which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To expand the provision and availability of dental care furnished by the Department of Veterans Affairs, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Dental Care Eligibility Expansion and Enhancement Act</short-title></quote>.</text></section><section id="id4a7a232a1e8648e6b0338ffa82f563f7"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="id19e7e829f262455f90c99299758f9c20"><enum>(1)</enum><text>the Department of Veterans Affairs has pioneered a whole health approach to health care, which brought mental health and suicide prevention under the umbrella of primary care and integrated health, provides access to alternative medicines, delivers a holistic approach to health and well-being, and repeatedly demonstrates better health outcomes than the private sector at a low cost to taxpayers in the United States;</text></paragraph><paragraph id="id4b5aa1cccb03461984b74cab90f015e8"><enum>(2)</enum><text>the effects of poor dental care are seen in patients who are at risk of or diagnosed with diabetes, cardiovascular disease, pulmonary conditions, kidney impairment, and even dementia;</text></paragraph><paragraph id="id92F0A0779B624D58A1FFCC509C8853C5"><enum>(3)</enum><text>the Department spends countless dollars on prescription drugs, community care, urgent care, and emergency room visits on preventable ailments that would be reduced or eliminated through preventative dental care; and</text></paragraph><paragraph id="iddfa03fe8457647fa9c48d8eb5a803bc4"><enum>(4)</enum><text>in order to best achieve a whole health model for the provision of health care to veterans and reduce long-term costs, the Department must furnish veterans with preventative and comprehensive dental care.</text></paragraph></section><section id="id141B37A196B849C3A113C5288A903FA1"><enum>3.</enum><header>Requirement that Secretary of Veterans Affairs furnish dental care in the same manner as any other medical service</header><subsection id="idD4B46E9CE7874859BFF826940BDAD7B8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title 38, United States Code, is amended—</text><paragraph id="id5B0076F2404643F3857AAB54F8C0B600"><enum>(1)</enum><text display-inline="yes-display-inline">in section 1701(6)(B), by striking <quote>as described in sections 1710 and 1712 of this title</quote>;</text></paragraph><paragraph id="idE5D7D847A614433E889561CD96F52A87"><enum>(2)</enum><text>in section 1710(c), by striking the second sentence; and</text></paragraph><paragraph id="id33F21EA844EE4AF589DF6E5B79FF841B"><enum>(3)</enum><text>in section 1712—</text><subparagraph id="id5EE8125526114CB18CC1150FEBB2CF6B"><enum>(A)</enum><text>by striking subsections (a) and (b);</text></subparagraph><subparagraph id="idEE6133341B984CC5A652E1A2114D82A0"><enum>(B)</enum><text>by redesignating subsections (c), (d), and (e) as subsections (a), (b), and (c), respectively; and</text></subparagraph><subparagraph id="id0453B98B9CE740B2BEECBE8E35368D37"><enum>(C)</enum><text>in subsection (a), as redesignated by subparagraph (B)—</text><clause id="id56C9632667C145BCA6B716686EC7CBA7"><enum>(i)</enum><text>by striking <quote>Dental appliances</quote> and inserting <quote>The Secretary may furnish dentures, dental appliances</quote>; and</text></clause><clause id="idB0782F32471847EBAFF8C6ADE3506AFA"><enum>(ii)</enum><text>by striking <quote>to be furnished by the Secretary under this section may be procured by the Secretary</quote> and inserting <quote>under this section and may procure such appliances</quote>.</text></clause></subparagraph></paragraph></subsection><subsection id="id998D9CC05F8A42909890F84E962B7CB2"><enum>(b)</enum><header>Conforming and clerical amendments</header><paragraph id="id382D439AFDD34AE7BB74042CB5FB41F1"><enum>(1)</enum><header>Conforming amendments</header><subparagraph id="id778BB8A13BFD4F1D99321A98C25939D8"><enum>(A)</enum><header>Protection of health care eligibility</header><text>Section 1525(a) of such title is amended by striking <quote>medicines under section 1712(d)</quote> and inserting <quote>medicines under section 1712(b)</quote>.