which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to improve homeless veterans reintegration programs, and for other purposes. </official-title></form><legis-body><section id="id6C8671C845A94978B58CA685711DBEED" commented="no" display-inline="no-display-inline" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reaching Every Homeless Veteran Act of 2021</short-title></quote>. </text></section><section section-type="subsequent-section" id="idD4CB94D5045149259AB99BACC00E5675"><enum>2.</enum><header>Grants for homeless veterans reintegration programs</header><subsection id="idD39B6F3232964B35AF1789FABD1D6855"><enum>(a)</enum><header>Grants</header><text>Section 2021 of title 38, United States Code, is amended—</text><paragraph id="id0924ABF5CB3F49348ED944154DFEBBED"><enum>(1)</enum><text>by redesignating subsections (b) through (e) as subsections (c) through (f), respectively; and </text></paragraph><paragraph id="id1D5C916ADE3D426AB787810C8E2C8BC3"><enum>(2)</enum><text>by inserting after subsection (a) the following new subsection: </text><quoted-block id="id369826A59DF543CBAD6DDB75ACE8F7CE" style="USC" act-name=""><subsection id="id2F42AFA0172A41B991EA935F8537C729"><enum>(b)</enum><header>Grants</header><paragraph commented="no" display-inline="yes-display-inline" id="idA1A55758E4F9410AB41143042E7BD969"><enum>(1)</enum><text>In awarding grants for purposes of conducting programs described in subsection (a), the Secretary of Labor shall, to the maximum extent practicable, consider applications for fundable grants from entities in all States. </text></paragraph><paragraph indent="up1" id="id6DBF4161C62A404AA685090F0E24C3FF"><enum>(2)</enum><text>In each State in which no entity has been awarded a grant described in paragraph (1) as of the date of the enactment of the <short-title>Reaching Every Homeless Veteran Act of 2021</short-title>, the Secretary of Labor shall, in coordination with the Director of Veterans' Employment and Training in the State, organize and conduct an outreach and education program to ensure communities are aware of the programs conducted under this section and the benefits of the programs.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id1E9B9034D2B64BDBBF238E4066E5B948"><enum>(b)</enum><header>Contents of biennial report to Congress</header><text>Subsection (e) of section 2021 of such title, as redesignated by subsection (a)(1), is amended—</text><paragraph id="id2E8EB8C650C042A4AA66CA8602B16D3E"><enum>(1)</enum><text>by inserting <quote>(1)</quote> before <quote>Not less</quote>; and </text></paragraph><paragraph id="id7E344DE130684F44B32040725E06656E"><enum>(2)</enum><text>by striking the second sentence and inserting the following: </text><quoted-block id="id15E9AA9CCA5645E0BEE12757ECFBB723" style="USC" act-name=""><paragraph indent="up1" id="id5F9D224A3A674C4FBA852554C25EF6E2"><enum>(2)</enum><text>The Secretary of Labor shall include in each report submitted under paragraph (1) the following: </text><subparagraph id="id198F933DA2BB4C3D85C841B25924FD3D"><enum>(A)</enum><text>An evaluation of services furnished to veterans under this section. </text></subparagraph><subparagraph id="idBDE1C05F77A54603AB9DFA71421D8176"><enum>(B)</enum><text>An analysis of the information collected under subsection (c).</text></subparagraph><subparagraph id="id9ACBFDA4D77242D6BDC64D88B5CA5FA6"><enum>(C)</enum><text>An identification of— </text><clause id="id133A23B072EE46898B23B490916118EB"><enum>(i)</enum><text>the total number of applications for grants under this section that the Secretary received during the fiscal year preceding the date on which the report is submitted; and </text></clause><clause id="id5E72F8A875AC49DDA84600039E3250F7"><enum>(ii)</enum><text>the number of such applications that were denied.</text></clause></subparagraph><subparagraph id="idFDDE3D6A29C449AC8A10D8C363076067"><enum>(D)</enum><text>With respect to each State in which no entity was awarded a grant under this section during the fiscal year preceding the date on which the report is submitted—</text><clause id="idD7C9EFEF61754E5087D385894390FE12"><enum>(i)</enum><text> an identification of the top five reasons why entities that applied for such a grant were not awarded the grant; and</text></clause><clause id="id790D1E1A5E074491AF94797A782EA8B1"><enum>(ii)</enum><text>information regarding the specific criteria used to score the applications and an explanation of if, how, or why such criteria differed from the previous fiscal year.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id102331B632D049D58F3515FCB288F008"><enum>(c)</enum><header>Conforming amendment</header><text>Section 2021A(e) of title 38, United States Code, is amended by striking <quote>section 2021(d)</quote> and inserting <quote>section 2021(e)</quote>. </text></subsection></section></legis-body></bill>
