which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for a national public health education campaign, grant program, and task force for recommended preventive health care services during the COVID–19 pandemic and future pandemics. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventive Care Awareness Act of 2021</short-title></quote>. </text></section><section id="idA10A78288763405E9548F569B272750E"><enum>2.</enum><header>Public health campaign</header><text display-inline="no-display-inline">The Secretary of Health and Human Services (referred to in this section as the <quote>Secretary</quote>), in collaboration with the Director of the Centers for Disease Control and Prevention, the Surgeon General, and the Administrator of the Centers for Medicare &amp; Medicaid Services, shall undertake a coordinated, focused national public health education effort to enhance access by individuals and providers to accurate, evidence-based health information about preventive health care, with particular consideration for decreasing disparities in utilization of recommended preventive health care services by reaching rural and underserved communities who have delayed or forgone receiving recommended clinical preventive health care services during the COVID–19 pandemic.</text></section><section id="id2c37c617b2b6450b8d4ea4163f30075c"><enum>3.</enum><header>COVID–19 preventive health care grant program</header><subsection id="idDA2DC416F9694DAF9576A68087AEFFB7"><enum>(a)</enum><header>In general</header><text>For the purpose of increasing patient uptake of recommended clinical preventive health care services during the COVID–19 pandemic, the Secretary, acting through the Director of the Centers for Disease Control and Prevention, shall award grants on a noncompetitive basis to States, localities, territories, Indian Tribes, Tribal organizations, urban Indian health organizations, and health service providers to Indian Tribes, with particular consideration for decreasing disparities in utilization of such preventive health care services by reaching individuals in geographically diverse rural and underserved communities who have delayed or forgone receiving recommended clinical preventive health care services during the COVID–19 pandemic.</text></subsection><subsection id="idf62c13b2ea2a444bb8f4316608d73f59"><enum>(b)</enum><header>Guidance</header><text>The Secretary shall issue grant guidance on the administration of the grant program under paragraph (1), including with respect to permitted uses of funds and eligibility requirements.</text></subsection><subsection id="id9186f3184a33439f9cd5e3e870d44260"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $50,000,000 for the period of fiscal years 2022 and 2023. </text></subsection></section><section id="idd3d487fbbe0d45b884d1ea139c6d3252"><enum>4.</enum><header>Task force on preventive health care during public health emergencies</header><subsection id="id5ae9bbe5978d45a4a97f6f1af0e0e806"><enum>(a)</enum><header>Task force on preventive health care in response to the COVID–19 public health emergency</header><paragraph id="id26f8f74005ef43dba32990f90b94dfbd"><enum>(1)</enum><header>Establishment</header><text>The Secretary of Health and Human Services (referred to in this section as the <quote>Secretary</quote>), in collaboration with the Director of the Centers for Disease Control and Prevention and the Administrator of the Health Resources and Services Administration, shall convene a task force to develop Federal recommendations regarding preventive health care during the COVID–19 pandemic and future pandemics.