</text></subparagraph><subparagraph id="idED7EAADFAF4348A2826C5DEC96ECC9DF"><enum>(B)</enum><header>Dental insurance plan</header><text>Section 1712C(h) of such title is amended—</text><clause id="idD316FC93AF6147628B9129F553EB7D74"><enum>(i)</enum><text>by striking <quote>section 1712 of this title</quote> and inserting <quote>this chapter</quote>; and</text></clause><clause id="idC6F744076828476DA1F0C2FC04B63007"><enum>(ii)</enum><text>by striking <quote>such section 1712</quote> and inserting <quote>this chapter</quote>.</text></clause></subparagraph></paragraph><paragraph id="idB7AC7E85B7B14D6799F915EB5E2FBBF9"><enum>(2)</enum><header>Heading amendment</header><text>The heading for section 1712 of such title is amended to read as follows:</text><quoted-block display-inline="no-display-inline" id="id5FB36F403B6045CCB6586B63F8A9A370" style="USC"><section id="idC9DE01DBFF734FABB11537DBFBC2BC42"><enum>1712.</enum><header>Appliances; drugs and medicines for certain disabled veterans; vaccines</header></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="id4456CBD9C0044FFEB9C95557AFC567E1"><enum>(3)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of subchapter II of chapter 17 of such title is amended by striking the item relating to section 1712 and inserting the following new item:</text><quoted-block display-inline="no-display-inline" id="id101ED979143B4F2281DD857AE24F2B4F" style="OLC"><toc><toc-entry bold="off" level="section">1712. Appliances; drugs and medicines for certain disabled veterans; vaccines.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idf496803977924f1398e69334e0ce07da"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall take effect on the date that is one year after the date of the enactment of this Act.</text></subsection></section><section id="id474661129a034241894d3bbbb7e02cd3"><enum>4.</enum><header>Expansion of furnishing by Department of Veterans Affairs of dental care to all enrolled veterans</header><subsection id="id22eeeeb5d66e44dda2af129669560e17"><enum>(a)</enum><header>In general</header><text>The Secretary of Veterans Affairs shall furnish dental care to all veterans enrolled in the system of annual patient enrollment of the Department of Veterans Affairs established and operated under section 1705(a) of title 38, United States Code, pursuant to the phased approach required under this section.</text></subsection><subsection id="id065B7880035F4469808759A739820E43"><enum>(b)</enum><header>Phase one required</header><paragraph id="idFBB599AF28E14272A59BDF8535AFCACB"><enum>(1)</enum><header>Commencement</header><subparagraph id="id7A67A60EF75A42CEA092DF23941C03FE"><enum>(A)</enum><header>In general</header><text>Commencing not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall furnish dental care to all covered veterans who are not eligible for dental services and treatment and related dental appliances under the laws administered by the Secretary as of the date of the enactment of this Act.</text></subparagraph><subparagraph id="id9F520F9A91494A07A4BDF45BD6666D18"><enum>(B)</enum><header>Phase one</header><text>In this section, the furnishing of dental care under subparagraph (A) shall be referred to as <quote>phase one</quote>.</text></subparagraph></paragraph><paragraph id="ida958dbb4c9cc4ae5aeea87bd959daea1"><enum>(2)</enum><header>Duration of phase one</header><text>Phase one shall be carried out during the two-year period beginning on the date of the commencement of phase one.</text></paragraph><paragraph id="id3439d8f521f5401a8600996183fc3cd4"><enum>(3)</enum><header>Locations</header><subparagraph id="id041dea4bf556495597117ea53fc0425b"><enum>(A)</enum><header>In general</header><text>The Secretary shall carry out phase one at the following locations:</text><clause id="id432c9237440b4b2c9781262e40e3daf6"><enum>(i)</enum><text>Each medical center of the Department with an established dental clinic.</text></clause><clause id="id2b974f53bdb443f7a112ee427ad5b71d"><enum>(ii)</enum><text>Not fewer than four military medical treatment facilities of the Department of Defense with the capacity to furnish dental care, which shall be selected in consultation with the Secretary of Defense.