Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Director of the Office of Science and Technology Policy to submit to Congress each year a national science and technology strategy, to require the Director to complete quadrennial science and technology reviews, and for other purposes. </official-title></form><legis-body><section id="id7A3C526AD10C48489501411498ECBA55" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Science, Innovation, and Technology Strategy Act of 2021</short-title></quote>.</text></section><section id="idbb95259a423e448dbbd832fb2b6f1ed7"><enum>2.</enum><header>National science and technology strategy</header><text display-inline="no-display-inline">Title II of the National Science and Technology Policy, Organization, and Priorities Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/42/6611">42 U.S.C. 6611 et seq.</external-xref>) is amended by striking section 206 and inserting the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="id7277D9BCDC17422892E1C9788F5F6193"><section id="id1d3efea223a2472eae3d5c7086ced853"><enum>206.</enum><header>National science and technology strategy</header><subsection id="ide835ab4177c94fca963f106476e82aa3"><enum>(a)</enum><header>Strategy required</header><text>Not later than the end of each calendar year immediately after the calendar year in which a review under section 206A(b) is completed, the Director of the Office of Science and Technology Policy, in consultation with the National Science and Technology Council, shall develop and submit to Congress a comprehensive national science and technology strategy of the United States to meet national research and development objectives for the following 4-year period (in this section referred to as the <quote>national science and technology strategy</quote>).</text></subsection><subsection id="id770a4c0de31d441897729d0b0df49dbe"><enum>(b)</enum><header>Requirements</header><text>Each national science and technology strategy required by subsection (a) shall delineate a national science and technology strategy consistent with—</text><paragraph id="id248e87c2c9744934a7c091dc4fec580a"><enum>(1)</enum><text>the recommendations and priorities developed pursuant to the review most recently completed under section 206A(b);</text></paragraph><paragraph id="idfa5aa37064674e1f86bc623955dde641"><enum>(2)</enum><text>the most recent national security strategy report submitted pursuant to section 1032 of the National Defense Authorization Act for Fiscal Year 2012 (<external-xref legal-doc="usc" parsable-cite="usc/50/3043">50 U.S.C. 3043</external-xref>);</text></paragraph><paragraph id="id04b1279aec7c414d90a53d38b40bf1f4"><enum>(3)</enum><text>other relevant national plans; and</text></paragraph><paragraph id="ida0bf83add2b94e8ba9a4be6a4c131c84"><enum>(4)</enum><text>the strategic plans of relevant Federal departments and agencies.</text></paragraph></subsection><subsection id="idc8acab4a8efc43f198011f22123ebacb"><enum>(c)</enum><header>Consultation</header><text>The Director of the Office of Science and Technology Policy shall consult, as necessary, with the Director of the Office of Management and Budget and other appropriate elements of the Executive Office of the President to ensure that the recommendations and priorities delineated in the science and technology strategy are incorporated in the development of annual budget requests.</text></subsection><subsection id="ida295435ea0fe4dfb8c1b8584945696c4"><enum>(d)</enum><header>Annual reports</header><paragraph id="id31E7B31228EA49B690411FCB14A88B67"><enum>(1)</enum><header>In general</header><text>The President shall submit to Congress each year a comprehensive report on the national science and technology strategy of the United States.</text></paragraph><paragraph id="id84764ED4DB69421A906B23DB8B439847"><enum>(2)</enum><header>Contents</header><text>Each report submitted under paragraph (1) shall include a description of the following:</text><subparagraph id="id36ffabd0bab34d0bbd9073f449f5ac18"><enum>(A)</enum><text>The strategic objectives and priorities necessary to maintain the leadership of the United States in science and technology and to advance science and technology to address societal and national challenges, including near-term, medium-term, and long-term research priorities.</text></subparagraph><subparagraph id="id41657afb8c74460e9d2df6a5726ac3da"><enum>(B)</enum><text>The programs, policies, and activities that the President recommends across all Federal agencies to achieve the strategic objectives in subparagraph (A).</text></subparagraph><subparagraph id="id3f3bc14c6abe41ac930da2a743e3cfa3"><enum>(C)</enum><text>The global trends in science and technology, including potential threats to the leadership of the United States in science and technology and opportunities for international collaboration in science and technology.