which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Defense to carry out a pilot program to supplement the Transition Assistance Program of the Department of Defense.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H0A91CBE049114CB0A3F5CEEFF2EE5808"><section section-type="section-one" id="H40C3828D8E8D439C86DAB502D9792E0E"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Onward to Opportunity Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="HCA7834D08C984CA0ADF364458B34CEB9"><enum>2.</enum><header>Pilot program to supplement the Transition Assistance Program of the Department of Defense through grants</header><subsection id="H0F94F630965A48AB903426556D1CC7C9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Defense, in consultation with the Secretary of Veterans Affairs, shall carry out a pilot program under which the Secretary of Defense provides, through grants, enhanced support and funding to eligible entities to supplement the Transition Assistance Program by providing job opportunities for industry-recognized certifications, job placement assistance, and related employment services directly to covered individuals.</text></subsection><subsection id="HC5A0DA9878464AE4BA71CDB795A89E28"><enum>(b)</enum><header>Services</header><text display-inline="yes-display-inline">In carrying out the pilot program, the Secretary of Defense shall award grants to eligible entities to provide to covered individuals the following services:</text><paragraph id="H5857E1B51A5D42DCB781847F9B938278"><enum>(1)</enum><text display-inline="yes-display-inline">Using an industry-validated screening tool, assessments of prior education, work history, and employment aspirations of covered individuals in order to tailor appropriate employment services.</text></paragraph><paragraph id="HD381C2DD32DE435B9AE7938D5F68CE66"><enum>(2)</enum><text display-inline="yes-display-inline">Preparation for civilian employment through services such as mock interviews and salary negotiations, training on professional networking platforms, and company research.</text></paragraph><paragraph id="H5B7AC185B8144C8E8E299610A42B9571"><enum>(3)</enum><text>Several industry-specific learning pathways—</text><subparagraph id="H40A02AC229CD48CCA0FFF36DB4EAC701"><enum>(A)</enum><text display-inline="yes-display-inline">with entry-level, mid-level and senior versions;</text></subparagraph><subparagraph id="HA287C78C846F43C6B190F5C1683629ED"><enum>(B)</enum><text>in fields such as project management, cybersecurity, and information technology;</text></subparagraph><subparagraph id="H51B3D0117ADA42A2922DB5F129FBC8FA"><enum>(C)</enum><text display-inline="yes-display-inline">in which each covered individual works with an academic advisor to choose a career pathway and navigate coursework during the training process; and</text></subparagraph><subparagraph id="HB7B1E369A28448659BA480997380D661"><enum>(D)</enum><text display-inline="yes-display-inline">in which each covered individual can earn industry-recognized credentials and certifications, at no charge to the covered individual.</text></subparagraph></paragraph><paragraph id="H35A3CCCE7DFD463EBAB49DA9E594991B"><enum>(4)</enum><text>Job placement services.</text></paragraph></subsection><subsection id="HB996C122C5E747A69E2F70E5AB076F7E"><enum>(c)</enum><header>Program organization and implementation model</header><text>The Secretary of Defense shall ensure that the pilot program follows economic opportunity program models in use as of the date of the enactment of this Act that combine industry-recognized certification training, furnished by professionals, with online learning staff.</text></subsection><subsection id="H374F500A4E244478ADABF89F27BC6BFA"><enum>(d)</enum><header>Consultation</header><text>The Secretary of Defense shall seek to consult with private entities to identify the best economic opportunity program models for the pilot program to follow, including economic opportunity models in use as of the date of the enactment of this Act that are furnished through public-private partnerships.</text></subsection><subsection id="id1EA4728277084E1FB7E183DE0E59B9BB"><enum>(e)</enum><header>Eligibility</header><text>To be eligible to receive a grant under the pilot program, an entity shall—</text><paragraph id="idBFF83115C7C549ABBC1F86D50E4EDA2E"><enum>(1)</enum><text>follow a job training and placement model;</text></paragraph><paragraph id="idECCBC0F0597148DA80C67E50A904CC30"><enum>(2)</enum><text>have a well-developed and rigorous practice of program measurement and evaluation that indicates program performance and efficiency, with data that is high quality and shareable with partner entities; </text></paragraph><paragraph id="id69457FD7BB8041679EA5C09A97B3B924"><enum>(3)</enum><text display-inline="yes-display-inline">have established partnerships with entities (such as employers, governmental agencies, and non-profit entities) to provide services described in subsection (b); and</text></paragraph><paragraph id="id492DEA22A888456A8B450C3561F26EA1"><enum>(4)</enum><text>have online training capability to reach rural veterans, reduce costs, and comply with new conditions forced by COVID–19.</text></paragraph></subsection><subsection id="HD067EE7536E548529D892D40850A9588"><enum>(f)</enum><header>Coordination with Federal entities</header><text display-inline="yes-display-inline">Each grantee under the pilot program shall coordinate with Federal entities, including—</text><paragraph id="HB9A8C7819FC24979BD3DD56F8E16834A"><enum>(1)</enum><text>the Office of Transition and Economic Development of the Department of Veterans Affairs; and</text></paragraph><paragraph id="H4DCC1DB21D28427EBF81923E5CBECDDF"><enum>(2)</enum><text>the Veterans' Employment and Training Service of the Department of Labor.