</text></clause><clause id="id22b0c923bb9741778db0edbae083f39c"><enum>(iii)</enum><text>Not fewer than four community-based outpatient clinics with space available for the furnishing of dental care under phase one.</text></clause><clause id="iddf14da4a56544ae9b960976cab9f28c6"><enum>(iv)</enum><text>Not fewer than four Federally Qualified Health Centers.</text></clause><clause id="id457B3CC8231D43AC9B2ECDFD673D20EF"><enum>(v)</enum><text>Not fewer than four facilities of the Indian Health Service with established dental clinics, which shall be selected in consultation with the Secretary of Health and Human Services.</text></clause></subparagraph><subparagraph id="id370633635eb04bae99084f9b7e3033b8"><enum>(B)</enum><header>Considerations</header><text>In selecting locations for phase one, the Secretary shall consider the feasibility and advisability of selecting locations in each of the following:</text><clause id="id2ccef0f364dc48b9beaf84f9ffe926b1"><enum>(i)</enum><text>Rural areas.</text></clause><clause id="id0ab371d0d35643248b0f6a170a086224"><enum>(ii)</enum><text>Areas that are not in close proximity to an active duty military installation.</text></clause><clause id="idb951f8b0e7bd432bab332cb5f3ae69a4"><enum>(iii)</enum><text>Areas representing different geographic locations, such as census tracts established by the Bureau of the Census.</text></clause></subparagraph><subparagraph id="ide89c41cf42f945d09d7fadf10a2c19ad" commented="no" display-inline="no-display-inline"><enum>(C)</enum><header>Mobile dental clinics</header><text>In carrying out phase one, the Secretary shall test the efficacy of mobile dental clinics to service rural areas that do not have a population base to warrant a full-time clinic but where there are covered veterans in need of dental care.</text></subparagraph><subparagraph id="id96f46753c5ec48a8a77d510a66643958"><enum>(D)</enum><header>Home-based dental care</header><text>In carrying out phase one, the Secretary shall test the efficacy of portable dental care units to service rural veteran in their homes, as the Secretary considers medically appropriate.</text></subparagraph></paragraph><paragraph id="idaa97dc7b378148b8a1a5fe62625be2b0"><enum>(4)</enum><header>Scope of services</header><text>The dental care furnished to covered veterans under phase one shall be consistent with the dental services and treatment furnished by the Secretary to veterans with service-connected disabilities rated 100-percent disabling under the laws administered by the Secretary.</text></paragraph><paragraph id="idd4157cf57a524eebb075e583c10bb498"><enum>(5)</enum><header>Use of telemedicine</header><text>When providing dental services via telemedicine under phase one, the Secretary shall use Federal employees to the maximum extent possible.</text></paragraph><paragraph id="id83724a6ff0dd4c4d9b83ea720848c34d"><enum>(6)</enum><header>Voluntary participation</header><text>The participation of a covered veteran in phase one shall be at the election of the veteran.</text></paragraph><paragraph id="idde968a89500a4d86891e42e943ebb94d"><enum>(7)</enum><header>Copayments</header><text>The Secretary may collect copayments for dental care furnished under phase one in accordance with authorities on the collection of copayments for medical care of veterans under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/17">chapter 17</external-xref> of title 38, United States Code.</text></paragraph><paragraph id="idaedbe75dde7b4931a88bfaeba57bb891"><enum>(8)</enum><header>Administration</header><subparagraph id="idc7d9859d020b40eb89e41a35d595abd5"><enum>(A)</enum><header>Notice to covered veterans on phase one</header><text>In carrying out phase one, the Secretary shall inform all covered veterans of the services and treatment available under phase one.</text></subparagraph><subparagraph id="id4abeb2f8d09045fa929471572b449c2f"><enum>(B)</enum><header>Contracts</header><clause id="id5565FDB0A9DF430E9A6CDF8DEE1FE9AD"><enum>(i)</enum><header>In general</header><text>Subject to clause (iii), in carrying out phase one, the Secretary may enter into contracts with appropriate entities for the provision of dental care under phase one.