which was read twice and referred to the <committee-name committee-id="SSEG00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Energy and Natural Resources</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20221212">December 12, 2022</action-date><action-desc>Reported by <sponsor name-id="S338">Mr. Manchin</sponsor>, without amendment</action-desc></action><legis-type>A BILL</legis-type><official-title>To waive the application fee for applications for special use permits for veterans’ special events at war memorials on land administered by the National Park Service in the District of Columbia and its environs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HDCAE9344784544E19E615C8514EB601E"><section section-type="section-one" id="HF4C4CBA5CDED4A3E96769992A62462A6"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Free Veterans from Fees Act</short-title></quote>.</text></section><section id="id4BE1E61DA1A54822A330D185656D82C4"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HF397975198F7494CA44BE9AD18F529F1"><enum>(1)</enum><header>Member of a Gold Star Family</header><text display-inline="yes-display-inline">The term <term>member of a Gold Star Family</term> means any individual that meets the eligibility requirements of section 3.2 of Department of Defense Instruction 1348.36 (or a successor instruction).</text></paragraph><paragraph id="HF2AFA420319748769D410686B5DB858A"><enum>(2)</enum><header>Special events</header><text>The term <term>special events</term> has the meaning given the term in section 7.96(g)(1) of title 36, Code of Federal Regulations (or a successor regulation).</text></paragraph><paragraph display-inline="no-display-inline" id="H1CB0343B42804997A3196721DA22C45F"><enum>(3)</enum><header>The District of Columbia and its environs</header><text display-inline="yes-display-inline">The term <term>the District of Columbia and its environs</term> has the meaning given the term in section 8902(a) of title 40, United States Code. </text></paragraph><paragraph id="H5E1DBD1B5409498B816CEF12FFA017F1"><enum>(4)</enum><header>Veteran</header><text>The term <term>veteran</term> has the meaning given the term in section 101 of title 38, United States Code.</text></paragraph><paragraph id="H782DBBC7FC3749D1B274E9CB05AF014C"><enum>(5)</enum><header>Veterans’ special event</header><text display-inline="yes-display-inline">The term <term>veterans’ special event</term> means a special event at which the majority of attendees are veterans or members of Gold Star Families.</text></paragraph><paragraph id="H74E2DF58B6DA48758FB7A93617F46F67" commented="no" display-inline="no-display-inline"><enum>(6)</enum><header>War memorial</header><text display-inline="yes-display-inline">The term <term>war memorial</term> means any memorial or monument that has been erected or dedicated to commemorate a military unit, military group, war, conflict, victory, or peace. </text></paragraph></section><section id="H5C2D92EFD8F041248EA5EFE7CDFC992B"><enum>3.</enum><header>Waiver of special use permit application fee for veterans’ special events</header><subsection id="H5F9F8E86686C4C6FAFDE5CB516B30752"><enum>(a)</enum><header>Waiver</header><text display-inline="yes-display-inline">The application fee for any application for a special use permit, the sole purpose of which is to hold a veterans’ special event at a war memorial on land administered by the National Park Service in the District of Columbia and its environs, shall be waived.</text></subsection><subsection id="HF5F9799204EA409CB90E27C034EB10D3"><enum>(b)</enum><header>Applicability of existing laws</header><text display-inline="yes-display-inline">Notwithstanding subsection (a), an applicant for a special use permit described in that subsection shall be subject to any other law (including regulations) or policy applicable to the application, issuance, or execution of the special use permit. </text></subsection><subsection id="H5BFD07601F51433290E6A303412628E6"><enum>(c)</enum><header>Applicability</header><text>This section shall apply to any special use permit application submitted after the date of enactment of this Act. </text></subsection></section></legis-body><endorsement><action-date date="20221212">December 12, 2022</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
