<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 31</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210122">January 22, 2021</action-date><action-desc><sponsor name-id="S346">Mr. Lee</sponsor> (for himself and <cosponsor name-id="S401">Mr. Romney</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To limit the establishment or extension of national monuments in the State of Utah.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id977DC3E5F948423083393E3FC1147B24"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protect Utah’s Rural Economy Act</short-title></quote>.</text></section><section id="id7FC667367E2C4C61A6089CDBFC6E1B17"><enum>2.</enum><header>Limitation on the establishment or extension of national monuments in the State of Utah</header><text display-inline="no-display-inline">Section 320301 of title 54, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="id4FA385D6636C4A24B456F46B32618218"><subsection id="id283FA57F0E9147FBBDEF6C53DE900650"><enum>(e)</enum><header>Limitation on the establishment or extension of National Monuments in the State of Utah</header><text>Notwithstanding any other provision of this section, the President may not establish or extend a national monument in the State of Utah (referred to in this subsection as the <quote>State</quote>) unless—</text><paragraph id="idDF923AFC5E584D19A9A85AE2E0056CAD"><enum>(1)</enum><text>the extension or establishment has been authorized by an Act of Congress; and</text></paragraph><paragraph id="id69829C99AE514B4FBAD186AB2F8FBBC0"><enum>(2)</enum><text>the President has received from the Governor of the State notice that the State legislature has enacted legislation approving the proposed establishment or extension.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