</text></clause><clause id="id6D0AB1B989F34647BA291479893E13C6"><enum>(ii)</enum><header>Performance standards and metrics</header><text>Each contract entered into under clause (i) shall specify performance standards and metrics and processes for ensuring compliance of the contractor concerned with such performance standards.</text></clause><clause id="idbc69079bdb654bcc8ed45cd93d475b54"><enum>(iii)</enum><header>Limitation</header><text>The Secretary may only enter into contracts under clause (i) if the Secretary determines that the Department does not employ, and cannot recruit and retain, qualified dentists, dental hygienists, and oral surgeons in the applicable location. </text></clause></subparagraph></paragraph><paragraph id="idF376C895B29A4A72824F84CF77E16514"><enum>(9)</enum><header>Definitions</header><text>In this subsection:</text><subparagraph id="id6FF677A5A6B44B95A550BD988EE57EF2" commented="no" display-inline="no-display-inline"><enum>(A)</enum><header>Covered veteran</header><text>The term <term>covered veteran</term> means a veteran enrolled in the system of annual patient enrollment of the Department of Veterans Affairs established and operated under section 1705(a) of title 38, United States Code, pursuant to paragraph (1) or (2) of such section. </text></subparagraph><subparagraph id="idCD1D4E49EB8343459B667D513B8BD6FD" commented="no" display-inline="no-display-inline"><enum>(B)</enum><header>Federally qualified health center</header><text>The term <term>Federally Qualified Health Center</term> means a Federally-qualified health center as defined in section 1905(l)(2)(B) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396d">42 U.S.C. 1396d(l)(2)(B)</external-xref>). </text></subparagraph></paragraph></subsection><subsection id="idb784eb6d8158440693ae6c32a8eaf63b"><enum>(c)</enum><header>Expansion</header><paragraph id="id80fb385648ab4780b7f7870d02fab2bd"><enum>(1)</enum><header>In general</header><text>After the completion of phase one, the Secretary shall expand the provision of dental care under this section to all veterans, including through the use of the recommendations of the Secretary under subsection (d)(2)(F), as follows:</text><subparagraph id="idBEC750C7F5A2440B928AC1ED9298E0CE"><enum>(A)</enum><text>In phase two, which shall—</text><clause id="id14E6D1C8236945C4B709FAEED8D0D966"><enum>(i)</enum><text>commence not later than 90 days after the completion of phase one; and</text></clause><clause id="idD90BC94DEC154BAB9DC86BE3941EB4FA"><enum>(ii)</enum><text>consist of the provision of dental care to all veterans enrolled in the system of annual patient enrollment of the Department of Veterans Affairs established and operated under section 1705(a) of title 38, United States Code, pursuant to paragraph (1), (2), (3), or (4) of such section.</text></clause></subparagraph><subparagraph id="id60BA6B82D1F34797B578C76590978D99"><enum>(B)</enum><text>In phase three, which shall—</text><clause id="idC86020C22844449B8E9B10A36C7661ED"><enum>(i)</enum><text>commence not later than 90 days after the completion of phase two; and</text></clause><clause id="idE9EB0B3281014D4BB12866A199EC2AE4" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text>consist of the provision of dental care to all veterans enrolled in such system pursuant to paragraph (1), (2), (3), (4), (5), or (6) of such section. </text></clause></subparagraph><subparagraph display-inline="no-display-inline" commented="no" id="id67B872C8197D48E8851F80AECF46E748"><enum>(C)</enum><text>In phase four, which shall—</text><clause id="id449CE5F243904410BE00B31E36599BF9"><enum>(i)</enum><text>commence not later than 90 days after the completion of phase three; and</text></clause><clause id="id90679F6923104E5FB25D7E67642D35BD" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text>consist of the provision of dental care to all veterans enrolled in such system. </text></clause></subparagraph></paragraph><paragraph id="id08bfcb22928f447989234663063aebb4"><enum>(2)</enum><header>Facility expansion</header><text>Under each phase specified in paragraph (1), the Secretary shall expand the number of facilities described in subsection (b)(3) furnishing dental care under this section commensurate to the number of new veterans furnished care under such phase, including through the use of any other facilities to which veterans have access.