</text></subparagraph></paragraph></subsection><subsection id="iddd2bd2fdca904973bb76d1ca3e9835a6"><enum>(e)</enum><header>Publication</header><text>The Director shall, consistent to the maximum extent practicable with the protection of national security and other sensitive matters, make each report submitted under subsection (d) publicly available on an internet website of the Office of Science and Technology Policy.</text></subsection></section><section id="id98173486cb9e4d7a95bc701625087959"><enum>206A.</enum><header>Interagency quadrennial innovation and technology review</header><subsection id="idb990c2a43ba74e25b58a29b89720f69c"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id4c5ca6a59a114d52b4cb7d1bf7e8c772"><enum>(1)</enum><header>Appropriate committees of congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph id="idda2b44dd11a447938861b9c519a8c8a0"><enum>(A)</enum><text>the Committee on Commerce, Science, and Transportation, the Committee on Armed Services, the Committee on Appropriations, the Committee on Environment and Public Works, the Committee on Foreign Relations, and the Committee on Homeland Security and Governmental Affairs of the Senate; and</text></subparagraph><subparagraph id="id6052e2e445274c25af990ef6b203bd6c"><enum>(B)</enum><text>the Committee on Energy and Commerce, the Committee on Armed Services, the Committee on Appropriations, the Committee on Foreign Affairs, the Committee on Science, Space, and Technology and the Committee on Homeland Security of the House of Representatives.</text></subparagraph></paragraph><paragraph id="id943f6c915d3c435fb2655dde39fe27c7"><enum>(2)</enum><header>Interagency</header><text>The term <term>interagency</term> with respect to a review means that the review is conducted in consultation and coordination between Federal agencies, including the Department of Commerce, the Department of Transportation, the Department of Defense, the Department of Energy, the Environmental Protection Agency, and such other related agencies as the Director of the Office of Science and Technology Policy considers appropriate, as well as the following:</text><subparagraph id="ide18e223d924243579340981c2932b406"><enum>(A)</enum><text>The National Science and Technology Council.</text></subparagraph><subparagraph id="id68ab230ba28949caacb6a3c8caed5f31"><enum>(B)</enum><text>The President’s Council of Advisors on Science and Technology.</text></subparagraph><subparagraph id="idce475a38a0f3423095828eb263c9895a"><enum>(C)</enum><text>The National Science Board.</text></subparagraph><subparagraph id="idfad72683f342484fae43ce977cc5d13a"><enum>(D)</enum><text>the National Security Council.</text></subparagraph><subparagraph id="id885f489d68d24755ad601f69e5c7acde"><enum>(E)</enum><text>The Council of Economic Advisers.</text></subparagraph><subparagraph id="id9d758579f4e64c38a4e3eb30b8bf3f9c"><enum>(F)</enum><text>The National Economic Council.</text></subparagraph><subparagraph id="id74153b9f2277422cbdaae55bc7129f9c"><enum>(G)</enum><text>The Domestic Policy Council.</text></subparagraph><subparagraph id="ida8105ab8bd3d4b23ab28b79a1eb721d7"><enum>(H)</enum><text>The Office of the United States Trade Representative. </text></subparagraph></paragraph></subsection><subsection id="id41d52ce4f85d422b8100cb4868e1fe1f"><enum>(b)</enum><header>Interagency quadrennial innovation and technology review required</header><paragraph id="idabd6b5d67f9a4f829a1765609c29fbb3"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of the <short-title>National Science, Innovation, and Technology Strategy Act of 2021</short-title>, and every 4 years thereafter, the Director of the Office of Science and Technology Policy shall complete an interagency review of the science and technology enterprise of the United States (in this section referred to as the <quote>quadrennial innovation and technology review</quote>).</text></paragraph><paragraph id="idaa9c961c11a54951830af9ea325c003e"><enum>(2)</enum><header>Scope</header><text>The quadrennial science and technology review shall be a comprehensive examination of the science and technology strategy of the United States, including recommendations for maintaining global leadership in science and technology and advancing science and technology to address the societal and national challenges and guidance on the coordination of programs, assets, capabilities, budget, policies, and authorities across all Federal research and development programs.</text></paragraph><paragraph id="id594841a5933546d4865acf7f2651670f"><enum>(3)</enum><header>Consultation</header><text>In carrying out each quadrennial innovation and technology review, the Director of the Office of Science and Technology Policy shall consult with the following:</text><subparagraph id="id1d3dc873f4c44f809db621961a80bdfd"><enum>(A)</enum><text>Congress.