</text></paragraph></subsection><subsection id="HEDD9AC3F557C43BFB705167838A01CF5"><enum>(g)</enum><header>Performance metrics</header><text>The Secretary of Defense shall ensure that performance outcomes of the pilot program—</text><paragraph id="id91E3BA69002D470FBB3DC7A7B44CEC79"><enum>(1)</enum><text>are able to be verified using a third-party auditing method; and </text></paragraph><paragraph id="id2AEF1F34C8B04E96B776FA20150EE653"><enum>(2)</enum><text>include—</text><subparagraph id="H1CCEC46FA1134B808EA078D88843106E"><enum>(A)</enum><text display-inline="yes-display-inline">the number of covered individuals who receive and complete skills training through the pilot program;</text></subparagraph><subparagraph id="HC72E44C9BACE4070A56A40D273BE8EC6"><enum>(B)</enum><text display-inline="yes-display-inline">the number of covered individuals who secure employment through the pilot program;</text></subparagraph><subparagraph id="H1D1617D81232475DA6250C36554E2E9A"><enum>(C)</enum><text display-inline="yes-display-inline">the retention rate for covered individuals described in subparagraph (B); and </text></subparagraph><subparagraph id="HACB1E40A97D046EB84FB4959874E94FC"><enum>(D)</enum><text display-inline="yes-display-inline">the median salary of covered individuals described in subparagraph (B).</text></subparagraph></paragraph></subsection><subsection id="HA72134AE3169448C829543C8D6D30465"><enum>(h)</enum><header>Site locations</header><text>The Secretary of Defense shall carry out the pilot program at five military installations in the United States where existing economic opportunity program models are successful.</text></subsection><subsection id="HDC840011F80E42CA8C9D426A971050DC"><enum>(i)</enum><header>Assessment of possible expansion</header><paragraph id="id7FDA57C0A73D4F8CA9DAC8816F35D67C"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Each grantee under the pilot program shall assess the feasibility of expanding the virtual training and career placement services offered under the pilot program to—</text><subparagraph id="idE1324510D130408595E645C6FEE0C1FE"><enum>(A)</enum><text display-inline="yes-display-inline">members of the reserve components of the Armed Forces; and </text></subparagraph><subparagraph id="idE2D50D6C70004804938119B67215C49A"><enum>(B)</enum><text display-inline="yes-display-inline">covered individuals outside the United States.</text></subparagraph></paragraph><paragraph id="id5CF7A04738924803A4CB210737220914" commented="no"><enum>(2)</enum><header>Submittal to Secretary of Defense</header><text>Each grantee under the pilot program shall submit to the Secretary of Defense the assessment of the grantee conducted under paragraph (1).</text></paragraph></subsection><subsection id="H9B1C5348879D4E83A9670147848DF391"><enum>(j)</enum><header>Duration</header><text>The pilot program shall terminate on September 30, 2025.</text></subsection><subsection id="HED607AA3813F4AD88C2B3798BC6A112B"><enum>(k)</enum><header>Report</header><text>Not later than March 30, 2026, the Secretary of Defense shall submit to the congressional defense committees a report that includes—</text><paragraph id="H140AD4F8EBD64E918B7D4AF4E26B7687"><enum>(1)</enum><text>a description of the pilot program, including a description of specific activities carried out under this section;</text></paragraph><paragraph id="H16BF195C173848DA94DA678714466E3C"><enum>(2)</enum><text display-inline="yes-display-inline">the metrics and evaluations used to assess the effectiveness of the pilot program; and </text></paragraph><paragraph id="id0CD41A9BFDCF49248F224F1042C41255"><enum>(3)</enum><text>the assessments submitted to the Secretary under subsection (i)(2). </text></paragraph></subsection><subsection id="H3AC7F3E5A6CD4CD9B0B9C44F1EE2B861"><enum>(l)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H522648C569734E5083FFD138B395C307"><enum>(1)</enum><header>Covered individual</header><text display-inline="yes-display-inline">The term <term>covered individual</term> means—</text><subparagraph id="HE5ED53CA0CF342468BBCF3AE1BC6DEB4"><enum>(A)</enum><text>a member of the Armed Forces participating in the Transition Assistance Program; or</text></subparagraph><subparagraph id="H7A3EEF613E4147AAAB0ABDA05C99BD1A"><enum>(B)</enum><text>a spouse of a member described in subparagraph (A).</text></subparagraph></paragraph><paragraph id="id13CC0AB549CC482C94922AEC988EADCB"><enum>(2)</enum><header>Economic opportunity program model</header><text>The term <term>economic opportunity program model</term> means a model of programmatic service delivery that expands economic opportunity and improves employment outcomes for members of the Armed Forces transitioning to civilian life and military spouses through career exploration, job training, and credentialing.</text></paragraph><paragraph id="H1A3176A29B2741EB8736BECCFB3DE063"><enum>(3)</enum><header>Military installation</header><text>The term <term>military installation</term> has the meaning given such term in section 2801(c) of title 10, United States Code.</text></paragraph><paragraph id="H508EBABCB9E44917A5B1CE9F80774D48"><enum>(4)</enum><header>Transition Assistance Program</header><text>The term <term>Transition Assistance Program</term> means the program of the Department of Defense for preseparation counseling, employment assistance, and other transitional services provided under sections 1142 and 1144 of title 10, United States Code.</text></paragraph></subsection></section></legis-body></bill>