</text></paragraph><paragraph id="id7c23100fda57447b87910f3c0964b2e4"><enum>(3)</enum><header>Duration</header><text>Each phase specified in paragraph (1) shall be carried out during a period not to exceed two years and all such phases, including phase one, shall be carried out for a period not to exceed eight years.</text></paragraph><paragraph id="idc43e657112544598b4520df635d14646" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header>Conclusion</header><text>Upon the conclusion of phase four specified under paragraph (1)(C), all veterans enrolled in the system of annual patient enrollment of the Department of Veterans Affairs established and operated under section 1705(a) of title 38, United States Code, shall be eligible for dental care from the Department.</text></paragraph></subsection><subsection id="idd487bc09119d46728ffd1263cf23fc29"><enum>(d)</enum><header>Reports</header><paragraph id="id16d650c9832c44029e9a55a8d38724dc"><enum>(1)</enum><header>In general</header><text>Not later than 90 days before the completion of phase one, and not later than 180 days after the completion of each subsequent phase under subsection (c)(1), the Secretary shall submit to the Committee on Veterans’ Affairs and the Committee on Armed Services of the Senate and the Committee on Veterans’ Affairs and the Committee on Armed Services of the House of Representatives a report on the phase about to be completed and the plans of the Secretary for implementation of expansion of the provision of dental care pursuant to subsection (c).</text></paragraph><paragraph id="id11676ebabc7b4d1e957dbd4605ba5da2"><enum>(2)</enum><header>Contents</header><text>Each report under paragraph (1) shall include the following:</text><subparagraph id="idf1100b1c966345548e6451a2aeb9448a"><enum>(A)</enum><text>A description of the implementation and operation of the phase covered by the report.</text></subparagraph><subparagraph id="id8c41c3174da4474389443ed09b285e7e"><enum>(B)</enum><text>The number of veterans receiving dental care under such phase and a description of the dental care furnished to such veterans.</text></subparagraph><subparagraph id="id8f60cf3c0f9248ccaee0feaf6f26a9da"><enum>(C)</enum><text>An analysis of the costs and benefits of such phase, including a comparison of costs and benefits by location type.</text></subparagraph><subparagraph id="id4af0e912af1e4662bf1a03b0e1006658"><enum>(D)</enum><text>An assessment of the impact of such phase on appointments for care, prescriptions, hospitalizations, emergency room visits, well­ness, employability, and satisfaction of patients, and perceived quality of life of veterans.</text></subparagraph><subparagraph id="id62d57445a5c944af94d351347a187519"><enum>(E)</enum><text>An analysis and assessment of the efficacy of mobile clinics and home-based dental care to service the dental needs of veterans during such phase. </text></subparagraph><subparagraph id="idbb22e49e6e9049239619e84c532dcf82"><enum>(F)</enum><text>The findings and conclusions of the Secretary with respect to such phase.</text></subparagraph><subparagraph id="idb74cf5650032409bae248f5f5ea6939f"><enum>(G)</enum><text>A comparison of the costs for private sector dental care with cost of furnishing dental care from the Department, broken down by each locality included in such phase. </text></subparagraph><subparagraph id="ide8f051f5cf554bfa84dde42108208078" commented="no" display-inline="no-display-inline"><enum>(H)</enum><text>Such recommendations for the expansion of dental care pursuant to subsection (c) as the Secretary considers appropriate. </text></subparagraph></paragraph></subsection></section><section id="id1c7d95e3b700461e89c2837dc16c6e1d"><enum>5.</enum><header>Requirement of dental clinic of Department of Veterans Affairs in each State</header><subsection id="idED93FF165EEA4573A52B03436BC94DA8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall ensure that each State has a dental clinic of the Department of Veterans Affairs to service the needs of the veterans within that State.