</text></subparagraph><subparagraph id="id81149d46ee8e4c6eb9a73ab9d6672787"><enum>(B)</enum><text>Federal agencies, including Federal agencies not described in subsection (a)(2).</text></subparagraph><subparagraph id="id9f8a7fefb87444c7835393db7760474a"><enum>(C)</enum><text>Experts in national security.</text></subparagraph><subparagraph id="id0c50d98f86694d2f86cfd47da4c8d38f"><enum>(D)</enum><text>Representatives of specific technology industries, as the Director considers appropriate.</text></subparagraph><subparagraph id="ida42da3fcf2a24cb6ba8ced4665435934"><enum>(E)</enum><text>Academics.</text></subparagraph><subparagraph id="iddefe4999c3994b2ea2dff40a424773e1"><enum>(F)</enum><text>State, local, and Tribal governments.</text></subparagraph><subparagraph id="id85d3da56d71048dc919a6dfb5c73864a"><enum>(G)</enum><text>Nongovernmental organizations.</text></subparagraph><subparagraph id="ide3173ba4635a4c1e85509acc2e736f10" commented="no" display-inline="no-display-inline"><enum>(H)</enum><text>The public. </text></subparagraph></paragraph></subsection><subsection id="id697b4090f0124dd78100ac505b9e2fe8"><enum>(c)</enum><header>Contents</header><text>In each quadrennial innovation and technology review, the Director shall—</text><paragraph id="id9dfa52e829754cebbe046efa71003cad"><enum>(1)</enum><text>provide an integrated view of, and recommendations for, science and technology policy across the Federal Government, while considering economic and national security and other societal and national challenges;</text></paragraph><paragraph id="ide0235fc5b67b4fd59bea1252cd49d0fe"><enum>(2)</enum><text>assess and recommend priorities for research, development, and demonstration programs to maintain American leadership in science and technology;</text></paragraph><paragraph id="idd00dc78b81b842e9a94597b8e6642bc4"><enum>(3)</enum><text>assess and recommend priorities for research, development, and demonstration programs to address societal and national challenges;</text></paragraph><paragraph id="id09fad3f8a54c457dbe4c803e30bf56b5"><enum>(4)</enum><text>assess the global competition in science and technology and identify potential threats to the leadership of the United States in science and technology opportunities for international collaboration;</text></paragraph><paragraph id="id0298fae2dd0e42db8f70c040ba727ab9"><enum>(5)</enum><text>assess and make recommendations on the science, technology, engineering, mathematics, and computer science workforce in the United States;</text></paragraph><paragraph id="idd687f860080b49a8ac2e096b5249b72e"><enum>(6)</enum><text>assess and make recommendations to improve regional innovation across the United States;</text></paragraph><paragraph id="idb553409bda8847ada713e799b2dedd5e"><enum>(7)</enum><text>assess and make recommendations to improve translation of basic research and the enhancement of technology transfer of federally funded research;</text></paragraph><paragraph id="id298521fb22b64d7b87de5c48693e088e"><enum>(8)</enum><text>assess and identify the infrastructure and tools needed to maintain the leadership of the United States in science and technology and address other societal and national challenges; and</text></paragraph><paragraph id="id78ce79c90d934debb99007de381ea8e4"><enum>(9)</enum><text>review administrative or legislative policies that affect the science and technology enterprise and identify and make recommendations on policies that hinder research and development in the United States.</text></paragraph></subsection><subsection id="id5ff3681f15ab4b09b19769d09f4791a1" commented="no"><enum>(d)</enum><header>Coordination</header><text>The Director shall ensure that each quadrennial innovation and technology review conducted under this section is coordinated with efforts to carry out other relevant statutorily required reviews, and to the maximum extent practicable incorporates information and recommendations from other reviews in order to avoid duplication.</text></subsection><subsection id="id479abd0c09854ba7a9029b8a3cce6e87"><enum>(e)</enum><header>Reporting</header><paragraph id="id4c9f16c8f6724380b9cd81c2b782ab8e"><enum>(1)</enum><header>In general</header><text>Not later than December 31 of the year in which a quadrennial innovation and technology review is conducted, the Director shall submit to Congress a report of the review.</text></paragraph><paragraph id="idab07c3fdefa445328985c49cc7fbd771"><enum>(2)</enum><header>Publication</header><text>The Director shall, consistent to the maximum extent possible with the protection of national security and other sensitive matters, make each report submitted under paragraph (1) publicly available on an internet website
