which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Veterans Affairs to submit to Congress a report on mental health care furnished by the Department of Veterans Affairs in certain States and a report on funding by Vet Centers of marketing and outreach.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H62442E9E03044561AFDA6D9949DB5BAE"><section section-type="section-one" id="H6032F8EABC834A1DB6411F0B044394DC"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Vet Center Support Act</short-title></quote>.</text></section><section id="id5E7C929566BF45A8851C2BA96AF1E25E"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="idE71025B1A5E04A509A708133E0BD85C1"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives.</text></paragraph><paragraph id="H70672D7BC2064446823C42A2854AD5CF"><enum>(2)</enum><header>Covered State</header><text display-inline="yes-display-inline">The term <term>covered State</term> means each State (including the District of Columbia, Puerto Rico, and any territory or possession of the United States) that has a ratio of one or fewer Vet Centers per 100,000 or more veterans who reside in such State (as such population is determined by the Secretary of Veterans Affairs, acting through the National Center for Veterans Analysis and Statistics, for fiscal year 2021).</text></paragraph><paragraph id="H38F075A88C454943B406CDFA7CBA327C" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header>Vet Center</header><text>The term <term>Vet Center</term>—</text><subparagraph commented="no" display-inline="no-display-inline" id="id98EB8037B8F440AD9F9E1C398506B4BA"><enum>(A)</enum><text>has the meaning given that term in section 1712A of title 38, United States Code;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id839C736485EC4BDD96A389D281116E8B"><enum>(B)</enum><text>includes Vet Center outstations; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5363A947C3C743AF8D0D4CF60EFBDC0B"><enum>(C)</enum><text>does not include mobile Vet Centers. </text></subparagraph></paragraph></section><section id="HFF6707FB11ED4A64BC623D3646C662A9"><enum>3.</enum><header>Report on mental health care furnished by Department of Veterans Affairs in certain States</header><subsection id="H0BD5E32FB684415CBB9612DB63ACE064"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the appropriate committees of Congress a report regarding mental health care furnished by the Department of Veterans Affairs to veterans in each covered State.</text></subsection><subsection id="HE63ACAD25B204CB38E3020672159A7DD"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">The report under subsection (a) shall include, with respect to each covered State, the following:</text><paragraph id="H92729FC9B3D14B31AB92BAE8F11CB7E8"><enum>(1)</enum><text display-inline="yes-display-inline">An assessment of the ability of the Department to furnish to veterans in such State—</text><subparagraph id="HB80582A16D7F4EB7907E156D60D7E117"><enum>(A)</enum><text>readjustment counseling;</text></subparagraph><subparagraph id="H0B5F5493BA934988823943DE3F0EC8BC"><enum>(B)</enum><text>therapy for post-traumatic stress disorder and other trauma-related therapy;</text></subparagraph><subparagraph id="H53A1A569F62345129DCBF6C16FB95FDA"><enum>(C)</enum><text>group counseling;</text></subparagraph><subparagraph id="HC6A6C2D53F9B4EFE83B3BAD8E5DF03CB"><enum>(D)</enum><text>marriage and family counseling;</text></subparagraph><subparagraph id="HDA2A995CCED943409B7247BECC4F4963"><enum>(E)</enum><text>military sexual trauma counseling;</text></subparagraph><subparagraph id="H07D5DDB4A8D24294974F71A6D37F1622"><enum>(F)</enum><text>bereavement counseling;</text></subparagraph><subparagraph id="HC8DEC15A524D48FC8A293294809C1A11"><enum>(G)</enum><text>screenings and referrals for medical issues;</text></subparagraph><subparagraph id="HC1E44478464B408F85F79F5AB0EED389"><enum>(H)</enum><text>substance abuse assessments and referrals;</text></subparagraph><subparagraph id="HDCE24F3C128F430181F4C8212F6101C8"><enum>(I)</enum><text>employment assessments and referrals; and</text></subparagraph><subparagraph id="H43204E15845943619A4B54F837DA39A1"><enum>(J)</enum><text>explanations and referrals regarding benefits furnished through the Veterans Benefits Administration of the Department.</text></subparagraph></paragraph><paragraph id="HC4AA0C0B8A0D418F93ECB645F469E717"><enum>(2)</enum><text display-inline="yes-display-inline">An assessment of the feasibility of establishing additional Vet Centers in such State.</text></paragraph><paragraph id="H560DCF3DDB074E8DBD13A6D879E55954"><enum>(3)</enum><text display-inline="yes-display-inline">An assessment of the feasibility of increasing staff at existing Vet Centers in such State to ensure comprehensive coverage.</text></paragraph><paragraph id="id9B2AA814DCC1439EB3C2339AFE2BCAE6"><enum>(4)</enum><text display-inline="yes-display-inline">An assessment of any barriers faced by such State regarding—</text><subparagraph id="HCC135779F42746FBB058435D6E44F3C8"><enum>(A)</enum><text>demonstrating a need for additional Vet Centers, mobile Vet Centers, and community access points;</text></subparagraph><subparagraph id="HD8781E75002141048D769BC6691662E9"><enum>(B)</enum><text>including travel time as a measure of productivity while conducting outreach to underserved areas; and</text></subparagraph><subparagraph id="H327892742184469D92D7242050C4D59C"><enum>(C)</enum><text>building a new Vet Center.</text></subparagraph></paragraph><paragraph id="H17F5C852EA7F45C49ED75C24EB211CD4"><enum>(5)</enum><text>An analysis of staffing shortages at Vet Centers in such State, including delays in approving and processing new hires.</text></paragraph><paragraph id="H86A066BF22164CD5AC17931B9FA9C3BB"><enum>(6)</enum><text>An outreach strategy for using mobile Vet Centers, Vet Center outstations, and community access points to ensure that mental health care services reach veterans in underserved areas in such State.</text></paragraph></subsection></section><section id="idb8660b4c837c4dfd9673980aae47e926"><enum>4.</enum><header>Report on marketing and outreach funding by Vet Centers</header><subsection id="id9c62d117f024422a8b325e41c1cce28b"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the appropriate committees of Congress a report regarding funding by Vet Centers in covered States of marketing and outreach.</text></subsection><subsection id="ide1f883e1113246d98ed79e493322550b"><enum>(b)</enum><header>Elements</header><text>The report under subsection (a) shall include, with respect to each covered State, the following:</text><paragraph id="idb191bb1dce09460d82a1d1d2dc0c1d68"><enum>(1)</enum><text>An accounting of marketing and outreach funding for each Vet Center in such State.</text></paragraph><paragraph id="idd578fa8b5d4c488bbe4c4425dca42ac8"><enum>(2)</enum><text>An assessment of the adequacy of the marketing and outreach funds for each Vet Center in such State, including the ability of each such Vet Center to connect with veterans about services provided.</text></paragraph><paragraph id="id07fc8fa6a44e47c7b2380f27775ee078"><enum>(3)</enum><text>An analysis of effectiveness of each Vet Center in such State to market and conduct outreach.</text></paragraph><paragraph id="id57db13787bc64bff86292536ccf147fd"><enum>(4)</enum><text>A marketing and outreach strategy for Vet Centers to ensure that local resources are effectively utilized to connect with the local veteran community in such State.</text></paragraph></subsection></section></legis-body></bill>
