<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 3145</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20211103">November 3, 2021</action-date><action-desc><sponsor name-id="S373">Mr. Cassidy</sponsor> (for himself, <cosponsor name-id="S389">Mr. Kennedy</cosponsor>, <cosponsor name-id="S236">Mr. Inhofe</cosponsor>, <cosponsor name-id="S350">Mr. Rubio</cosponsor>, and <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Natural Gas Act to expedite approval of exports of small volumes of natural gas, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Small Scale LNG Access Act of 2021</short-title></quote>.</text></section><section id="idB47FC8CC1BDC458F925CDEC61B636D03"><enum>2.</enum><header>Expedited approval of export of certain volumes of natural gas</header><text display-inline="no-display-inline">Section 3 of the Natural Gas Act (<external-xref legal-doc="usc" parsable-cite="usc/15/717b">15 U.S.C. 717b</external-xref>) is amended by striking subsection (c) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF07939A5CD7E419EBF8A27992F9D3A14"><subsection id="id6c8f9db489f44844853709f119dd602d"><enum>(c)</enum><header>Expedited application and approval process</header><paragraph id="idADD97B48260744EB88B5432BD15E31A1"><enum>(1)</enum><header>In general</header><text>For purposes of subsection (a), the following shall be deemed to be consistent with the public interest, and applications for such importation or exportation shall be granted without modification or delay:</text><subparagraph id="idbc9e0b9a5f424c2dab248b8a439cec79"><enum>(A)</enum><text>The importation of the natural gas referred to in subsection (b).</text></subparagraph><subparagraph id="idbe7660f4e6ea457bbf1427b28baed4c4"><enum>(B)</enum><text>The exportation of natural gas in a volume up to and including 51,750,000,000 cubic feet per year.</text></subparagraph><subparagraph id="id8493ef2f4f4a4c2fa83d8f75ce689511"><enum>(C)</enum><text>The exportation of natural gas to a nation with which there is in effect a free trade agreement requiring national treatment for trade in natural gas.</text></subparagraph></paragraph><paragraph id="id72B11F4AB23B44A4AB4EFD2CF1416E4F"><enum>(2)</enum><header>Exclusion</header><text>Subparagraphs (B) and (C) of paragraph (1) shall not apply to any nation subject to sanctions imposed by the United States.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
