(Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/283">Public Law 116–283</external-xref>) is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5fb4b0f9b7d54def9fb0bcd03ac31523"><paragraph id="id9fe5629eb79944b1b8bd56d2c62c0897"><enum>(14)</enum><text>Unmanned aerial systems.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="ida942fa71e28742c49e58b4b0e2b78b99"><enum>(b)</enum><header>Designation of critical technology areas</header><text display-inline="yes-display-inline">Section 217(b)(2) of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/283">Public Law 116–283</external-xref>) is amended—</text><paragraph id="id974E2A0337684875A05021346EEABE88"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph><paragraph id="idC9B5FEF264544176B6AC33384C6444A5"><enum>(2)</enum><text>in subparagraph (B), by striking the semicolon and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="id5AC59FD9FDF94A5EA33C373E5AD7BA47"><enum>(3)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block id="id4626C01A0B344687B6A49170953EB688" style="OLC" act-name=""><subparagraph id="id654B67FD06ED4BD49C249D8250BCAEED"><enum>(C)</enum><text>a strategy to support domestic manufacturing and industrial base capabilities to support future defense requirements;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idacbbc021689942f4bde58bc129a787eb"><enum>(c)</enum><header>Comptroller General report on Assistant Secretary of Defense for Industrial Base Policy</header><paragraph id="idF0BBDBBB25CC4D5B9E002BAD867826DE"><enum>(1)</enum><header>Briefing and report</header><text display-inline="yes-display-inline">Not later than 270 days after the date of the enactment of this Act, the Comptroller General of the United States shall brief the Committees on Armed Services of the Senate and the House of Representatives on the Comptroller General's preliminary findings related to the topics set forth in paragraph (2). The Comptroller General shall submit to such committees a report with a final description and assessment of such topics at an agreed upon date.</text></paragraph><paragraph id="id5B94036BB56E4B53B9577A082756821D"><enum>(2)</enum><header>Topics covered</header><text>The topics referred to under paragraph (1) are as follows:</text><subparagraph id="idcad6a2bf63ff40f0b7d150a060d5389d"><enum>(A)</enum><text>The strategy, effectiveness, and responsibilities of the Assistant Secretary of Defense for Industrial Base Policy.</text></subparagraph><subparagraph id="id9dfdf8ed71eb445595e33f90ab6a8976"><enum>(B)</enum><text>The efforts of the Under Secretary of Defense for Research and Engineering and the Under Secretary of Defense for Acquisition and Sustainment to assess the manufacturing and procurement of critical materials, including describing the offices and individuals that are responsible for identifying critical materials supply chain shortfalls, how such shortfalls are identified, and any variation in methods used across the Department of Defense.</text></subparagraph><subparagraph id="id75bdc2962b80468f9d52f9a58d9b80f5"><enum>(C)</enum><text>The efforts of the Under Secretary of Defense for Research and Engineering and the Under Secretary of Defense for Acquisition and Sustainment to implement procedures to protect supply chains for critical programs and technologies and disseminate that information to other appropriate Federal agencies and organizations.</text></subparagraph><subparagraph id="id41e116580d104e97a6c789698178167b" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text>Such other matters as the Comptroller General determines appropriate. </text></subparagraph></paragraph></subsection></section></legis-body></bill>
