><subparagraph id="idD6AEF58E1A104593ACDA7C5C3BC32696"><enum>(F)</enum><text>the <committee-name committee-id="">Committee on Appropriations of the House of Representatives</committee-name>.</text></subparagraph></paragraph><paragraph id="idf1767c65071a4a548349c937cb464fc2" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Arctic</header><text display-inline="yes-display-inline">The term <term>Arctic</term> has the meaning given such term in section 112 of the Arctic Research and Policy Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/15/4111">15 U.S.C. 4111</external-xref>). </text></paragraph></section><section id="id88b6128e6825409896f162639fc14361"><enum>3.</enum><header>Statement of policy regarding Arctic activities</header><text display-inline="no-display-inline">In recognition of the Arctic’s strategic importance to the national security interests of the United States, and the need to exert influence through persistent presence in the Arctic, the Coast Guard shall—</text><paragraph id="id9447479565974616b0010cb88303c328"><enum>(1)</enum><text>prioritize icebreaker deployments to the Arctic so that Antarctic deployments do not occur at the expense of sufficient Arctic presence or operations;</text></paragraph><paragraph id="id0e500f29f0ce4822966975b913937ca4"><enum>(2)</enum><text>provide sufficient icebreaking activity to keep the Northwest Passage sea lanes open for commerce, national defense, rescue and recovery operations, and scientific exploration by 2030;</text></paragraph><paragraph id="id83f6b9c9969e47b2a16319a17e9b0d7e"><enum>(3)</enum><text>permanently station at least 1 icebreaking vessel within the Arctic not later than the earlier of—</text><subparagraph id="id663DE48F03E94501BA0AA657543B7253"><enum>(A)</enum><text>the date that is 1 year after the delivery of the first Polar Security Cutter; or</text></subparagraph><subparagraph id="id1D948CF4BB2745EB943C5601F4793412"><enum>(B)</enum><text>2030; and</text></subparagraph></paragraph><paragraph id="id139341aa8623413388c4f6b74fe6a33d"><enum>(4)</enum><text>continuously patrol the Arctic with at least 1 major Coast Guard cutter that is able to execute search and rescue operations, fisheries enforcement, pollution response, and support for national defense operations.</text></paragraph></section><section id="id01c23c957137477f8101ea97857966d7"><enum>4.</enum><header>Arctic operational implementation report</header><text display-inline="no-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretary of the department in which the Coast Guard is operating shall submit a report to the appropriate congressional committees that—</text><paragraph id="id2268F8299EEF4A3B858AAD64586F4AEC"><enum>(1)</enum><text>describes the ability and timeline to conduct a transit of the Northern Sea Route and periodic transits of the Northwest Passage; and</text></paragraph><paragraph id="idDF18C33010B34EB58BA7B67DA64E9AC5"><enum>(2)</enum><text>includes a plan to implement the activities described in section 3.</text></paragraph></section></legis-body></bill>