</text></subsection><subsection id="id24B5B6C0B15643C8A986B7679E7E0AFA"><enum>(b)</enum><header>Effective date</header><text>This section shall take effect on the date that is one year after the date of the enactment of this Act. </text></subsection></section><section id="id7a513bcd0fb742a18a617d70f19bc1dc"><enum>6.</enum><header>Program on education to promote dental health in veterans</header><subsection id="id262a2f6e721b46ff8cd99f806b8a2a14"><enum>(a)</enum><header>Program required</header><text>The Secretary of Veterans Affairs shall carry out a program of education to promote dental health for veterans who are enrolled in the system of annual patient enrollment of the Department of Veterans Affairs established and operated under section 1705(a) of title 38, United States Code.</text></subsection><subsection id="id61398508a7124141809ca78eb5bb5a1a"><enum>(b)</enum><header>Elements</header><text>The program required by subsection (a) shall provide education for veterans on the following:</text><paragraph id="id28d62ca5cb7e404e90cbcfe55fb33c60"><enum>(1)</enum><text>The association between dental health and overall health and well-being.</text></paragraph><paragraph id="idb3c7edb9ef8946a1abb3b086e9c81246"><enum>(2)</enum><text>Proper techniques for dental care.</text></paragraph><paragraph id="id42a955315e5a48089243af3be9bfea35"><enum>(3)</enum><text>Signs and symptoms of commonly occurring dental conditions.</text></paragraph><paragraph id="idd4fe73c8d6c14b2bba9fca4371971eb5"><enum>(4)</enum><text>Treatment options for commonly occurring dental issues.</text></paragraph><paragraph id="idb3c61d90dd1d4811bf0851d2a09f4726"><enum>(5)</enum><text>Options for obtaining access to dental care, including information on eligibility for dental care through the Department.</text></paragraph><paragraph id="ida41dfacbc7714e3283bab9c192f56e4e"><enum>(6)</enum><text>Available and accessible options for obtaining low or no-cost dental care, including through dental schools and Federally Qualified Health Centers.</text></paragraph><paragraph id="id5acf53434f2f495191e62a386f734fb7"><enum>(7)</enum><text>Such other matters relating to dental health as the Secretary considers appropriate.</text></paragraph></subsection><subsection id="id043cb9de0c3e464fa0b4f131807f52cc"><enum>(c)</enum><header>Delivery of educational materials</header><paragraph id="id969a1a2580df4c4ea501d30e4042100e"><enum>(1)</enum><header>In general</header><text>The Secretary shall provide educational materials to veterans under the program required by subsection (a) through a variety of mechanisms, including the following:</text><subparagraph id="id98da3a1d216c4f9a94bf42927904c528"><enum>(A)</enum><text>The availability and distribution of print materials at facilities of the Department (including at medical centers, clinics, Vet Centers, and readjustment counseling centers) and to providers (including members of Patient Aligned Care Teams).</text></subparagraph><subparagraph id="ide445c809a0eb4eacbc6f094e9766c2de"><enum>(B)</enum><text>The availability and distribution of materials over the internet, including through webinars, My HealtheVet, and VA.gov.</text></subparagraph><subparagraph id="iddc32e22578af435ea5442fce0096fc4f"><enum>(C)</enum><text>Presentations by the dental program office of the Department of information, including both small group and large group presentations, and distribution of such information to all locations in which the program is being carried out.</text></subparagraph></paragraph><paragraph id="id40e67336523847a084d86b7ba699a0e8"><enum>(2)</enum><header>Selection of mechanisms</header><text>In selecting mechanisms under paragraph (1), the Secretary shall select mechanisms designed to maximize the number of veterans who receive education under the program.</text></paragraph></subsection><subsection id="idf3f6094fb31742f38eeb4e4571ec41b3"><enum>(d)</enum><header>Construction</header><text>Nothing in this section shall be construed to alter or revise the eligibility of any veteran for dental care under the laws administered by the Secretary. </text></subsection><subsection id="idbd17b87e5c9c46bf8980abdc9de0afbb"><enum>(e)</enum><header>Definitions</header><text>In this section—</text><paragraph id="idC0BC3593537D4446BD161827DE84D052"><enum>(1)</enum><header>Federally qualified health center</header><text>The term <term>Federally Qualified Health Center</term> means a Federally-qualified health center as defined in section 1905(l)(2)(B) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396d">42 U.S.C. 1396d(l)(2)(B)</external-xref>).