Short title

This Act may be cited as the No Forced Vaccination for COVID–19 Act.

2.

Authority for executive agencies to issue COVID–19 vaccine mandates

(a)

In general

Unless specifically stated in an Act of Congress, nothing in Federal law shall be construed to provide an executive agency with the authority to mandate, or implement a mandate, that an individual be inoculated by a COVID–19 vaccine, including a mandate that an individual either be inoculated by such a vaccine or agree to undergo periodic testing for COVID–19.(b)

Rule of construction

Nothing in this Act shall be construed to permit or otherwise authorize Congress or an executive agency to enact or otherwise impose a mandate described in subsection (a).(c)

Definition of executive agency

The term executive agency means an executive agency as defined in section 105 of title 5, United States Code, excluding the uniformed services as defined in section 101(a)(5) of title 10, United States Code.