</text></paragraph><paragraph id="id21d1f59993c74c6ca29f36dd4f5d23cd"><enum>(2)</enum><header>Duties</header><text>The task force established under paragraph (1) shall develop, publicly post, and update Federal recommendations in multiple languages to promote preventive health care visits and improve health outcomes during and after the COVID–19 pandemic and during future pandemics, with particular consideration for outcomes of rural or underserved communities. Such recommendations shall—</text><subparagraph id="id7d1990af685e462890fe0db6ee82e2d4"><enum>(A)</enum><text>address, with particular attention to ensuring equitable services, reducing disparities in health outcomes, and promoting culturally and linguistically appropriate care—</text><clause id="id367d10d6401b4101b068bfa5a6eec978"><enum>(i)</enum><text>measures to facilitate preventive health care;</text></clause><clause id="idfdc0d5916225443695a7d8f8d858556f"><enum>(ii)</enum><text>strategies to increase access to care for individuals at high risk or with elevated risk factors;</text></clause><clause id="id8e4ebc180201490a9088a19641062230"><enum>(iii)</enum><text>how to identify, address, and treat mental and behavioral health conditions, such as anxiety, substance use disorder, and depression, which may have arisen or increased during the COVID–19 pandemic;</text></clause><clause id="id5c0a4dd3359c445ab540f1516b6a4065"><enum>(iv)</enum><text>strategies to address provision of preventative health care services given hospital capacity concerns in communities with a surge in COVID–19 cases and to provide individuals with options that reduce potential for cross-contamination, lessen disruption to providing common health services and preventive health care, and increase the ability to implement patient care preferences while maintaining safety and quality; and</text></clause><clause id="id3eef0b7142c44d449fa701d26da75e08"><enum>(v)</enum><text>such other matters as the task force determines appropriate;</text></clause></subparagraph><subparagraph id="id6ba55ddfd0164d409dc6738bbf38ba8f"><enum>(B)</enum><text>identify barriers to the implementation of the recommendations;</text></subparagraph><subparagraph id="id33dcaac2a9c54eb587d6b76e0422ae95"><enum>(C)</enum><text>take into consideration existing State programs and other programs that have demonstrated effectiveness in promoting preventive health care during the COVID–19 pandemic, for purposes of future public health emergencies; and</text></subparagraph><subparagraph id="id3ee92553ff944219aa4af60b2dad8ffb"><enum>(D)</enum><text>identify policies specific to COVID–19 that, as a public health emergency abates, can be safely discontinued when appropriate or necessary, as well as policies that should be continued.</text></subparagraph></paragraph><paragraph id="id4d476c1dfbd74a0ea080484b33919344"><enum>(3)</enum><header>Membership</header><text>The task force established under paragraph (1) shall be comprised of the following:</text><subparagraph id="idba1f4c60233945f5a27b48e12dccc481"><enum>(A)</enum><text>One representative of each of the following:</text><clause id="id7071129ae3e04f0aa3fb6c60709aaafa"><enum>(i)</enum><text>The Secretary of Health and Human Services.</text></clause><clause id="id853626ff2c4e469e913fb65311526808"><enum>(ii)</enum><text>The Director of the Centers for Disease Control and Prevention.</text></clause><clause id="idbe65c6b161694f07ad007ddac2680604"><enum>(iii)</enum><text>The Administrator of the Health Resources and Services Administration.</text></clause><clause id="id878becd4928749adb7765b03de3b04d4"><enum>(iv)</enum><text>The Administrator of the Substance Abuse and Mental Health Services Administration.</text></clause><clause id="ide879b2f9bd754eafa8727aa738f323d7"><enum>(v)</enum><text>The Administrator of the Centers for Medicare &amp; Medicaid Services.</text></clause><clause id="idf619315398d1485d97a17257bea20344"><enum>(vi)</enum><text>The Director of the Agency for Healthcare Research and Quality.</text></clause><clause id="id43d551ca1b884059b216d871cd18d858"><enum>(vii)</enum><text>The Director of the Indian Health Service.</text></clause><clause id="id7796dc03adf044c1af42b8526ae30d5e"><enum>(viii)</enum><text>The Director of the Office of Minority Health.</text></clause><clause id="id10fde0f0f4bc4ef48fa0a6ce16610ec5"><enum>(ix)</enum><text>The Director of the Office on Women’s Health. </text></clause><clause id="id8c0d906e9fa7431d9ceaacfb6b01bf6e"><enum>(x)</enum><text>The Assistant Secretary for Preparedness and Response.</text></clause></subparagraph><subparagraph id="id4a433aa01f764634b25b33a390efe941"><enum>(B)</enum><text>Such other members as the Secretary of Health and Human Services determines appropriate. </text></subparagraph></paragraph></subsection></section></legis-body></bill>