</text></paragraph><paragraph id="idc051e1fbefa842b6b2259bb3cdebd541"><enum>(2)</enum><header>Vet Center</header><text>The term <term>Vet Center</term> has the meaning given that term in section 1712A(h) of title 38, United States Code.</text></paragraph></subsection><subsection id="id2e355b54da154d99b294983568a3ba68"><enum>(f)</enum><header>Effective date</header><text>This section shall take effect on the date that is one year after the date of the enactment of this Act.</text></subsection></section><section id="ide0ed483fb43f460b8aa35eccabcfc60d"><enum>7.</enum><header>Student loan repayment program to incentivize dental training and ensure the dental workforce of the Department of Veterans Affairs</header><subsection id="idcaba36e55aa0416391412dbd2262b3e9"><enum>(a)</enum><header>Program required</header><text>The Secretary of Veterans Affairs, to ensure that the Department of Veterans Affairs has sufficient staff to provide dental service to veterans, shall implement a loan reimbursement program for qualified dentists, dental hygienists, and oral surgeons who agree—</text><paragraph id="idA225776BFA174FC7BE871DE2D1CE6484"><enum>(1)</enum><text>to be appointed by the Secretary as a dentist, dental hygienist, or oral surgeon, as the case may be, under section 7401 of title 38, United States Code; and</text></paragraph><paragraph id="id293CFC25F77045AEAF7E1D3658CF4419"><enum>(2)</enum><text>to serve as a dentist, dental hygienist, or oral surgeon, as the case may be, of the Department pursuant to such appointment at a dental clinic of the Department for a period of not less than five years. </text></paragraph></subsection><subsection id="idFED169B51430426A92FBDFB77E18D955"><enum>(b)</enum><header>Maximum amount</header><text>The Secretary may reimburse not more than—</text><paragraph id="id1651CAE377074631B2EB3EBA6DCEE779"><enum>(1)</enum><text>$75,000 for each dentist participating in the program under subsection (a);</text></paragraph><paragraph id="idDDCED886B0874A63ADAD5359D293B368"><enum>(2)</enum><text>$10,000 for each dental hygienist participating in such program; and</text></paragraph><paragraph id="idD3A03358CB314DD59DC14E5BB4522A2A"><enum>(3)</enum><text>$20,000 for each oral surgeon participating in such program.</text></paragraph></subsection><subsection id="idb263a5c57e354f59903f330fcc4131c3"><enum>(c)</enum><header>Selection of locations</header><text>The Secretary shall monitor demand among veterans for dental care and require participants in the program under subsection (a) to choose from dental clinics of the Department with the greatest need for dentists, dental hygienists, or oral surgeons, as the case may be, according to facility enrollment and patient demand. </text></subsection></section><section id="idc23884cbefc84b188ceb994e7c7a99c6"><enum>8.</enum><header>Educational and training partnerships for dentists, dental hygienists, and oral surgeons</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs shall enter into educational and training partnerships with dental schools to provide training and employment opportunities for dentists, dental hygienists, and oral surgeons.</text></section><section id="id3135d4f4e18b4f398a06bc02e9b4ae80"><enum>9.</enum><header>Authorization of appropriations</header><subsection id="id4E0AD1104EA045D8B0104D44303BBD29"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated for the Department of Veterans Affairs for fiscal year 2021 such sums as may be necessary to carry out this Act and the amendments made by this Act.</text></subsection><subsection id="id443BF90503F747A8BAF8E6780CB65255"><enum>(b)</enum><header>Availability</header><text display-inline="yes-display-inline">The amount authorized to be appropriated under subsection (a) shall be available for obligation for the eight-year period beginning on the date that is one year after the date of the enactment of this Act. </text></subsection></section></legis-body></bill>
